Questions and Answers:

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.

This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents.

Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the sam.gov.

RFI SET #1:

Question 1. Please provide the most recent hydrographic survey data for the borrow areas available for use on this project, preferably in XYZ format.

Response: Provided most recent hydrographic survey data xyz.

Question 2. Bid Item 0011 is labeled as Option 7 and Bid Item 012 is labeled as Option 7. Should these be labeled Option 7 and Option 8?

Response: Correct; bid item 0011 is option 7 and bid item 0012 is option 8.

Question 3. Should the contractor include the cost for a 24 hour UXO Personnel on board the hopper dredge for the duration of the project?

Response: No, contractor should not include the cost for a 24-hour UXO Personnel on board the hopper dredge for the duration of the project. The government will determine, based on the type, frequency, and quantity of any MEC identified as being dredged from the borrow area, if a UXO technician or technicians are required, refer to specification section 01 35 30 par 1.6 c. If required, these additional labor resources will be negotiated and added to the contract by a contract modification, in accordance with the “changes” clause of the contract. This response does not in any way revise the requirements for land based UXO technicians, refer to specifications section 01 35 30 par 1.6 a & b.

Question 4. Will the dredge be allowed to continue to work while a UXO tech is mobilized to site? If not, due to the extended time needed to bring a UXO tech to site, please provide a line item to include standby time that may be occurred while waiting for a UXO tech to be found and mobilized to site..

Response: No, the contractor will not be allowed to continue dredging and/or beachfill work if the requirements of specification section 01 35 30 par 3.4 & 3.5 are met. An additional line item for stand-by time will not be added since this is a key indication that the dredge screens have failed and require immediate repair.

Question 5. Referencing Section 01 11 35, Air Emissions Requirements, Notify the Air Program Manager, through the Contracting Officer, at least 6 months prior to bringing equipment onto the construction site so that air permits can be secured. Given the accelerated schedule for this project, please confirm that the permits have already been secured or that the minimum 6 month notification requirement will be waived.

Response: Specifications Section 01 57 19 par 3.3.1 Preconstruction Air Permits was revised to the following –

3.3.1 Preconstruction Air Permits

Notify the Air Program Manager, through the Contracting Officer, at least 15 days prior to bringing equipment, assembled or unassembled, onto the construction site, so that air permits can be secured, if required. Necessary permitting time must be considered in regard to construction activities. Clean Air Act (CAA) permits must be obtained prior to bringing equipment, assembled or unassembled, to the construction site.

Please clarify the number of days the options can be exercised, 150 days or 120 days?
