STC of 42 is acceptable

2) The One-Line Diagram on sheet E-601 shows a generator with an 800 Amp circuit breaker. The generator is not shown on any other drawing, has no feeder designation and no specification section.

Please confirm that the generator is not in the scope of work for this project.

The generator is not in the scope of this project. The generator is identified on the one-line as GFGI -government furnished

3) Review and confirm the quantities of 4" conduits for the underground Communications Ductbank.

Drawing ES-100B Keyed Note 2 as written indicates a single conduit is required, including at the matchline with Drawing ES-100A. Drawing ES-100A Keyed Note 5 as written indicates (2) conduits are required, including at the matchline with Drawing ES-100B. Please review and confirm which is correct.

Two (2) conduits are required as indicated on ES-100A. One will be spare

4) Review and confirm the extent of directional boring required for 4" conduits for the underground

Communications Ductbank. Drawing ES-100B Keyed Note 2 as written indicates that directional boring is required, including at the matchline with Drawing ES-100A. Drawing ES-100A Keyed Note 5 as written indicates direct-buried conduits are required, including at the matchline with Drawing ES-100B. Please review and confirm which is correct.

2W4” direct buried comm ductbank is required as indicated on ES-100A

5) Site Lighting by Baltimore Gas & Electric (BG&E) - Drawing ES-100A Keyed Note 7 as written along with a note on theELECTRICAL SITE PLAN indicates that there are (7) pole lights requiring an empty 2" conduit between them with no homerun conduit from one of these poles for connection to a potential electrical source. Please advise if a homerun conduit for this purpose is required and, if so, provide the details.

Coordinate with BG&E for service to light poles. Provide empty conduit with pull strings and pole bases as indicated on ES-100A

6) Drawing E-111 General Note 6 indicates to refer to Drawing I-701 for walls which are demountable partitions. No Drawing I-701 has been provided with the Drawings Package. Please review and confirm what is required.

There are no demountable partitions in this project. Refer to RFI 23 response.

8) Please review and confirm the quantity of 4" conduits required for the Electrical Secondary Service for this project. Drawing E-601 Conduit and Conductor Schedule Item 1 indicates that (2) 4" conduits are required, these conductors are noted on the One-Line Diagram as being furnished by BG&E both from the Padmount Transformer to the CT Cabinet and then from the CT Cabinet to the Main Service

Disconnect 'SE-1'. Drawing ES-100AELECTRICAL SITE PLAN - AREA A Keyed Note 4 notes to refer to

Drawing E-504/Detail C4. Drawing E-504/Detail C4 as drawn is an 8W/4" ductbank with a note to refer to Drawing E-601 for duct quantity and size. So it would appear that (2) active conduits with conductors is all that is required with no spare conduits necessary. Please review and confirm.

UFC 3-550-01 requires secondary distribution to be provided with one spare conduit with pull wire. Bid as shown and conform with UFC 3-550-01

9) Drawing E-001 General Note 12 indicates a point-of-contact with BG&E (Randy Williams Phone 301-

677-9361) to coordinate the Electrical Service and include their cost in installing the Electrical Service for this project. We have left voice mail messages on 6/20/17, 6/23/17, and 6/26/17 with no response to-date as the voice mail message has indicated consistently that this individual at this extension is currently not available. Please advise further information or another point-of-contact with BG&E to address the requirements indicated within this General Note 12.

Contractor is responsible for BG&E coordination. This will covered with the award winner. For purposes of the solicitation, offerors shall not bid on this.

10) Does the exhaust air ductwork associated with ERV-1 and ERV-2 require insulation? Is this categorized as relief air ducts?

YES, DUCTWORK REQUIRES INSULATION TO AND FROM ERVS. CATEGORIZE AS RETURN AIR DUCTWORK

11) Insulation for heating supply and return piping is not specified. What kind of insulation and thickness shall be required?

Refer to design documents including 23 07 00 para 3.2.1 Pipe Insulation

12) Drawing M.001 shows multiple areas with a sound generator and speaker system - who provides and installs this equipment? I would think it would be part of the electrical portion - please advise

Contractor is responsible. The Govt does not dictate the work among the various subconsultants.

13) Drawing M.001 LEED note#2 shows HCFC and HFC refrigerant prohibited. What refrigerant is allowed/recommended for the CRAC units, Ductless Mini-Splits, and AHU Condensing Units

PROVIDE REFRIGERANT R410A

14) Buried refrigerant lines are mentioned on a few drawings - please provide detail for buried sections.

