(1) Thule Air Base's seaport is not a commercial port and therefore does not operate in accordance with typical commercial practices. Operation and support services are contracted out and are performed by the Base Maintenance Contract (BMC) contractor, Greenland Contractors. Due to the base's location, its operation is limited to 60 calendar days, during the months of July and August. Ice is a frequent condition and should be expected. Additionally, the depth of the bay varies significantly with mean depth and tide, and is known to be shallow. While cargo and tanker vessels frequent the port annually without incident, larger vessels may find the port too shallow for berthing. Berth Depths in North Star Bay are typically greater than 12 m (MLW), except within a few meters from the face of the pier where the average depth rises to 9.5 m (min. depth: 7.5 m.). There are no Length Overall (LOA) restrictions.
(2) The U.S. Government contracts for charter sealift to Thule from both the USA and Denmark, and return. Contractors may either subcontract their own sealift, or utilize the Government chartered sealift in accordance with the stipulations of this contract.
For the use of the US Government charter sealift contracts, and at the rates identified in this amendment no. 3, the contractor shall enter a transportation cost in the bid schedule, CLIN 0005. The transportation amount in CLIN 0005, will not be part of the contract award price, but will be used in the overall bid evaluation costs. Those costs will be set aside by the US Government to pay for the shipping costs. Any amount over the bid amount will be the responsibility of the contractor to pay. Should the contractor prefer, or the requirements of the work require furnishing their own sealift, the contractor should include those costs in his base bid item under CLIN 001 inclusive of any offloading costs at Thule air base.
Government furnished sealift provides the following:
(i) Sealift of contractor materials, equipment, tools, and supplies directly attributable to the performance of this contract from Norfolk, Virginia and/or from Aalborg, Denmark to Thule Air Base and reverse at no cost to the Contractor, but only up to the volume and/or the cost stipulated under this contract. See contract clause 52.247-60, Guaranteed Shipping Characteristics. Such transportation will occur only on scheduled Military Sealift Command (MSC) and/or Danish ships. Shipment will be in accordance with published summer shipping schedules of MSC and/or that issued by the Danish Shipping firm. Transportation to Norfolk, Virginia and/or to Aalborg in Denmark shall be at the Contractor's expense. The Contractor is responsible for the direct coordination with the Military Ocean Terminal, Norfolk, Virginia and/or the Danish shipper to determine deadline date(s) for delivery of cargo to the terminal for shipment, as well as prior booking, proper markings and documentation and all other requirements necessary for acceptance of cargo for shipment.
(ii) The Government shall provide transportation, at no cost to the Contractor, of Contractor's equipment, tools, materials, and supplies from the ship to designated storage areas on the base and retrograde equipment and tools from the same storage areas to the ship. This transportation shall include off-loading and loading of ships.
Items will be shipped containerized to the maximum extent possible. Full containers shall be delivered to the Contractor's storage area, and it is the Contractor's responsibility to unload these containers. All non-contractor owned shipping containers are required to be emptied within 36 hours of delivery and made available for transport back to the Sealift carrier. Arrangements to keep the containers for a longer period of time should be coordinated directly with the Sealift carrier.
(iii) The contractor is required to provide similar packing, marking and documentation with retrograde shipments as with shipments headed to Thule AB.
Retrograde shipments shall be properly packed for sealift transportation; the contract number shall be clearly marked on all items; and a list of items shall be provided to the shipping contractor. These items are required not only for the safety of the goods being transported, but are required in order to transport the goods via our Sealift carrier. Items not properly packaged, marked and identified will not be accepted by the Sealift carrier.
(iv) Although sealift transportation is provided by the Government at no cost to the contractor, it's use is not mandatory. Additionally, the Government shall not assume responsibility for any equipment, materials, or property until such is integrated into the final work product at Thule Air Base, and paid for under the clause at 52.232-5. Any damage claims and settlement shall be handled directly between the transportation carrier(s) and the construction contractor(s); however, the Contracting Officer shall be notified of any damage within 72 hours of discovery.
(v) The Contractor shall furnish its own drivers who are required to have a valid driver's license.
(vi) Contact Information:
(A) For MSC (shipments originating from/to the US): Point of Contact:
Ms. Joyce Williams/ Mr. Rufus Strothers, Pacer Goose Coordinators, Commercial Phone: 757-443-1031/757-443-1039, Cell Phone: 757-544-51217/757-544-5128, DSN:

Delivery Address of cargo: Royal Arctic Line, Gronlandshavnen. P.O. Box 8100, 9220 Aalborg Ost, Denmark.
(vii) All other transportation not covered in this clause is the Contractor's responsibility at the Contractor's expense.
(3) Should the contractor prefer, or requirements of the work require, furnishing their own sealift, the following applies.
(i) Private vessels must meet port entrance requirements.
(ii) To limit scheduling conflicts as much as possible, private vessels must coordinate arrival/departure dates/times with port operations well in advance.
(iii) With the exception of on/off-loading of ships, the services in paragraphs b(2)(ii) above apply. The contractor shall load/unload their vessel(s). Additionally, cargo shall be containerized to the maximum extent possible. Optionally, the contractor may arrange for the port operations contractor (GC) to perform loading and/or unloading services; however, such would be an agreement between contractors and cannot interrupt or take precedence over Government Contract requirements.”
