1. Spec section 00730018 page 14 subsection 1.45 a. requires us to have a onsite engineer to coordinate fieldwork. Does this individual have to remain on site for the duration of the project and can he have any other duties such as QC manager?

Answer – this requirement has been deleted in the updated specs

2. Please confirm, if 70% or more of the contract is subcontracted are two site supervisors are required

Answer - Only One Superintendent will be required for this project.

3. Can the SSHO have any other duties?

Answer – YES CQC

4. Can the CQC manager have any other duties?

Answer – Yes, Safety

5. Are there any contaminated soils on site?

Answer – To our knowledge there are no contaminated soils on site

6. What is the approximate start date for project?

Answer – Please see page 1 block 11 of the 1442. Please also see block 13 which states that bids must valid for 120 days.

7. Reference Drawing C-101 Site Demolition Plan. Do the existing rail road ties contain creosote?

Answer- Sample testing to be completed by the Installation and at the cost of the Installation.

Contractor responsible to coordinate with COR for temporary storage of ties for testing.

Hazardous material will be disposed of by the Installation and at the cost of the installation. Non-hazardous will be disposed of by the contractor at the cost of the contractor.

8. In accordance with the “Notes” page, please explain, “tapering are not included in the items”

Answer – This language is to be removed.

9. Please confirm that the preliminary foundation design as shown on drawing S-402 foundation section is to be used for estimation purposes in our bid?

Answer – The building foundation will be capable of supporting the pre-manufactured building and all building components. Furthermore, the building foundation will adhere to the solicitation specifications for regulation and code compliance.

10. Is the contractor responsible for design of the pipe bridge foundation?

Answer – The pre-manufactured building will be capable of supporting the pipe bridge and all pipe bridge components. Furthermore, the pipe bridge will adhere to the solicitation specifications for regulation and code compliance.

11. The specs state that the SSHO can also be the quality control manager (ie., CQC System Manager). Can the SSHO also be the project superintendent for this project? I.e. Can one person perform all 3 duties?

Answer - SSHO and CQC can be the same individual. One person will not be approved to have all three duties. Contractor will request for each person to have multiple duties and will require COR approval.

12. Regarding the painting requirements, please clarify the following:

Answer- Factory

2. Warehouse Structural Steel to be field painted ?

Answer-

Answer - Pipe Guards for Storage Racks: Factory painted: Safety Yellow.

4. Hand Railing at top of Offices to be Painted ?

Answer - Shop primed: see Specification Section 05 52 00, sub-part 2.1.2.

Field finished painted: Safety Yellow.

5. Interior and exterior Bollards to be painted ?

Answer - Bollards: Painted: See annotations on plan 2 of sheet A-402 and Specification Section 09 90 00, sub-part 1.11.4, a.

6. Steel Framed Sliding Windows ?

Answer - Interior windows ONLY are steel framed sliding windows. See Cross Building Sections on sheets A-301 and A-302.

7. Exterior Concrete Knee wall to be painted ?

Answer – No

8. Gantry to be Painted ?

Answer - Unsure what gantry is referenced. Bridge Crane finish painted Safety Yellow

13. Weather Conditions – please clarify the schedule of the project and the projected date of the Notice to Proceed. Are we to assume that the project will be awarded so that the concrete work can be completed before winter weather conditions? If not, are we to include costs for any impact associated with winter weather conditions. Alternatively, would inclement winter weather allow for the project completion date of the Contract to be extended by Change Order / or by suspension due to inclement weather?

Answer – Please see page 1 block 11 of the 1442. Please also see block 13 which states that bids must valid for 120 days.

14. Slab Subbase – The Geotechnical report (page 6 of 8) recommends 6” of imported granular fill under the slab. Drawing S-001 incorrectly states that the Geotechnical Report recommends 12 inches. Please confirm that 6 inches is acceptable.

Answer – Drawing S-001 has been updated accordingly.

15. Slab Design – Please indicate whether it would be acceptable to provide a design that details a slab that is independent of the foundation.

Answer – The building foundation will be capable of supporting the pre-manufactured building and all building components. Furthermore, the building foundation will adhere to the solicitation specifications for regulation and code compliance.

16. Foundation Design – Drawing S-001 indicates that the Preliminary Foundation Mat indicated in the drawings should be used for cost estimating purposes. Please confirm that any required change(s) to this preliminary foundation design would allow the Contract to be adjusted by Change Order.

Answer – Change orders are regulated by FAR subpart 43.2 (change orders) and the Contracting Officer is the only authorized person to issue a change order. The building foundation will be capable of supporting the pre-manufactured building and all building components. Furthermore, the building foundation will adhere to the solicitation specifications for regulation and code compliance.

