To Interested Small Businesses:
This combined synopsis/solicitation is a Request for Quote (RFQ) for maintenance of elevators at the
Humphreys Engineer Center (HEC). The Contractor shall furnish all supervision, labor, material, and equipment necessary to repair and maintain elevators at HEC. Elevators are located in Buildings-
B2593 (2 passenger elevators), B2594 (1 passenger elevator), B2596 (1 passenger and 1 freight elevator)
B3241 (passenger elevator located on Davison Army Airfield Fort Belvoir).
Services provided under this contract shall include scheduled maintenance and repair (M&R) services, unscheduled repair calls, emergency calls, and inspections support. The Contractor must have the ability to self-perform all monthly maintenance requirements and must demonstrate they can meet or exceed the unscheduled repair calls time. Additionally, the Contractor must, at a minimum, have 5 years’ experience performing elevator maintenance services while having all licenses required for this line of work. Offerors will also be required to provide references for previous 3 years of their past performance (PP) history.
This solicitation is a total small business set-aside. The NAICS code is 238290, Other Building
Equipment Contractors, and the size standard is $22,000,000. The Government anticipates the award of a firm fixed-priced (FFP) purchase order utilizing the procedures at FAR 13.3 – Simplified
Acquisition. See Attachment 1- Performance Work Statement, for the requirements and associated period of performance.
Basis for award: The Government will award a purchase order resulting from this RFQ on the basis of the lowest price from the responsible offer whose services meet the requirements as listed in the attached Performance Work Statement. We will confirm whether an offeror has acceptable past performance.

Insurance: You are required to provide a Certificate of insurance for this project, in accordance with
FAR 52.228-Work on a Government Installation.
Wage Determination: Work must be performed with employees who are paid consistently with the prevailing wage rates for this area. Because this is specialty trades work, we are providing a construction Wage Determinaion.The applicable SCA Wage Determination is attached. Please contact
Mr. Klein if you have questions.
Safety: SSHO: You must have an OSHA-certified SSHO or competent person onsite during all working activities. This person can perform trade work, provided they are in the presence of the other workers and are able to see their work activities.
You are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Also, you are highly encouraged to download and review all attachments to this solicitation prior to submitting an offer.
Applicable DFARS clauses: We will use commercial SAP clauses in the anticipated contract.

Site Visit: You will need to visit the site for at least an hour before you submit a proposal. There will be one site visit conducted. Please contact the Contract Specialist, MSG David Williams at david.a.williams@usace.army.mil if you wish to be included in the site visit. However, the ability to attend the site visit is contingent on providing the required PP history references while also passing required background checks since offerors will be entering secured facilities during the site visit. The site visit will be held on 2 April at 11am EST. Offerors interested in attending the site visit will need to provide the following information by 26 March at 11am EST:
