MEMORANDUM FOR RECORD

SUBJECT: Pre-Proposal Conference for Solicitation W912JB-19-B-5003, Project No. VGLZ 152068:
UPGRADE MULTIPLE HVAC.
1. Site visit held this date at the Contracting Division conference room commencing at: 10:00AM in conjunction with subject Request for Proposal. For list of attendees see sign in sheet.
2. Contract Specialist David Brown introduced himself, Tom Resh and Will Payne from the government’s team for the project. Steven Stocking was introduced as the Contracting Officer.
A. PROJECT DESCRIPTION:
The general scope of the mechanical work is to upgrade the existing HVAC systems in each of the listed buildings due to failure, age of equipment and malfunction. With many of the buildings retrofitted with DDC controls, the existing DDC equipment controller and space temperature sensors will be reused to control new equipment.
Any DDC controls or devices removed from service of the buildings shall be turned over to SANGB Mechanical HVAC personnel.
3. Bids are due NLT Tuesday 3 August 2019 at 2:00PM local time. Offerors are to hand carry bids to 127 MSC Lobby/Conference Room and deposit bids in a bid depository. Offerors are advised that this project is not currently funded and that offers must be good to 31 December 2019.
a. Project Magnitude is between $1,000,000.00 and $5,000,000.00
b. After the notice to proceed is issued the project has a performance time of 400 calendar days for project completion.
c. A Site Visit will be held immediately after this pre-proposal conference at the construction site.
d. When amendments are issued they will be posted to the FBO website.
e. Bid, Payment, and Performance Bonds will be required for this project based on
Independent Government Estimate.
f. Liquidated damages are not applicable to this project.
g. Warranty of Construction clause is incorporated and applies to this project.
h. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate. Currently DBA MI20190091 Mod 4 dated 9 August 2019.
i. Safety measures are always a part of Government contracts and the Army Corp of
Engineers manual is incorporated in the contract.
j. RFI procedures were reviewed as follows:
i. Email technical questions in RFI format to the Contracting for resolution.
ii. All RFI questions and answers will be emailed out as soon as possible.
k. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.
l. This requirement is currently not funded.
4. The project description was stated in the FBO announcement package repair transformers project announcement notice sent out with the Notice of Solicitation Form on 10 July 2019.
5. Any project specific questions were referred to the RFI submittal process. All prospective bidders were reminded of the need to resubmit base access request for attending the bid opening. It was instructed that only hard copy bids were to be received by either regular mail or drop off before the bid due day and time. No emailed/electronic bids will be accepted.
6. The site visit concluded at 12:45pm on Friday 16 August 2019.
