W912DS-19-B-0010

Amendment No. 0004

1. Please confirm the glass makeup listed on the architectural drawing #A-651 is the required glass for the aluminum storefront frames.

Response: Glass type1 as indicated on A-651 is correct, Specification 08 81 00 will be revised in AM 0005

2. Do the existing lockers have concrete bases that will require removal?

Response: We do not believe there are Concrete Bases

3. Have the new toilets been verified to work with existing drain piping and mounts?

Response: Yes toilets are floor mount with proper sized pipe connections.

4. Have the new urinals verified to work with existing drain piping and carriers?

Response: Yes urinals are wall mount and will be compatible with existing carriers.

5. D1/AD101 contains errant D03 note for wall demo (should be D09) – top corner. Please revise for clarity to bidders.

Response: Wall running east /west is label D03 and will be revised to D09 per AM 0005

6. D1/AD101 does not call for flooring removal (D11) in small room in SE corner. Is this intentional?

Response: Flooring in space is to be removed and will be labeled D11. Will be revised in

AM 0005

7. A1/AD101 does not call for flooring to be removed in Locker Room. What is existing floor and will it be an acceptable substrate for RF/EF called out in Finish Schedule?

Response: Locker room floor and restroom floor 100 shall have existing floor tile removed in entirety. Plan A5/AD101 rooms 115, 115a, 118 & 118a are also to have existing floor tile removed in entirety. Will be revised in AM 0005

8. Specification Section 01 35 26 does not specify whether, or not, the SSHO must be without other responsibilities. Please advise, as this has a direct implication on cost.

Response: Per specification section 01 35 26 paragraph 1.6.1.2, "The Contractor Quality Control Manager cannot be the SSHO." If the SSHO has other duties outside of paragraph 1.6.1.1 and 1.6.2.1, then "SSHO are subject to dismissal if the above duties are not being effectively carried out."

9. Detail B4/A511 indicates a bond beam directly beneath the underside of deck. This is not Industry standard and will not allow for typical MEP penetrations just below deck level (and thus above finish ceiling elevation. Additionally, it is very difficult to visually verify QAQC under these conditions. Would it be acceptable to place the bond beam one or 2 courses lower and then complete elevation with a solid CMU?

Response: Locations of M1CA & M1CB wall types are limited to door infill. Will revise door infill system with gypsum wall types due to unknown older construction at doors for proper masonry toothing required. Will revise wall types and specifications as required in AM 0005. Please see revised specifications.

Plans have been verified to be true to the full size drawing scale. Provide an example of the issue for better understanding of the concern.

14. In amendment 2, new drawings are issued with the new scale. But its still printing on 11x17 pages. Can you please check the scale once again and issue the perfect scale drawings ?

Response: Please see the revised drawings

15. Spec 051200 – Can the AISC fabricator and erector requirement be waived? There are very few in this geographic area and this project doesn’t have the size requirement that they tend to look at.

Response: Requirement to be removed in AM 0005.

10. Specification Section 09 06 00 calls for ACT-1 to be Armstrong Fine Fissured #1749. However, per our conversations with Armstrong, this product is no longer available (discontinued in 2011). This product was a vinyl polypropylene, sprayed, washable tile (2ft X 4ft X 5/8). The closest currently available tile is fine fissured # 1729, however it is not washable. Please advise.

Response: ACT 1 Basis of design will be revised in AM 0005 to Armstrong Fine Fissured #1732

11. Specification Section 09 06 00 calls for ACT 2 to be Armstrong Fine Fissured #932. However, per our conversations with Armstrong, this is a residential-grade tile; and, as such, appears to not be a correct designation. The commercial equivalent is Fine Fissured #1732. Please advise.

Response: ACT 2 Basis of design will be revised in AM 005 to Armstrong CERAMAGUARD Fine Fissured #607. Room Schedule will be revised for restroom and locker ceiling in AM 0005.

12. Section 00 21 13 of the solicitation asks for a CD of the proposal in addition to the hard copies. Typically, essential vendor and subcontracting pricing for a GC’s proposal comes in last minute and would be prohibitive to make a CD in time for the proposal deadline with our pricing on it. Please confirm a CD is desired.

Response: CD’s are not longer required

13. Will a bid date extension be possible in light of a pre-bid visit announced for 7/11/19 and plans large enough to perform take-off on made available by the amendment dated 7/9/19?

Response: Bid opening is scheduled for 31-Jul-2019

16. Drawing A-201 a note on the drawing for the east elevation says to replace 12 courses of brick on the exterior wythe of brick. This elevation only. Pictures of the elevation point out individual brick areas, repairs, and repointing at various areas. They are conflicting each other. Please advise.

Response: Per specification 04 03 00 photos label East and West are incorrect and will be revised in AM 0005. Notes to East elevations will be revised. The East elevation of the building has extensive amount of face brick damage and shall be Bid to replaced as indicated per drawing A-201. Final decision if existing brick can remain during construction shall be by Historic Masonry Consultant evaluation and approved by contracting officer.