17. Building Frame Design - Drawing S-001 indicates that the Preliminary Rigid Frame and Crane Design indicated in the drawings should be used for cost estimating purposes. Please confirm that any required changes to this preliminary frame and crane design would allow the Contract to be adjusted by Change Order.

Answer – Change orders are regulated by FAR subpart 43.2 (change orders) and the Contracting Officer is the only authorized person to issue a change order. The preliminary rigid frame will adhere to all applicable codes and regulations. The crane system will be supported by the pre-manufactured building and all building components. The building will be capable of supporting the crane and must adhere to the solicitation specifications for regulation and code compliance.

18. Building Collateral Loads – Does the Government want the collateral load of the building structure to include a future load above and beyond what will be initially and permanently supported from the building structure (electrical, mechanical, fire protection)?

Answer – no

19. Pipe Bridge – Is it acceptable to design and construct a bridge support that is outside and independent of the new building?

Answer – The pre-manufactured building will be capable of supporting the pipe bridge and all pipe bridge components. Furthermore, the pipe bridge will adhere to the solicitation specifications for regulation and code compliance.

20. Any contamination in the ground or do you expect any contaminated soil/concrete disposal? Is any environmental testing performed for the existing soil/concrete in the ground?

Answer – no contamination expected other than possibly rail road ties; no testing available at this time

21. Is this project exempt from state of New York Sales Tax?

Answer – The bidder's attention is directed to FAR 52.229-3, Federal State and Local Taxes.

Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt

22. Drawing C-101 – Site Demolition Plan. Drawing states to remove concrete, remove retaining walls, remove concrete walls. What is the thickness of existing concrete pavement? What is the thickness of concrete wall & retaining wall with total depth?

Answer – All known thicknesses are provided as "Reference Drawings" in Specifications Section 02 41 00 Demolition.

23. Drawing C-102 and G-001:

1) Drawing C-102 shows to provide #57 stone on periphery of building, while Drawing G-001 shows sidewalk and grass. Please advise.

Answer – See revised drawing C-102; provide #57 stone.

2) Drawing does not show any concrete curb and grass area. Please advise.

Answer – There is no new grass nor new curb. See language in amendment for revisions to removal of grass language on C-101

3) Please provide retaining wall detail.

Answer – Refer to S-404, revision 1 dated 18JUL2018.

24. Drawing C-101 Site Demolition Plan. Demolition shown under proposed building should be included in Bid item 1 or Bid item?

Answer – Bid item 2

25. Please confirm CAPACITY of crane, the specification is conflicting, 6.06 Metric Tons is equivalent to 13,356lbs. 12,112Kg is equivalent to 26,646lbs. Please clarify:

Answer – Crane Capacity is 6.06 Metric tons or 6,058 kilograms. Section 41 22 13.14 section

2.1.1 has been corrected.

26. Please clarify the dollar value and time for the warranties required for the Pre-Engineered Metal Building

Answer – 1 year warranty on workmanship and 20 year warranty on finished metals

27. The specification section for 03 11 13. 00 10 “Structural Cast-in-place concrete forming” calls for the Fiber Voids and contractor is responsible for the design, engineering, and construction of the Fiber Void formwork. The drawings don’t depict the Fiber Voids, please specify the location of the Fiber Voids and Fiber Void Retainers.

Answer – The use of Fiber Voids will be determined by the contractor's foundation engineer.

Fiber Voids were left in the specification in the event that the slab/foundation engineer would need them as for example if he were to use grade beams for the project.

28. The specification section for 03 15. 00.00 “Concrete Accessories” specifies all kind waterstops and sealants. Which of the specified products pertain to this project? Please also be specific which product goes where.

Answer – Waterstops and sealants are shown in the specification. Locations have not been indicated on the contract drawings. Waterstops and sealants remain in the specification for appropriate selection by the contractor's slab/foundation engineer to be coordinated with slab/foundation engineer’s shop drawings indicating placement if selected.

29. The specification section for 03 20. 00.00 10 “Concrete Reinforcing” listed and specified the regular reinforcing steel and epoxy-coated bars. If it is required where the epoxy-coated bars shall be used?

Answer – Regular reinforcing steel and epoxy-coated bars are shown in the specification.

Locations have not been indicated on the contract drawings. Regular reinforcing steel and epoxy-coated bars remain in the specification for appropriate selection by the contractor's slab/foundation engineer to be coordinated with slab/foundation engineer's shop drawings indicating placement if selected.

30. The same specification section for 03 20. 00.00 10 “Concrete Reinforcing” listed the Lap Splicing, Butt-Splicing and mechanical Butt-Splicers. Please specify where the mechanical Butt- Splices are required?

