OFFERER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors for information only and do not revise the solicitation, plans, or specifications.)

1. Regarding Option 1, specifically in terms of maintaining operation of the building while this is performed.

In order to safely perform this work would require setting up a scaffold work platform, which would prevent crane operation. Moreover, erection of this scaffolding, in and of itself would take an entire work shift. With that being said, not even the span of a weekend would allow for setup, platform demolition, replacement with metal platform, and dismantling of scaffolding. Does the facility have scheduled downtimes wherein major services like this can be performed? This is easily a weeks’ worth of work, start to finish, and we want to make sure we are in alignment with the needs of the facility.

Response: See the first paragraph under GENERAL PHASING AND COORDINATION NOTES on Sheet AG002. Work can be done on the 2nd and 3rd shifts or on weekends. The Government acknowledges

W912DS19B0010

that there will be crane interference and this is covered in the above note. Coordination between the contractor and the building occupant will be necessary throughout.

2. Electrical / Tel-Data After review of drawings and details as well as a close visual inspection at the site visit, we have concerns regarding the relocation of existing cables from the existing wooden tray to the newly installed solid bottom tray. These cables appear to have very little if any slack and are also quite old. What provisions for possible shutdowns have been made? Also, due to the age and visible deterioration there is a possibility of these cables being unfit to be re-energized. Please advise.

Response: Shutdowns are possible. Coordination with the user is required and shutdowns will need to be made on weekends. The contractor is responsible for any damage to the electrical or communications cabling and must restore the cabling operable conditions.

3. Is the 365 day requirement based on the needs of the facility? If not, I would ask that this requirement be increased to a minimum of 630 days; if not a full 730 days (2 years).

Response: The specifications have been revised with this amendment to change the contract duration from 365 days to 540 days.

4. It appears that this job has been specified for a Garaventa Genesis lift. Unfortunately we do not have access to this manufacturer as they only work with exclusive distributors of which there may not be locally.

The unit I would like to propose would be the Savaria V1504 vertical platform lift Manufactured in Canada, which we believe to be a superior alternative.

Response: The Garaventa Genesis lift is not sole sourced. The Government will accept equivalent lifts.

SECTION 00 10 00 - SOLICITATION

The contractor period of performance end date has increased by 175 days from 365 days to 540 days.

SECTION 00 72 00 - GENERAL CONDITIONS

The following have been modified:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 5 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 540 days after NTP. The time stated for completion shall include final cleanup of the premises.
