About this file

This file is a Pre-Bid Requests for Information document for Solicitation No. W912HQ26S0034, issued by the U.S. Army Corps of Engineers (USACE) for the Main Electrical Switchboard Install for UMSB (Kingman Building 2593/USACE HQ). The solicitation seeks contractor responses to 22 questions designed to clarify scope, requirements, and feasibility for replacing an existing switchgear room installation.

Key technical requirements include: independent third-party inspections for the 2000A switchgear installation; a temporary generator to provide power during switchgear replacement since utility power will not be available; temporary equipment staging at approved locations (outside loading dock or beside existing generator); and field verification of existing conditions including generator, automatic transfer switch (ATS), and motor control center (MCC) loads, as as-built drawings are from 1974 and outdated. The contractor must include allowance for potential asbestos-containing material abatement if detected in the existing switchgear. All work must be performed during normal hours except for planned power outages, subject to workplan pre-approval. Required maintenance contractors (Fire Alarm, BAS, Generator, ATS, Security) must be present during cutovers with standby support costs included in pricing.

Engineering services include 35% and 95% design submissions, Issued for Construction (IFC) drawings, one-line diagrams, protective device coordination study, arc flash study, load calculations, equipment layout, demolition and temporary power drawings, cutover sequence, and as-built documentation. The government review period is 15 business days. The Period of Performance includes engineering, procurement, manufacturing, delivery, installation, commissioning, and government review for a 180-day overall timeline. The government confirmed the proposal deadline can be extended to allow 2-3 weeks for switchgear manufacturer pricing. Dumpster space, laydown area, and restrooms will be provided; worker escorts are not required.
