Hiring / maintaining workforce Due to last-minute requirements initiated by the customer after contract award, the FOB MCS and Comms Tower were modified to have a phased completion date prior to the remainder of the contract. We requested and received authorization to add night shifts, plus weekend/holiday/overtime work. Using our local labor broker, we hired nearly 100 additional laborers and mechanics. The man-hours worked during this phase increased from a typical 2000/week to 26000/week, an increase of more than 300%. We completed the FOB MCS and Comms tower 2 weeks ahead of schedule, allowing the customer to meet their emergency needs. Our proven ability to ramp-up our labor force quickly means that we have the experience to perform similarly on this project, if necessary.

Long Lead Procurement Procurement of the Comms Tower described above was originally scheduled for 4-months after submittal approval. We suggested that representatives from the Corps and other approving agencies meet at the fabricator’s plant to expedite review/approval. All concerns were addressed at the meeting, allowing fabrication to start much sooner than in the typical submit/approve process. In addition, we convinced the fabricator to support Qatar national interests to expedite their fabrication and delivery. Our innovative procurement solutions gives us the experience to smoothly handle long lead items on this project.

Similar scope, $, complexity The hangar access and parking aprons are similar to the airfield paving requirements of Falcon 3. The total paving of this contract, approximately $20M, is similar in magnitude to Falcon 3. Our experience with work of similar scope, $, and complexity will enable us to perform similarly on this project.

Permits / Approvals in Qatar As described above in the Long Lead Procurement section, we obtained approval for the Comms Tower in an innovative method, allowing fabrication to start much sooner than in the typical submit/approve process. In addition, because this contract was in Qatar, we worked all the permits and approvals through QCDD (Fire Protection), QEC (Building and Utility Permits), and/or Kharama (Electrical). This experience will enable us to successfully perform this project.
