PROPOSAL

Technical Proposal, Volume 1: (one original and five copies and one pdf. file on a CD- ROM) consists of five factors with sub-factors listed in tabular form. Repeating or restating the specifications without sufficient elaboration will be determined to show a lack of understanding of the requirement.

Factor 1: Experience (TAB 1)

The Offeror shall provide project information for the stated minimum number of recent and relevant projects for each subfactor. The Offeror must submit a letter of commitment for any subcontractor where subcontractor experience is used to demonstrate experience under either subfactor. Upon award, subcontractors proposed to be used to complete the assembly, erection, and/or manufacturing portion of the contract shall not be substituted without the Contracting Officer’s written prior approval.* Recent and relevant projects that are those projects completed or substantially completed** in the past 5 years that are comparable in size, scope, and complexity with this project, as described in Specification Section C DESCRIPTION OF

WORK.

Name of a current representative for the project and contact information;

Contract awarded amount;

Project location;

Project start date;

Project completion date; and Transformer manufacturer.

Factor 1: Sub-factor 2 (TAB 1B) - Transformer Manufacturing Facility Experience

The Offeror shall submit all transformers manufactured, per proposed facility, in the last ten years from the date of this solicitation demonstrating transformer manufacturing experience comparable in size, scope, and complexity with the transformer manufacturing requirements for this project, as described in Specification Section C DESCRIPTION OF WORK. Project information for each project submitted shall contain in tabular format:

Transformer type manufactured (GSU, Auto, etc.);

Single or three-phase;

Rating (in MVA)- Submit information for transformers manufactured with a minimum rating of 15 MVA, single or three-phase;

Voltage class (kV)- Submit information for transformers manufacturing with a minimum rating of 69 kV.

Year manufactured/installed; and Fiber-optic temperature probes embedded in windings.

Factor 2: Past Performance (TAB 2)

The Offeror shall provide past performance information for between three to five recent and relevant projects. Recent and relevant projects are those projects completed or substantially completed* in the past five years which are comparable in size, scope, and complexity with this project as described in Specification Section C DESCRIPTION OF WORK.

If a completed CPARS evaluation is available, it shall be submitted with the proposal. If there is not a completed CPARS evaluation, the standard Past Performance Questionnaire (PPQ) for USACE shall be submitted, which is Form PPQ-0 (9/30/11) provided as Attachment A to the solicitation. PPQ-0 is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal under Factor 2, Past Performance, and for which a completed CPARS evaluation is not available. (Ensure correct phone numbers and email addresses are provided for the client point of contact.) Do not submit a PPQ when a completed CPARS is available.

Completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (Attachment A), which will provide contract and client information for the respective project(s). Offerors should follow- up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Christopher M.

Barnett, via email at Fannie.M.Robertson@usace.army.mil prior to proposal closing date.

Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs; however, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. The Offerors shall instruct the clients to refer the solicitation number in the subject line. The PPQs are Source Selection materials. All successfully submitted PPQs will receive an e-mail confirmation upon receipt. If the Offeror does not receive the confirmation, it is their responsibility to follow up to ensure the Government has received the information.

Also include performance recognition documents received within the last five years from the date of this solicitation such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. In addition to the above, the Government may review any other sources of information for evaluating past performance.

Subcontracting Plans shall reflect and be consistent with the commitments offered in the Small Business Participation Plan.

Large Businesses shall provide a completed Subcontracting Plan and most recent annual subcontracting report. A model subcontracting plan is included as Attachment C to this solicitation. For information on the evaluation of subcontracting plans, see Army Federal Acquisition Regulation Supplement, Appendix DD.

TAB 5: BID GUARANTEE

A bid guarantee equal to 20% of the total price or $______________, whichever is less, shall be submitted with the offer.

Proposals will be submitted by the Offerors to the Contracting Office on or before the due date and time, which is specified for Offerors on the solicitation’s Standard Form 33. After the due date and time has passed, all late offers will be untimely in accordance with FAR 52.215-1, Section L. The Contract Specialist will compile a list of all proposers for documentation purposes.

The Contract Specialist will separate Volume 2 (containing price information) from Volume 1 (which will contain submission information for all non-cost factors). In addition, the Contract Specialist will remove and retain the original copies of Volumes I and II, for eventual inclusion in the official contract file. The Contract Specialist will inspect each proposal for general conformity to the submission requirements set forth in Section L.

