NOTICE OF CHANGES:
This Addendum No. Two is hereby made a part of the project requirements and contract documents for the referenced project. Be sure to acknowledge this addendum in your Bid/Proposal Form.
It is the obligation of the General Contractors receiving sub-bids to notify their subcontractors and suppliers of items relating to their bid prior to the bid opening.
GENERAL
1. Orchard Road and MATES Area Traffic Control
Utilities necessary for the ORTC project will primarily be extended from points of connection in or near the nearby MATES facility. Extensions of water and sanitary sewer lines will occur within existing drive or road areas in the MATES and Orchard Road.
Complete drive or road closures will not be allowed. Traffic restrictions will be allowed as long as at least one lane of traffic is kept open and traffic delays of at most five minutes occur for non-construction traffic occurring in the area. Depending upon traffic conditions, open trenches at any time in excess of 750 feet will not be allowed. Trenches must be backfilled and resurfaced to a condition to allow traffic use of the road surface while installation is advancing.
Adequate signage, appropriate for conditions, according to the latest edition of the Manual on Uniform Traffic Control Devices shall be provided and maintained by the Contractor.
Coordinate required pipeline testing events with the Contracting Officer for pipelines within existing traffic areas at least one week prior to beginning installation to be sure testing may be successfully performed for the pipelines. Coordinate work within MATES and Orchard Road with the Contracting Officer at least one week prior to beginning said work to allow proper notice of impending traffic disruption to users.
The Contractor shall conduct construction activities to assure safety in the area.
2. Bid Date Extension The bid date has been extended to 26 July at 2:00 PM/MST. The bid opening will occur at the date and time indicated at 3489 West Harvard Street, Building 564, Main Conference Room, Gowen Field, Boise Air Terminal - Boise, Idaho. All interested offerors and their major subcontractors are encouraged to attend the bid opening.
Bidders are cautioned that they will be required to sign-in and obtain a visitor’s pass to enter the facility and should allow time to accomplish this. See instructions in Solicitation W912J7-11-B-0002 for obtaining access to the base in the Site Visit instructions. Follow the same instructions for obtaining entry to hand carry bid. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.

Site at approximate Station 1+30: When installing the new 8-inch SS line, a 4-inch lateral from the MATES Classroom facility will be intersected. Connect the existing 4-inch lateral into the new 8-inch SS line per ISPWC requirements. Remove the existing 4-inch lateral between Station 1+30 and Manhole 4 (Station 0+47) while installing the new 8-inch SS line.
2. Sheet C-311 – Waste Water Disposal Site Plan and Sheet C-312 – Waste Water Discharge Pump Station Plan On Sheet C-311 – Waste Water Disposal Site Plan and Sheet C-312 – Waste Water Discharge Pump Station Plan: Please be aware two 4-foot square pull boxes and two 4-inch communication conduits with four 1-inch innerducts and associated pull strings exist adjacent to the existing wastewater storage lagoon. The boxes are approximately 100 feet apart. The conduits and boxes were installed parallel to and approximately 6 feet east of the 6-foot high fence that runs north and south on the west side of the pond. It is suggested the contractor visually inspect the site to see where the two boxes exist. These could be a potential conflict when the wastewater discharge pump station and drip field supply and return piping are installed. The contractor shall either coordinate his installation with the existing communication conduits and boxes, or relocate the conduit and boxes closer to the fence, or on the west side of the fence. Installing west of the fence would require coordination with the Government. There currently is not any cable installed in the conduits or innerduct.