Answer – Lap Splicing, Butt-Splicing and Mechanical Butt-Splicers are shown in the specification. Locations have not been indicated on the contract drawings. Lap Splicing, butt splicing and mechanical butt-splicers remain in the specification for appropriate selection by the contractor's slab/foundation engineer to be coordinated with slab/foundation engineer's shop drawings indicating placement if selected.

a. Also, the item 1.4.2 of the specification called for the butt-splicers to be certified, who shall certify the butt-splicers?

Answer – Lap Splicing, Butt-Splicing and Mechanical Butt-Splicers are shown in the specification. Locations have not been indicated on the contract drawings. Lap Splicing, butt splicing and mechanical butt-splicers remain in the specification for appropriate selection by the contractor's slab/foundation engineer to be coordinated with slab/foundation engineer's shop drawings indicating placement if selected.

31. The item 2.1.5 of the specification 03 30 00. 00 10 “Cast-In-Place Concrete” calls for at least 5,000 psi for the Bonded Topping for Heavy Duty Floors. Please provide the thickness and location of the specified Bonded Topping.

Answer – Bonded Topping for Heavy Duty Floors is shown in the specification. Thickness and location has not been indicated on the drawings. Bonded Topping for Heavy Duty Floors remains in the specification for appropriate selection by the contractor's slab/foundation engineer to be coordinated with slab/foundation engineer’s shop drawings indicating thickness and placement if selected

32. The item 3.4 of the specification 03 30 00. 00 10 “Cast-In-Place Concrete” calls for the Fiber Reinforced Concrete. Does it means that the slab on grade shall receive the Fiber Reinforcement?

Answer – Fiber Reinforced Concrete is shown in the specification. Fiber reinforced concrete remains in the specification for appropriate selection by the contractor's slab/foundation engineer to be coordinated with slab/foundation engineer’s shop drawings indicating placement if selected.

33. The specification section 05 50 13 “Miscellaneous metal fabrications” calls for the access doors and panels, control joint covers, corner guards and shields, cover plates and frames, expansion joint covers, extruded floor mat frames, floor gratings and roof walkways, safety chains, security grills, wheel guards, chimneys, vents, and smokestacks, cleanout doors, downspout boots guy cables, window sub-sill. Please provide their designs and locations.

Answer – Access doors and panels, control joint covers, corner guards and shields, cover plates and frames, expansion joint covers, extruded floor mat frames, floor gratings and roof walkways, safety chains, security grills, wheel guards, chimneys, vents, and smokestacks, cleanout doors, downspout boots guy cables are NOT in current design.

34. The drawings call for 100,000 lb. capacity Hydraulic Dock Leveler. Is 100,000.00 lb. capacity a typo or really required? According the basis of design Pentalift specification posted on their website the maximum capacity of the specified 7x10 leveler is 60,000 LB.

Answer – Website indicates 100,000 lbs capacity for dock leveler is available http://www.pentalift.com/PDF/DockLevelers.pdf#page=4

35. On the drawing S-408 under the pictures of the Loading Dock and at the Gantry Crane Foundation there are notes: “Contractor’s Foundation Engineer to inspect concrete at support locations, provide condition report with design repair as required” and “Contractor’s Foundation Engineer to inspect foundation concrete and steel remnants, provide condition report, clear and provide repair design as required to install pipe support “B”. Prior the bid opening the access to the site will not be granted to the contractor’s foundation engineer for the field inspection, besides the design to be approved yet. Could these works be performed as a change order after job to be awarded?

Answer – Reference S-001, “The contractor is responsible for any additional geotechnical investigations…”

36. The information about the Pipe Bridge Connector’s anchor bolts and plates are missing from the drawing S-405.

Answer – Connections to be designed per final loadings, elevations, dimensions, joist selection, member sizes, etc. by registered engineer licensed in State of NY (Per specification 05 21 00 Section 2.2). Drawings and calculations shall be submitted for approval. See note 8 on drawing S-405. See also notes on drawing S-408.

37. The item 2.3.1 of the specification 05 51 33 “Metal Ladders” calls for the Ladder Cages, but the drawings don’t show them.

Answer – NO ladder cages for project.

38. According to the drawings the ladder shall be painted, according to the specification 05 51 33 “Metal Ladders” - galvanized. Should they be painted or galvanized? The similar question regarding the railings, steel pipe guards for storage racks: should they be painted or galvanized?

Answer – Ladders should NOT be galvanized but SHALL be field painted Safety Yellow.

39. The office 105 has four windows; according to the notes on the drawings the exterior window shall be aluminum, the (three) interiors sliding windows metal. Probably would make more sense if all windows in the room are from the same manufacture and are aluminum.

Answer – The interior sliding windows for Office 105 must be fire rated. Unaware of any manufacturer of sliding aluminum windows that are tested and listed for fire rating. Also, the exterior window is fixed (inoperable), unlike interior windows.