Prior to the start of the evaluation of Volumes 1 and 2 by the SSEB, the Contract Specialist (or SSEB Chairperson) shall secure a selection room for the SSEB, and the Contract Specialist shall prepare the room for the SSEB by providing the list of proposers, copies of Volume 1 (containing the technical portions of the proposal), and sufficient copies of the Individual Proposal Evaluation Worksheets for the documentation of technical evaluation ratings by the

SSEB.

At the start of the SSEB evaluation, the SSEB Chairperson and all SSEB Voting Members shall meet with the SSA, PCO, Contract Specialist and Office of Counsel Representative. The entire SSEB shall be briefed and knowledgeable on pertinent provisions of Subsection 27(a) of the Office of Federal Procurement Policy Act, 41 U.S.C., Section 423, and FAR 3.104 regarding unauthorized disclosure of contractor bid and proposal information, as well as source selection information. In addition, the SSEB shall be briefed on potential Conflict of Interest scenarios, and all actual or potential conflict of interest issues shall be resolved. Prior to granting access to any source selection information, all SSEB members will be required to execute a Source Selection Participation Agreement (Attachment #2).

The SSEB, SSA, PCO, Contract Specialist, and Office of Counsel Representative will then review and discuss the evaluation factors stated in Section M of the solicitation, the provisions of the SSP, the source selection process, and the requirements (e.g. general, documentation) of the SSEB. The information shall be discussed in detail to ensure the SSEB members understand the factors/subfactors and the standards for the evaluation of proposals so that there is a uniform approach in the evaluation effort. Upon completion of this discussion, any questions or concerns from the SSEB shall be discussed and resolved, and the SSEB shall commence the evaluation of the technical non-cost factors.

Only Volume 1 (technical/non-cost evaluation factors) will be provided to the SSEB for evaluation. Technical proposals will be evaluated and evaluation ratings will be applied per the system described in paragraph 10, above. All voting members will evaluate Volume Information for each of the Offerors, completing one Individual Proposal Evaluation Worksheet for each factor and subfactor. See worksheets in Attachment #3.

The voting members will evaluate the technical capabilities of the individual proposers using the evaluation factors and subfactors set forth in the RFP. The SSEB members shall ensure the evaluation process follows the evaluation criteria and that ratings are being consistently applied to all proposals. The evaluation shall identify the strengths, weaknesses, significant weaknesses, and deficiencies associated with each offer to make it easier to distinguish significant differences between offers. If the proposal does not address a factor/subfactor specifically set forth in the RFP, the factor/subfactor shall be initially evaluated as “Red-Unacceptable”; however, the SSEB will continue to evaluate the remaining portion of the Technical Proposal. Board members shall note that FAR 15.305 requires that an agency evaluate competitive proposals solely on the factors/subfactors specified in the solicitation. If it is determined that clarifications with proposers are required, those items requiring clarification shall be brought to the attention of the SSA, who may deem it appropriate to request clarifications from the proposer.

SSEB members shall not evaluate information or data incorporated by reference. In general, SSEB members shall base their evaluations on the content of the proposal, as well as official exchanges with Offerors (if any).

Voting Members of the SSEB shall assign a rating to each of the technical factors/subfactors using the Individual Proposal Evaluation Worksheets (included in Attachment #3). The ratings will be assigned based on the member’s professional judgment using the evaluation criteria as stated in the RFP. In addition, each Voting Member will document a proposal’s strengths, weaknesses, significant weaknesses, and deficiencies, as well as any uncertainties or other questions/comments/notes/items requiring clarification (if any), on the Individual Proposal Evaluation Worksheets. On the worksheet, a documented analysis of each proposal shall be prepared for the permanent contract record. The basis of the assigned rating shall be documented in sufficient detail for the SSA to be able to understand the extent to which an Offeror met, did not meet, or exceeded requirements of the RFP. For example, stating that three of ten projects submitted met the requirements is insufficient. The evaluation must document which projects and the aspects of the projects that were considered to have met or exceed the requirements.

This information is used to debrief proposers and is necessary to respond to inquiries from proposers as to why they were not selected. If any factor in the technical proposal is rated as “Red-Unacceptable”, a detailed justification must be included in the applicable worksheet.

