About this file

This document provides details for a federal construction contract solicitation by the U.S. Army Corps of Engineers New York District. The solicitation seeks a firm fixed-price construction contract to perform beach erosion control work along 9 miles of coastline in New Jersey between Asbury Park and Manasquan Inlet. The project involves placing approximately 1 to 2.3 million cubic yards of beachfill to a berm elevation of +9.3 feet NAVD88, including advanced nourishment and feeder beaches. Optional items include two marker piles and scour hole reconstruction. The estimated construction value ranges from $25 to $100 million over an anticipated 450-day performance period. Questions must be submitted in writing by the specified deadline to the identified point of contact. All interested parties can access the full solicitation on the System for Award Management website.

COMPOSITE GRAIN SIZE DISTRIBUTION CURVES FOR SAND SEDIMENTS AND

GRAIN SIZE SCALES FOR SEDIMENT

The grade scale most commonly used for sediments is the Wentworth (1922) scale which is a logarithmic scale in that each grade limit is twice as large as the next smaller grade limit. The scale starting at 1mm and changing by a fixed ratio of 2 was introduced by J.A. Udden (1898), who also named the sand grades we use today.

However, Udden drew the gravel/sand border at 1 mm and used different terms in the gravel and mud division. For more detailed work, sieves have bee constructed at intervals 2 ^(1/2) and 2^(1/14). The Φ (phi) scale, devised by Krumbein, is a much more convenient way of presenting data than if the values are expressed in millimeters, and is used almost entirely in recent work.

The Contractor must furnish within 30 days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This Contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.

1.2.1 Submission of Invoices

If DFARS Clause 252.232-7006 Wide Area WorkFlow Payment Instructions is included in the Contract, provide the documents listed in above paragraph CONTENT OF INVOICE in their entirety as attachments in Wide Area Work Flow (WAWF) for each invoice submitted. All costs connected with the mobilization and demobilization of all of the Contractor's dredging plant and equipment will be paid for at the contract lump sum price for this item. 60 percent of the lump sum price will be paid to the Contractor upon completion of his mobilization to the work site. The remaining forty percent 40 percent will be included in the final payment for work under this contract.

In the event the Contracting Officer and/or his Representative considers that the amount in this item 60 percent, which represents mobilization, does not bear a reasonable relation to the cost of the work in this contract, the Contracting Officer and/or his Representative may require the Contractor to justify this portion of the bid. Failure to justify such price to the satisfaction of the Contracting Officer and/or his Representative will result in payment of actual mobilization costs as determined by the Contracting Officer and/or his Representative, at the completion of mobilization and payment of the remainder of this item in the final payment under this contract. The determination of the Contracting Officer and/or his Representative is not subject to appeal.
