RFI #1 Dated 16 June 2017

1) Page 12 / Section 2.1.1 Can you please confirm that Volume 2 should be submitted in one file

(with Part 1 and Part 2 included) versus two separate files (one for Part 1 and one for Part 2)?

Volume 2 can be submitted in one binder but shall be separated by dividers and clearly identified.

2) Pages 14, 15 / Sections 2.5.2.2, 2.5.2.6 The solicitation indicates that resumes and completed

Exhibit B Forms are expected in Subfactor 1 - Experience and Capability and Subfactor 4 -

LEED. Please confirm that offerors only need to provide full resumes and completed Exhibit B

Forms once in Subfactor 1 and may reference those resumes and Exhibit B Forms in Subfactor

4.?

Offerors will need to provide resumes for the key personnel identified. The resumes need only be submitted once per person regardless of how many positions they hold. However, the resumes must reflect the positions identified in Subfactor 1/4. Exhibit B and subsequent resumes only need to be submitted if using subcontractor information as experience or past performance.

3) Page 15 / Section 2.5.2.6 Subfactor 1 - Experience and Capability and Subfactor 4 - LEED refer to "cut sheets" being limited to 2 pages each. Please define "cut sheets"?

Summary experience of a particular project. May include pictures or specifications not listed elsewhere or for more detail.

4) Page 14 Section 2.5.2.2 Please confirm that completed Exhibit B (Subcontractor/Team/Key

Personnel Information and Consent Form) for candidates are not included in the 2-page resume page limit or the 20-page Volume 2 Part 1 page limit.?

The Exhibit B form will not be counted as part of the 2 page resume limit or 20 total page limit.

5) Page 15 / Section 2.5.3.4 Please confirm that offerors are limited to providing a maximum of 3 relevant projects for Volume 2 Part 2 - Offeror Past/Present Performance Information?

Only three projects shall be submitted for Volume 2 Part 2.

6) Page 15 / Section 2.5.3.4 Are offerors allowed to use subcontractor/teammate past performance? If so, how many of the 3 maximum projects can be from a subcontractor/teammate?

Offerors may use subcontractor information if that subcontractor will be used in the performance of the new construction. The past performance project information should not be primarily the subcontractor but up to 3 may be used.

7) Page 15 / Section 2.5.3.5 Volume 2, Part 2 requires offerors to "identify how each ranks, in terms of relevancy, with respect to the other contracts addressed in the proposal". Where in the

Volume does the Government want the ranking information?

Offeror may place this information within the summary info of the project.

8) RFP page 12 (of 61), Section 00110 2.1.1 The RFP requires a complete price proposal on

CD at the time of proposal submission. Pricing from all interested and qualified subcontractors usually arrives only moments before a proposal is due, making it difficult to complete all price proposal material at the delivery location and burn a CD, with all completed price materials, moments before the deadline. The alternative involves concluding pricing early, but this often requires offerors to exclude subcontractors and to miss pricing from qualified firms that may be lowest in price and that may represent a best overall value to the government. Will the government allow offerors to submit CD copies for Volumes I and II within 24 hours after the hard copy proposal submission?

CD/DVDs will be required at submission time.

9) RFP page 3 (of 61), Item No. 0001, and Section 00110 The RFP documents include two different price schedules, one version in the solicitation and one version in the specification.

Please confirm the correct price schedule applicable to this proposal submission, and if an Excel breakdown (Exhibit E) is required, as per Item 0001 in solicitation price schedule (00010) provided - to be submitted at the time of the bid or within 24 hour

All CLINs on the solicitation will be priced in order to be considered an acceptable bid. The offeror will use one (1) Exhibit E for CLINs 0001 -0004. The offeror will submit a separate

Exhibit E for each option CLIN for a total of six (6) exhibit Es. These documents are required with your solicitation at the required due date.

10) Can have a copy of the pre-bid attendees list if possible?

Sign in sheet posted to FBO.