40. The specification section 08 91 00 “Metal Wall Louvers” calls for the Metal Louvers, Extruded Aluminum Louvers and for Formed Metal Louvers. Which of these louvers is required? Please provide the basis of design.

Answer – EITHER extruded or formed.

41. The room finish schedule and the note on the drawings A-401 calls for the ceramic tile in the bathroom (walls and floor); the specification 09 30 10 “Ceramic and Quarry Tiling” calls for the Porcelain and for the Mosaic Tiles. Which of these is required? If the ceramic tile is required please provide the tile sizes and requirements (basis of design).

Answer – Mossaic tile for the floor and 4 1/4 inch x 4 1/4 inch ceramic tile for walls.

42. The items 2.2.1a and 2.3 of the specifications 10 14 00. 10 “Exterior Signage” listed the Cast Aluminum letters and the Metal Plagues. The drawings don’t show any exterior Building signs, monument signs or the plaques. Any of these are required?

Answer – See exterior elevations on drawings A-201.

43. The items 3.2.1a of the specifications 12 21 00 “Window Blinds” calls for the Horizontal Blinds and for Audio-Visual Blinds. Please specify location of the Horizontal blinds and Audio-Visual blinds.

Answer – Only Horizontal Blinds, NO Audio Visual Blinds. Horizontal blinds occur at EVERY window.

44. The drawings don’t show any floor mats, but the specification 12 48 13 “Entrance Floor Mats and Frames” listed 10 (ten) types floor mats. If floor mat(s) is (are) required please specify location, type, size and basis of design.

Answer - NO floor mats required for this project.

45. Specification section 083323 calls for a fire door with vision glass in the overhead doors. The drawings and door schedule does not indicate this requirement. According to the door manufactures, a fire door with vision glass is not an option. Please clarify.

Answer – Specification Section cited specifies fire rated glass for vision panels ONLY - NO fire door. There is NO fire rated glass required for this project's overhead coiling doors.

46. The reinforcement of the Sidewalk and Heavy Duty Concrete Pavement is missing (drawing C- 501, section 5 and 6). Please provide one.

Answer – Heavy duty concrete pavement slabs requiring reinforcement are indicated on Sheet C- 110; the other pavement slabs are plain concrete. Reinforcement is as indicated on Sheet C-110 notes and in specifications. Position of reinforcement within slabs can be found in the details on Sheets C-510 and C-511.

47. There are some contradictions on the page 28 of the Specification Section 13 34 19 “Metal

Building Systems”: the first paragraph calls for Contractor’s (5) year No Penal Sum Warranty for Metal Building System, a couple lines below- for the 10 years warranty. Please advise. The standard workmanship warranty is 1 year.

Answer – Correction to be made to specification 13 34 19 section 3.14.3 to reflect 20 year manufactures warranty.

48. Any collateral load requirements to be incorporated in the metal building design?

Answer – See collateral loads shown on drawing S-001.

49. The specification section 08033023 “Overhead Coiling Doors” has the provisions like items

2.2.5.12 that the doors shall be fire rated, but according to the Door Schedule the doors are not fire rated. Also the specified basis of design “Cornell Thermiser Max door is not the fire rated door. Should the coiling doors be fire rated or not?

Answer – no, firing rating for OH coiling doors will not be required

50. There are discrepancies between the plumbing drawing P-101 and the Spec 22 00 00 “Plumbing, General Purpose”. The keyed note #1 on the plumbing drawing P-101 stated that “All Sanitary Piping Shall be Cast Iron”. The Piping Schedule on the page 43 (Spec 22 00 00 “Plumbing, General Purpose”) also listed PVC piping for the waste line. Is PVC acceptable?

Answer – No, Only Cast Iron shall be acceptable. See revised spec 22 00 00

51. For pressure piping the Piping Schedule on the page 45 (Spec 22 00 00 “Plumbing, General

Purpose”) listed the steel pipe, brass pipe, copper pipe, polyvinyl chloride (CPVC) plastic piping, PVC piping, etc. Does it means that CPVC and PVC piping will be acceptable for the pressure piping systems (water)?

Answer – No, CPVC and PVC are not acceptable. Copper piping Type K or L shall be used for pressure piping. See revised spec 22 00 00

52. The drawing 1/C504 calls for 12”trench drain with the cast iron grates to be ADA compliant and heel proof. I was told by the supplier that none of the USA manufactures manufacture the trench drains which meet all these requirements. If you know the manufacture who does that please advise. Otherwise there are two options to meet the Buy American Act:

a. Reduce the interior trench dimension to 9.5” (the grating’s width will be 12”)

b. Or drop the heel proof requirement.

Answer – Drop the heel proof requirement.

53. Please provide the cross-section drawing(s) of the retaining walls depicted on the drawing