17. General Floor Plan Demolition Notes: 3-Clean all interior brick of old paint where peeling or other signs show needing repair prior to covering with work. Repair per specification 04 03 00. Then paint. There are no quantities or pictures that we have found for this. Please provide an exact SF of surface for bidding purposes to ensure all bidders are looking at the same quantities and not putting in excessive amount of contingency on this item as this note is very vague.

Response: Specification 04 03 00 attachment Interior Brick Restoration / Repair", Doors 124, 125, 140 & 141 will require paint removal, brick repair and repainting at base as indicted. Note will be revised and limit will be added to AD101 & AD102 plans for walls requiring cleaned and repainted prior to new work covering.

18. The scales for the drawings provided are wrong. Could you please provide the drawings with the correct scale.

Response: scale has been checked. Please provide sheets and details/plans/section that there is an issue with.

19. Drawing AD-021 shows that Monitor Roof is 43’ wide where as the detail A1 in sheet A-312 shows its 20’ wide. Please clarify the exact width.

Response: E1/A-312 is upper monitor roof (43') 40' to gridlines centers for odd number roofs from R3 to R15.

A1/A-312 Is Lower Monitor well roof (17') 20' to gridline centers for even number roof from R2 thru R16.

Section cover typical conditions on roof as shown on Sheet A-021. R1 & R17 differ in size. Will revise roof numbering on A-021 and Bar Scale for Detail E1/A-312 to match drawing scale in AM 0005

20. Sheet AD-021 states the existing wood tongue and grove decking is to be inspected & repaired in kind were deficient. How should we assume what area of the deck will be deficient. Are we to assume a percentage, is so what percentage must be assumed. Kindly Clarify.

Response: CLIN Option will be added as a unit cost item incase this is discovered during construction.

21. Drawings indicate new ceilings throughout NE and SE corner areas, but the demo only shows limited removal of the ceilings in this area. Please clarify.

Response: NE - First floor existing ceilings shall be removed in rooms 110A, 115, 115A, 118,& 118A.

NE - Second floor entire ceiling for floor shall be removed.

SE - First Floor all ceiling except for Janitor closet shall be removed.

22. Please include the allowances of the number of units of brick needed.

Response: Means and methods for contractor to estimate quantity of brick required for project

23. Looking further into the logistics planning for this project, I wanted to ask if the existing low roof areas (R19 and R20) will support scaffold stair systems. Do you know if a loading analysis has been performed on the existing roof structure? The stair systems will be quintessential in providing safe access to our employees and tradesmen (as opposed to 30’ extension ladders) and will provide a means of material transportation for the same.

Response: Means and methods for contractor to review existing low roof for imposed scaffold stair systems. There are opportunities to place scaffold stair systems from grade up to high roof sections as an alternative.

24. Per drawing P-105 note 2 & 3 alternates, what is the extent of the piping to the roof drains? Are we to disconnect the old drains, furnish and install the new drains? Or are adding new pipe as well within the new drains?

Response: Provide and install new roof drains and below roof line some additional horizontal storm piping will be installed to connect to the new roof drain's new centralized location on the roof.

25. The bid schedule, bid item 0004 states - Replacement of wood stair case and includes all work required to remove the existing wood stairs and install the new metal stairs, does this include the staircase on the Southwest corner and the interior staircase on the Southeast corner? Kindly Clarify.

Response: This Option is associates with the staircase shown on A-401 and other related sheets and details.

26. It is clear that the superintendent cannot fill the role of QC Manager; however, can the superintendent fil the role of site safety offices?

Response: Per specification section 01 30 00 paragraph 1.7.4, "The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the Contract and for failure to manage the Project to insure timely completion." It is at the risk of the contractor to assign added responsibilities to the SUP.

27. Can the bid proposal be emailed?

Response: No

29. can the lightning protection wire aluminum?

Response: Conductors selected to be installed shall comply with NFPA 780, UL-96, and UFC 3-575-01, and shall comply with existing lightning protection system.

30. Did the original installation have a UL master label Certification. To get a master label all low roofs will need lightning protection. . Is the intent of this job to upgrade the existing system to get a UL master label?

Response: The completed lightning protection system, after roof modification, shall be certified with UL Master label. Any additional modifications to the lightning protection system, other than reconnection of existing, are unknown.

31. Per Specification section 23 00 00, 2.7 Duct Systems, 2.7.1 Metal Ductwork, it says to “Construct ductwork meeting the requirements for the duct system static pressure specified in APPENDIX D of Section 23 05 93 TESTING, ADJUSTING AND BALANCING FOR HVAC.” There is no APPENDIX D in that section, please provide APPENDIX D or confirm that General Note #10 on M-001 is what we are supposed to follow for duct construction.

Response: Duct construction shall comply with requirements shown on Duct Construction and Leakage Testing Table shown on sheet M-501

32. Confirm the glass makeup listed on the architectural drawing #A-651 is the required glass for the aluminum storefront frames.

