PART 1 GENERAL

The project is located within Al Udeid Air Base (AUAB), Qatar for the U.S.

Air Force.

All work associated with mechanical, electrical, plumbing and fire protection must be performed by a State Of Qatar Licensed Grade A Contractor.

The scope of work consists of a single design-bid-build project site (Base Bid)) and multiple options (Option 001-006) within the same facility at AUAB as follows:

1.1 CONSOLIDATED SQUADRON OPERATION FACILITY CSOF (BASE BID)

The scope of work for this project consists of the construction of a single story squadron operations facility at Al Udeid Air Base. This administrative facility will house six rotational flying squadrons and has an operational need for adequate space in planning, briefing and supporting operational personnel. The complete technical description of the scope of work is depicted on the drawings and within the specifications included in this contract. The project will provide an information security facility, secure room, or otherwise known as an "open storage area" (requiring IDS, access control, construction standards, telecommunications, etc.) for classified material. Reference Appendix A of this section for photographs of the project site.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

1.4.1 Project Description

This facility makes use of a concrete foundation and concrete structural envelope/frame with concrete masonry unit exterior stucco. The project will include fire suppression systems, all utilities, pavements, communications, site improvements, and associated support facilities to provide a complete and usable facility.

Specific areas of consideration:

Civil works: The contractor must verify all relevant geotechnical design parameters before commencing work. Site work includes grading, drainage, asphalt and concrete paving, aggregate parking, and concrete drives, and walks. Utilities and required earthwork include storm water infrastructure, potable water, fire suppression water, foul sewer lines, power lines and communications lines.

Structure: The facility will generally be a rectangular shaped, one-story structure with a parapet.

The typical roof construction will consist of a low slope, one-way, cast-in-place reinforced concrete slab at a minimum slope of 40:1000.

Rigid insulation, roofing member, and precast concrete pavers are located over the cast-in-place roof slab. A cast-in-place, reinforced 200 mm thick parapet wall is located along the perimeter of the building. The building will be on a slab-on grade.

SECTION 01 11 00 Page 3

Architecture: Mechanical equipment will be set on pre-fabricated equipment curbs. Water storage tanks will be supported on a concrete structural frame. The water storage tank is required to be protected horizontally and covered by sunshades. All mechanical, electrical and plumbing equipment to be vertically screened.

Positive Slope to Drainage: The facility will slope the structural slab at minimum 4% to rain scuppers. Scuppers/overflow openings will be provided as required by storm water calculations provided in the Design Analysis. No rain conductors or splash blocks will be provided per the AUAB standards and minimal to no rainfall yearly amounts.

Access: External roof access via a fixed ladder will be provided at this facility.

Materials: The facility will be comprised of a three coat stucco system installed over a concrete masonry veneer. See elevations for further description.

Control Joints: Stucco joints as indicated on the drawings shall comply with ASTM C1063 and the general criteria as follows: i. Joint spacing should not be greater than five (5) meters. ii. No panel should exceed thirteen (13) square meters on vertical applications. iii. No panel should exceed nine (9) square meters over curved or angular sections. iv. No length-to-width ratio should exceed 2 ½ to 1 in any given panel section.

Thermal Requirements:

a. Roof: This facility will provide a minimum RSI 7 (U-0.025) with continuous insulation.

b. Wall, Above Grade: This facility will provide a minimum RSI 3.5 (U-0.05)

c. Fenestrations: Nonmetal Framing and Metal framing at curtainwall / storefront / entrance doors (U= 1.20)

d. Thermal Breaks: Provided as applicable, see drawing details.

e. Vestibules per ASHRAE 90.1. Vestibules are provided at all main entries due to the intense sand climate.

High humidity and moisture conditions are addressed in the exterior wall assembly and mechanical design. A continuous air barrier system is present in the exterior building envelope. The fluid applied air barrier is applied to the concrete masonry unit and concrete structure and transitions to the roof membrane system for this facility.

The toilet rooms may be subject to using large amounts of water for frequent cleaning requiring a hard surface floor, floor drains with the entire floor sloping to drain, saddle thresholds to contain the water in the space, and provide membrane waterproofing under the setting bed where indicated. Details will be indicated in the drawings.

Windows are fixed aluminum windows designed with low-E tinted glazing ATFP compliant.

Interior personnel doors will be primarily of wood with painted hollow metal frames. Doors at high traffic areas, industrial areas or utility

SECTION 01 11 00 Page 4 function rooms will be hollow metal construction where exposure to impact or moisture is likely. Exterior doors will be galvanized due to harsh climate conditions.

Cipher locks will be provided where indicated where heightened security is required; see telecom drawings for locations.

Exterior fixed ladder with locking panel / door guard and cage compliant to Base Security standards will be provided for roof access for maintenance of roof top equipment.

Wall Finishes: Exposed concrete columns (structure) and concrete masonry partitions will be protected with a veneer plaster finish. See interior finish schedule for additional information. Protection: CMU walls and partitions are commonly used in Qatar and will be traditionally finished with Portland cement plaster/stucco to conceal irregular blockwork. Corners subject to high traffic areas will receive a stainless-steel corner guards as indicated on the drawings.

Ceiling Finishes: See information provided in the Interior Design Analysis.

1. Access: Access panels for mechanical, plumbing, electrical, telecom will be provided at hard (gypsum board) ceilings as applicable and indicated on the drawings. Fire ratings will be provided as appropriate.

2. Heights: General spaces with finished ceilings shall have a ceiling height of 2750 millimeters minimum as recommended in the Middle East District Design Manual.

3. Noise: Per the FRD, ceiling materials shall possess qualities to minimize reflected noise, levels to be in accordance with UFC 3-450-01 (Noise and Vibration). See Interior Design Analysis for additional information.

Structural Interior Design:

The building shall be single-story with floors of concrete and generally finished with an epoxy concrete sealer. The interior walls and partitions will be finished with Portland cement/plaster/stucco to conceal irregular blockwork and painted with a high-performance wall paint. Rubber base will be utilized in all public and office spaces. A clear sealant will be used in lieu of wall base in back of house and utility spaces. The toilet rooms have porcelain tile flooring and full height porcelain tiled walls, with epoxy grout. Toilet Partitions are stainless steel. Counters in toilet rooms and break room are quartz for durability. Break room casework is constructed with plastic laminate upper and base cabinets. Utility facilities such as electrical and mechanical rooms will receive sealed concrete floors. GDPS/Secure Comm. room floor is raised access flooring with an ESD laminate finish, only this room will receive access flooring.

Interior personnel doors are wood with hollow metal doorframes. Interior and exterior signage shall be in English only. Interior corridors receive full height stainless steel corner guards on all outside corners. Exterior doors are painted hollow metal with hollow metal frames. Ceilings in the majority of the space are lay in acoustical drop ceiling panels. Ceiling panels are resistant to humidity, mold and mildew, and water repellent.

Restrooms, Janitors Closets, and various utility rooms have painted gypsum wall board ceilings. Utility rooms such as electrical/riser rooms are unfinished ceilings with no paint.

SECTION 01 11 00 Page 5