Once all SSEB voting members complete their review of all proposals and the Individual Proposal Evaluation Worksheets are completed, the SSEB will discuss as a group each rating applied for all non-cost factors, as well as documented strengths, weakness, significant weaknesses, and deficiencies, for all proposals, and develop consensus ratings. The SSEB Chairperson and Contract Specialist or PCO, shall mediate this discussion and document the consensus rating for each factor and sub factor, for each proposal. The Consensus Proposal Evaluation Worksheets shown at Attachment #3 shall be utilized for this purpose and will be provided to the SSEB Chairperson by the Contract Specialist. Each Consensus Proposal Evaluation Worksheet shall contain the consensus rating, as well as all documented strengths, weaknesses, significant weaknesses, deficiencies, and justifications of any ratings, as applicable, in sufficient detail for the SSA to determine the best value.

Once the Consensus Proposal Evaluation Worksheets are completed and signed by the entire SSEB identified in Attachment #1, the SSEB Chairperson will prepare the SSEB report. Once the report is complete the SSEB Chairperson and all SSEB Voting Members shall meet with the SSA, PCO, Contract Specialist, and Office of Counsel Representative to present their consensus ratings for each proposer. Any matters of concern and perceived anomalies shall be discussed, and the SSEB shall respond to any questions from any of the SST members. Items potentially requiring exchanges with Offerors shall be identified and discussed amongst the SST, as necessary. The price evaluation board will conduct all price evaluation separately from the technical evaluation board. The decision if Cost/price will be examined together along with the consensus ratings of the non-cost factors, and the need for a competitive range will be determined SSA.

6492368 General pg.92 of rfp Buy American

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Currently the subject solicitation only includes DFAR 252.225-7001, Buy American and Balance of Payments Program. DFAR prescription 225.1101(6) requires the use of DFAR 252.225-7021, Trade Agreements, "in solicitations and contracts, including solicitations and contracts using FAR part 12 procedures for the acquisition of commercial items, if the World Trade Organization Government Procurement Agreement applies, i.e., the acquisition is of end products listed at 225.401-70, the value of the acquisition equals or exceeds $191,000, and none of the exceptions at 25.401(a) applies." This current acquisition appears to meet this prescription therefore requesting the Government's consideration to adding DFAR 252.225-7021.

Furthermore, per DFAR prescription 225.1101(2)(i)(e), DFAR 252.225-7001 should be included unless, one or more of the basic or alternates of 252.225-7021 will apply to all line items in the contract. Accordingly, consideration is requested of the Government to removing DFAR 252.225-7001 from this solicitation as we believe it is not applicable.

On: Apr 25 2016.

Amendment will be completed to reflect the deleting of DFAR 252.225-7001, and adding 252.225-7021.

Please refer to following clarification and advise at the earliest.

1. For optional pricing on on-site long-term temporary storage, is this required by bidders to quote and submit with no exception? Would any bids without optional pricing be considered as non-responsive and disqualified?

Temporary storage pricing is required.

2. What is your estimated on-site temporary storage period?

No on-site temporary storage is anticipated at this time. Should it become necessary to store the transformers the time requirements will be discussed with the supplier prior to delivery?

3. Can you provide details about "provision of temporary grounding" to be quoted as a part of optional pricing? What kind of work do you require for this scope?

Specifications in Section 48 20 01 and drawing E‐801 include the requirements for grounding during long‐term storage, if this optional bid item is exercised by the Government.

4. Preference on delivery lead time, if any

None

5. Qualification of small business (Based on what information do you review and qualify contractors as small business?)

Small Business Administration (SBA) determines what company is a small business

6. Do you require all bidders to submit the SBPP with no exception as specified under Evaluation Factor 5?

Yes, the SBPP should be submitted with no exception.

Factor 1: Sub-factor 2 - Transformer Manufacturing Facility Experience. It is unclear what information Govt is looking for on this factor. Please clarify. Does Govt really want a list of "all transformers manufactured in the proposed facility of comparable size, scope and complexity"?

That could be 100s or 1000s of transformers. Is Govt looking for a list of transformers in table format with columns labeled per the bullets? Last sentence says, "project information for each project". . .is Govt looking for a list of projects? How many projects? What information is needed on the projects - what is identified in the bullets or does Govt require such things as Project Name, Project Location, etc?

As indicated in the requirements, the list of transformers manufactured are for the proposed manufacturing facility in the last 10 years which meet the size requirements indicated. It is HIGHLY unlikely that the facility has manufactured thousands which meets these criterion. The list of experience may be provided in tabular format for the bulleted items noted. It is understood that there may be a lot to list, but the more listed which indicates the required experience, the more favorable the evaluation. Regarding the project information, the name of the project will suffice.