11) Page 12 under SECTION 00110 SUBMISSION REQUIREMENTS AND INSTRUCTIONS

Subfactor 2 – Construction Schedule and Commissioning Approach/timeline (schedule no page limit; narrative – no more than 5 pages). However on page 15 it states under 2.5.2.3. Subfactor 2:

Construction Schedule and commissioning approach/timeline is obtained for the purposes of evaluating an offerors understanding of the requirements of the schedule and commissioning.

The Schedule itself is not subject to page limits; however any provided narrative to the schedule submission is limited to 2 pages, excluding tabs and indexes.

Clarify that the Narrative for Subfactor 2 submission is limited to 5 pages not 2 pages.

If a narrative is provided with the construction schedule, it is limited to two (2) pages.

12) Page 15 under 2.5.2.6. Subfactor 4: LEED®. Additionally, indicate the key construction personnel and demonstrate they have experience and required qualifications in assigned roles with building to USGBC LEED® standards.

Clarify that the resumes needed in Subfactor 4 are anyone who is LEED AP in the company? Or

LEED experience for only the Project Manager, Site Superintendent(s), Quality Assurance

Manager (on site), and Site Safety Manager included in Subfactor 1?

The resumes required for Subfactor 4 only apply to those personnel fulfilling the positions indicated. You do not need to submit the resumes for all company personnel. If the resume is for a person identified in Subfactor 1, you do not need to resubmit the resume for Subfactor 4.

However, the resume should cover all required experience needed in Subfactor 1 or 4 as applicable.

13) Page 15 under 2.5.2.6. Subfactor 4: LEED®. (Resumes or experience cut sheets are limited to 2 pages each and are not part of the page count.)

Please clarify if the cut sheets are all LEED projects the company has completed?

Yes. The cut sheets should be LEED projects if using them for Subfactor 4.

14) Page 15 under 2.5.3. VOLUME 2, PART 2 OFFEROR PAST/PRESENT PERFORMANCE

INFORMATION 2.5.3.3. Past/Present Performance, which includes current on-going (present) performance that is complete to 70% or greater will be evaluated using the evaluation criteria set forth in Section 00120 of the solicitation. If the offeror represents the combining of two or more companies, joint venture or formal teaming agreement, for the purpose of this RFP, each company shall complete Exhibit As and obtain Exhibit C references. 2.5.3.4. Offerors shall discuss their performance using the Performance Relevancy Questionnaire format, Exhibit A, Part 1. Prepare not more than 3 of these documents.

If the company is in a formal teaming agreement; does the prime contractor submit 3 Exhibit A documents and the teaming partner submit 3 Exhibit A documents?

Yes. Each side of the formal team agreement may submit up to 3 exhibit As.

15) Page 15 under 2.5.3. VOLUME 2, PART 2 OFFEROR PAST/PRESENT PERFORMANCE

INFORMATION 2.5.3.10 Provide three (3) references, for each Predecessor Company, Subcontractor or Key Personnel. Clearly identify the contractor/individual for whom the reference information concerns.

If the company is in a formal teaming agreement; only the prime contractor submit 3 references and the teaming partner submit 3 references. The subcontractors do not have to submit 3 references?

The subcontractors do not have to submit references unless the prime contractor is using them as their primary source of past performance.

16) Page 15 under 2.5.3. VOLUME 2, PART 2 OFFEROR PAST/PRESENT PERFORMANCE

INFORMATION 2.5.3.2. Offerors shall use the Reference Package, Exhibit C, to obtain references from past and present clients.

On the Exhibit C1 it says that completed CCASS Evaluation for a DOD project or similar agency appraisal form may be substituted for this reference questionnaire. Please clarify that clients do not have to fill out Exhibit C1 since CCASS is provided

If the Offeror will provide information that can be found in CCASS/CPARS/PPIRS, they do not need to submit Exhibit C if they so choose.

17) Page 16 under 2.5.3.11. Past Performance References – REQUIRED: Inform references that completed Performance Questionnaire should be returned to the Contracting Officer via email at:

usaf.md.175-wg.list.msc@mail.mil to arrive not later than the closing date for receipt of proposals.

In order to prepare a competitive proposal that you have requested; we request that the deadline for submitting the proposal be extended by two weeks in order to provide the Past Performance references from clients that is required to submit the week of July 4th Holiday.

The due date will not be extended at this time.