Bury lines min 2' deep. See attached revised sheet C-505 for detail

15) Drawing MP101 General Note 11 states that a non-conductive break in metallic piping is required when penetrating secure area walls. It also states that this piping should be PVC. Is this correct for the hot water reheat system?

Provide dielectric break in piping

16) On sheet C-105 (Civil Utility Plan) Note 4 states for the remote fire department connection see detail

3 on F-501 however when flipping to that page detail 3 is for fire piping dielectric break. On the civil plans the detail that is shown looks like a Siamese connection or a fire department connection. How should the contractor proceed with bidding this conflict in the drawings?

Drawing detail reference is incorrect. See spec 21 13 13.00 10 para 2.7 Fire Dept Connection

17) Proposal Inquiry: (list page number and paragraph number prior to question) On drawing ES-100A keyed note 18 depicts contractor shall verify location of underground electrical lines. Notify contracting officer if underground lines are in use. Remove back to source if not in use.

1. Please clarify the wire size of the existing underground lines.

2. Please clarify where the source location is for the underground lines

Size and location is currently not available but discussions were held indicating that the lines are expected to be dormant. For purposes of the solicitation, all vendors should bid with this information.

18) What is the current existing station fire alarm system

Monaco is the fire alarm system and mass notification system

19) Is the project tax exempt?

No it is not.

20) 4. Drawing ES-100A, note 1 and 2 requires the electrical contractor to include cost for utility fees & charges. This is a highly variable cost determined by the utility service provider on an individual case-by-case basis, and is usually picked up by the owner. If we are required to carry these costs it is crucial that we get an estimate from the utility company. Please advise the BGE Designer Representative for this project. The POC listed on General Note 12 on E-001 is no longer employed with BGE Alternately, if this is a cost that we must carry, it may be better for all parties if an allowance is defined so that all bidders are on equal terms. Please advise.

The BGE piece will be handled with the award winner. For bidding purposes, do not include this.

21) 5. Please confirm that all work on the contract can be performed using U.S. persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. 1 101(a)(20) or who is a protected individual as defined by Title 8 U.S.C. 1 324b (a)(3)).

Please read TECHNICAL SPECIFICATIONS FOR CONSTRUCTION AND MANAGEMENT OF SENSITIVE COMPARTMENTED INFORMATION FACILITIES uploaded on 27 Jun 17.

22) The Division 27 specs are generic and do not provide any specific product specs. The drawings indicate to provide 4-post equipment racks and vertical management. Does NWS use a specific 4-post equipment rack and vertical wire management? Is there any other information available for these items?

Specifications are intended to list performance characteristics of systems required for the mission. Bid as shown.

23) Is there any other information available on the 6” X 6” wireway (raceway) being used under the raised floor for low-voltage cabling?

Bid as shown

24) Are there any secret clearance requirements for sub-contractors at this facility during time of construction (TS? Or other)?

Refer to TECHNICAL SPECIFICATIONS FOR CONSTRUCTION AND MANAGEMENT OF SENSITIVE COMPARTMENTED INFORMATION FACILITIES for verification. If it is not required per the specifications, then clearances are not required.

25) Do sub-contractors need to be chaperoned during the construction of this project? If so, is there a cost associated?

Once personnel meet the requirements of the TECHNICAL SPECIFICATIONS FOR CONSTRUCTION AND MANAGEMENT OF SENSITIVE COMPARTMENTED INFORMATION FACILITIES, working inside the construction area does not need chaperoned.

26) What will the process be for the sub-contractors each day once arriving on-site to the time they leave as far as badging, sign in, chaperoned, etc..? Can the sub-contractors come and go as needed? Is there going to be downtime that we will need to include in our pricing for these items mentioned?

Day to day operations will be discussed with the award winner. The only expected downtime is when entering the facility and being inspected at the gate. Any downtime due to the workers will not passed on to the Government.

27) Is the Telecom Contractor responsible for providing and/or installing any copper and/or fiber optic patch cords (station end and closet end) for this project? If so, what quantities and lengths?

Contractor is responsible for providing and installing. Government does not dictate how work is distributed among the sub-contractors.

28) The Cat-6 specs are generic (Div. 27). Are we pricing this project using generic Cat-6 cable? Or high-quality Cat-6 cable? If high quality, is there any other information available?