Response: Same as #1 Glass type1 as indicated on A-651 is correct, Specification 08 81 00 will be revised in

AM 0005

33. Warranties - Typical glass warranty for insulated glass is 10 years from date of manufacture. Is this acceptable?

Response: Per 08 81 00 paragraph 1.5.1 states 10 year warranty.

34. Warranties – Typical materials warranties – 2 years on materials; 5 year finish for anodized finishes and 10 year for painted finishes mfg. standard. Is this acceptable?

Response: Warranty requirements are listed within the specifications for each item.

35. The plans call out to replace the roof drains on building 135. The roof in one area is approximately 100' or more taller. There is equipment in this area that i am told can not be moved. To access this area would require a boom lift that will not fit with this equipment where it currently is.

Response: Per the original scope of work, roof drains are to be replaced. Access to roof drains for execution on work falls on the contractor. Roof drains on the "high" roof and "high high" roof are bid options. Further discussion with COE, building owner may be required to find solution. Means and Methods

36. Piping in the bathrooms currently is not to code. Plans show to replace fixtures only and to reuse this piping. This piping will not pass a plumbing inspection.

Response: Existing piping connecting to new fixtures is adequate size, and new piping connecting to new fixtures and existing piping is adequately sized.

37. Who will be conducting the plumbing inspections? City of Watervliet or does the arsenal have its own inspector?

Response: Per specification section 22 00 00 paragraph 3.8.4 (operation test) the contractor will perform tests and report adequacy of the system. Per paragraph 1.2 (submittals) the contractor shall provide test reports on the plumbing system.

38. Keyed note 1 says reinstall light fixture removed and cleaned from demo. The Fixture type is shown at the fixture L2 and L2E. Existing fixtures were fluorescent not LED. What do the want? New or reinstall old?

Response: Light fixtures noted to be ‘salvaged and reinstalled in space’ shall be salvaged and reinstalled. Existing fixtures in noted spaces are fluorescent fixtures with T8 LED Nanotubes. These shall be reinstalled as noted on plans.

39. For estimating purposes, is there a square foot area of plywood/decking on the roof to be replaced?”

Response: CLIN Option will be added as a unit cost item incase this is discovered during construction.

40. On the bid form, Item No. 0007 – Option – Replacement of Wood Platforms – do the wood platforms refer to the catwalks? Or is this to replace the miscellaneous wood platforms as shown on the demo plan?

Response: These are the catwalks located at the roof level. See drawings AD-010, A- 052, SD-130, and S-130

41. For estimating purposes, is there any asbestos remediation?

Response: See attachment to specification 01 57 19 for the Lead and Asbestos report for the Building.

42. On page A-573 detail E9, there is a note that says to “remove ladder and reattach after fascia board replacement… etc.” Is this work to be done only if the alternate is accepted? is this only if the alternate is accepted?

Response: Ladder will need to be disconnected at base to install 1/2" sheathing per Detail C1/A-571 for base bid and base connection detail will need to be coordinated with insulation thickness if only base option is awarded. Ladder will need to be completely removed and repositioned if upper monitor roof option is awarded to meet OSHA requirements for top rung to match roof surface due to height increase in insulation and to re-attach new fascia.

43. Is there any information on the current roof, so we may know what is made up of, and how thick? The current roof height is looking to be appx. 9” thick on the low monitor roofs and roughly 10” thick on the upper monitor roof. We would need to know how much wood blocking we will need, and also if it is going to be too high. Looking at the picture on A-574 detail A1, it looks like the wood blocking will be up to the metal corner. Would it be possible for us and our subcontractor to go back and do a test cut quickly?

Response: Based on drawing A1/A-312 the low monitor roof thickness at high point at 5" this slope will be constant along curb. Existing Roof insulation was a constant thickness ranged from roof to roof from 2" to 2 1/2" thickness.

Preliminary Roof test report can be provided as "reference only" to Specification 07 22

00. Contractor is reponsible to perform roof fastener pull out test on Drawing A-021 Roofing Notes. Sheets AD021 & A-021 will be revised to clarify required fastener testing.

44. Existing to remain EFs (VF-1 thru 6) have new gravity dampers on them. I believe VF-7 thru 9 have existing gravity dampers as well. The control drawings show new 2 position damper actuators with end switches on each exhaust fan (1-9). There is no mention of these actuators in the sequence. Is this a typo?

Actuators cannot be added to the existing gravity dampers. There are no new dampers shown for each of these EFs either.

Response: The existing gravity dampers are to remain. The actuated control dampers serving the existing ventilation fans will be removed from the controls drawings and controls points shall be removed from the points list for each VF.

45. On A-573 E9 they are saying to….remove ladder and reattach after fascia board replacement ect… I am assuming that that would be only if they accept the alternate but I am not 100%. They also show replacing bad fascia boards in the pictures too. Can you confirm please. Is there any information on the current roof so we know what is made up of and how thick. The current roof height is looking to be 9” thick on the low monitor roofs and roughly 10” thick on the upper monitor roof. I need to know how much wood blocking we will need and also if it is going to be too high, looking at the picture on A-574 A1 it looks like the wood blocking will be up too the metal corner.
