SIAD Construction Projects Q&A *****PER FBO, ONLY QUESTIONS SUBMITTED BEFORE 5 PM EST ON AUGUST 7, 2017 DEADLINE WERE ANSWERED. THIS IS THE FINAL Q&A, NO FURTHER QUESTIONS WILL BE ACCEPTED*****
1. I'd like to inquire if the Government intends on issuing Instructions to Offerors regarding proposal submission requirements. Does the government just want the SF1442 and section 00 10 00, and if so, is this required to be submitted in hard copy or email?
RESPONSE: Clause 52.215-1, Instructions to Offerors-Competitive Acquisition is included in the solicitation and is incorporated by reference. The proposal must be submitted through FBO.
2. Will any plans and specifications be posted to FBO to correspond with these projects? We have the statements of work for each of the buildings, but need plans and specifications to correctly price the projects.
RESPONSE: Yes, drawings and photos will be posted to FBO.
3. What are the requirements to submit our proposal on these projects? Do you simply want the CLIN schedules returned and, if so, do you want that information submitted electronically or via hard copies? Are there any additional requirements needed, such as general qualifications and/or teaming information, or do you have sufficient information about our company/team from our Sources Sought responses submitted earlier this year?
RESPONSE: All CLINs must be priced out minus the CDRLS and CMR which are Not Separately Priced (NSP). The proposals must be submitted through the FBO website, it's the only acceptable way to submit, emails will not be accepted. No additional information is needed.
4. How are the buildings to be awarded? Will they have simultaneous periods of performance?
RESPONSE: There are three separate solicitations for each group on FBO and each will be awarded to one contractor. The period of performance is the 365 days for each group. Meaning work would have to be finished on the entire group (four per group) in 365 days.
5. Are we required to have separate Superintendent/SSHOs per contract?
RESPONSE: No, you are not required to have separate superintendent/SSHOs per contract.
6. Sections L & M are missing from the RFP sol docs- please advise? Here is an identical RFP we did for B-362 that included the following needed technical info to pick the best 8a contractor:
· Factor 1 - Technical Approach Narrative
· Factor 2 - Experience
· Factor 3 - Network Analysis Schedule
· Factor 4 - Past Performance RESPONSE: Sections L&M are not missing from the solicitation. This is based on price only, we are not evaluating any of the factors listed here.
7. Just wanted to follow-up on the FBO listing - I noticed that the site is not listing "Interested Vendors" for this opportunity (also for Group C and R-0017). Please let me know if that is being updated or will be provided.
RESPONSE: No, it will not be updated or provided.
8. Will any or all new roll up doors be motorized? Will they require power?
RESPONSE: No, they will not require power or be motorized.
9. The SOWs call out specific panels to be replaced. Should I assume any not listed are to remain? Or should I plan to replace all panels and subpanels?
RESPONSE: Yes, only panels called out in the SOW need to be replaced; existing panels are to remain.
10. Is there any chance you will be combining solicitations W912GY17R0016, W912GY17R0017 and W912GY17R0018 into one solicitation that we can respond to collectively?

RESPONSE: New ground rods and pipe grounding will be required.
18. The SOW calls out minimum candle power and dimming. Is there a maximum candle power? If so then dimming of fixtures may be required. This is called out in the SOW, but is much more expensive than just turning the fixture on and leaving it as is.
