About this file
This amendment modifies a solicitation for beach erosion control services along the New Jersey coastline between Sandy Hook and Barnegat Inlet. The U.S. Army Corps of Engineers seeks to award a firm fixed-price construction contract to place approximately 1-2.3 million cubic yards of beachfill along 9 miles of coastline from Asbury Park to Manasquan Inlet between July 2021 and March 2023. The contractor must complete all base work by March 1, 2022 and have the option to perform additional fill work, construct scour holes or install marker piles valued between $25-100 million by specified dates if exercised within 120 days of the notice to proceed. The amendment revises bidding instructions, answers questions, and clarifies specifications for the beach nourishment and restoration work.

2. The bidders are required to bid on all items or their bid will be rejected.
3. The low bidder for the purpose of award will be the conforming responsible bidder offering the lowest amount for the Total Base Bid and Optional Bid items.
4. Line item 0003 is pre-priced at $100,000 and this price shown may not be changed. See Section 01 78 00 for Final Record Drawing definition and requirement.
5. The Bid Acceptance Period is as stated on Standard Form 1442.
6. Tapering are included in the items and exact locations are on the plan sheets.
7. All base work must be completed by March 1, 2022 due to environmental restrictions. No work will occur between March 1, 2022, and October 15, 2022. No work will be allowed after March 1, 2023.
8. The government may exercise options within 120 days of NTP. Option work for Bid Item Numbers 0010-0012 (options 6, 7 & 8), if exercised, must be completed by March 1, 2022. Option work for Item Numbers 0005-0008 (options 1, 2, 3 & 4), if exercised, must be completed by March 1, 2023 at the latest.
The USACE will coordinate with the contractor to maximize the placement area next to adjacent base or option sections.
9. Optional line items may be independently awarded in accordance with the above timeline. Bid item number 0009 (option 5) may be exercised if option work (bid item numbers 0005-0008) exceeds the March 1, 2022 restriction.
10. The Government is under no obligation to exercise/award any option.

Questions and Answers:
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.
This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents.
Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the sam.gov.
RFI SET #1:
Question 1. Section 01 57 19, 3.1.4.2 Seabeach Amaranth, states During each construction cycle, the Contractor will provide a qualitied biologist or botanist to survey the work sites for the Federally threatened plan species, seabeach amaranth on a weekly basis form 15 June to 15 July (in the event work takes place at this time) and from 15 September to 15 October to determine the presence of any plants. Please confirm that the contractor may also work during 15 September to 15 October as long as a biologist or botanist surveys the work area on a weekly basis.
Response: Contractor may not work during 15 Sept – 15 Oct, refer to new Note 8 on bidding schedule, “All base work must be completed by March 1, 2022 due to environmental restrictions. No work will occur between March 1, 2022, and October 15, 2022. No work will be allowed after March 1, 2023. “ Question 2. Does the Corps understand the Challenges and costs associated with placing the marker piles successfully? The water beyond the template gets deep quickly and erosion is fast in this area. To install using crane and conventional equipment in the current design location requires the need to install cofferdams. IF costs for them are to be included in pricing could the corps allow;
a. Would the Corps entertain the installation of two marker piles at each locations installed inshore of the designed location installed on either side of the outfall, so they can be reached from the newly installed berm to eliminate the need for cofferdams?
b. Does the corps want us to include the cost of cofferdams in the price to install the marker piles?
c. The sand erodes too quickly from the template in this area. Will the corps pay for design and installation of cofferdams or Causeways as needed to install the markers?
Response:
a. Contractor to install the marker pile so they can be reached from newly constructed berm (as far seaward as possible during low water) to eliminate the need for cofferdams.
b. Do not include cost of cofferdams in the price to install the marker piles.
c. No.
Question 3. The contact language regarding award of Options, as it is currently written, does not provide clear schedule requirements. It is currently unknown whether contractors will be required to dredge 1 million cubic yards (base) or 2 million cubic yards (base + options) by March 1, 2022. This is a significant quantity to leave without a clear required completion date, and poses the risk of deterring bidders due to the undefined schedule within a work window where Industry resources are already stretched to accomplish critical projects elsewhere in the country. Please reference the Corps / Industry Hopper Dredge Status Report below when developing this project to ensure it’s constructible within the required schedule. This status report is broadcast weekly by Corps HQ and supports our above award/performance schedule request.
In order for contractors to provide competitive pricing, schedule requirements must be clear. Under previous phases of this work (ref: Sea Bright to Manasquan,W912DS19C0025), this identical language was appropriately amended by USACE to provide a second season should options be awarded, regardless of the timeframe they were awarded. We strongly encourage the Government to revise the schedule requirements to Base completion by March 1, 2022 and Base + Options completion by March 1, 2023.
Response: Notes were revised to the following –
Note 8 – All base work must be completed by March 1, 2022 due to environmental restrictions. No work will occur between March 1, 2022, and October 15, 2022. No work will be allowed after March 1, 2023.
Note 9 - The government may exercise options within 120 days of NTP.
Note 10 - Optional line items may be independently awarded in accordance with the above timeline. Bid item number 0009 (option 5) may be exercised if option work (bid item numbers 0005-0008) exceeds the March 1, 2022 restriction.
Note 11 - The Government is under no obligation to exercise/award any option.