- Section 00 80 00.00 18 – Special Contract Requirements: Replace paragraph 35(b)(1) in its entirety with the following: “In view of the short construction season and the estimated date of arrival of the sealift at Thule on July 15, limited air shipment is available, but at contractor’s expense. The approximate cost for airfreight from McGuire to Thule can be found at the following website and/or by contacting POC at the e-mail and phone number provided below:

Website: http://www.transcom.mil/doing_business.cfm (for FY airlift rates navigate to the bottom right hand side of the website, under heading “Transportation Rates and Rules” select the FY rates of interest)”
- Section 26 56 20.00 10 – Airfield and Heliport and Visual Navigation Aids: Replace paragraph 2.3.2.1 in its entirety with the following: “The metal conduit and fittings shall be UL 6 and UL 1242, respectively.”
BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(FOR INFORMATIONAL PURPOSES ONLY)
1. Air Lift of Equipment. Will the specified Air Lift rates (on page 72) be applicable for the entire duration of the project? Response: For latest FY14 applicable airlift rates please refer to paragraph 35(b)(1) of section 00 80 00.00 18 as amended.
2. Drawing ER101 - Electrical removal. Please specify position of existing conduit, cable and counterpoise between existing runway edge lights. Response: Please refer to new Drawing ED911 issued under this amendment for clarification.
3. Air voids, HMA: It is stated that the air voids percentage in the JMD shall be 4, and the in-place mat density shall be between 92.0 – 96.0% of the Marshall density. The consequence will be that the build-in air voids in the pavement will be 8 – 12%, ideally.
If so, this will result in an increased risk of rutting and deformation. The increased possibility of the penetration of water into the pavement will eventually result in reduced pavement durability, due to the frost and thaw, and stripping effects. The compaction demand used to be 98-100% (Marshall) earlier on. What is the explanation for this change in the compaction demand? Response: This requirement of 92 to 96 percent is based on percent of theoretical maximum density which results in air voids of 4 to 8 percent. When the air voids are greater than 6 percent the contractor begins to be penalized. This is very similar to designing the mix at 4 percent air voids and requiring 98 to 100 percent of laboratory density which results in air voids of 4 to 6 percent.
4. 3.7 Testing laboratory. I presume that paragraph d. Evidence of participating in AASHTO Materials Reference Laboratory (AMRL) program – does not apply for a Danish company? (As were the case in “Repair Taxiways Phase 1”). Response: The Contractor needs to show that the laboratory and personnel can meet the requirements of ASTM D 3666 or something that is very close to these requirements. The key items here are that the laboratory should provide documentation to personnel qualifications, the laboratory performing the JMF study and in the field laboratory. Additionally, the Quality System Manual (QSM) of both laboratories should be submitted to verify similar compliance to ASTM D 3666 and that the correct tests and personnel are being utilized. Examples of JMF design utilized by the contractor can also be submitted prior to the actual JMF being established by the laboratory to verify correct design procedures are being performed.
5. 3.1.3.6. Marshall hammer: We presume that the use of a mechanical Marshall hammer is permitted, when the documentation of the number of blows that shall be applied to accomplish the same Marshall density as 2x75 blows with hand-held hammer, has been established? (As were the case in “Repair Taxiways Phase 1”). Response: Your assumption is correct.
6. On the Drawing CP202 the position of the saw-cuts for the transverse control joints are shown. Do these saw-cuts have to be placed before the road marking? If so, it will delay the time of placing the road marking critically, taking the local weather conditions into consideration. The saw-cutting and sealing is a very time-consuming operation.
The asphalt plant is within 3 km from the paving site, and that the daily production is assumed to be around 1200 tonnes, at the most. Will the request of a MTV (321215.13) under these circumstances be mandatory? Response: Per specification section 32 17 24.00 10 PAVEMENT MARKINGS, ”New asphalt pavement surfaces and new Portland concrete cement shall be allowed to cure for a period of not less than 30 days before applications of paint. ” Therefore, there is ample time to complete saw-cutting/sealing of transverse control joints prior to pavement marking.
7. Removal of existing paint: Reference is made to Sepc section 32 17 24.00 10 Pavement markings and to drawing no CP 601 and CP 701. The existing pavement is currently painted white and the white pavement shall be removed, in the specifications various methods are mentioned, however to ensure that there will be no conflict with the crack sealing material, the existing paint could be removed by using a cold milling removal method, will the Government allow this removal method? Response: The existing asphalt pavement areas to receive fog seal are approximately 4-inches thick and in poor condition. Therefore, it is feared that the energy applied to the exiting pavement surface by the cold milling process could cause extensive damage to the existing pavement, essentially rubblizing the pavement and creating a continual source of FOD going forward.
8. Phase II: There is a conflict between Cross section CD 202 and drawings CD 108 and
109. CD 202 shows that the existing sub base course shall remain; CD 204 shows that the existing sub base material shall be removed however on both cross sections there are made reference to drawing CD 108 and CD 109 please advice? Response: The CD drawings are correct. The references are to proper cross sections, please review the plans carefully.
9. Phase II: Reference is made to drawing CP 202, note 8. On the drawing there is made a reference to note 8 regarding the sub base, however the note is not referring to the sub base but ACC pavement and detail 1 on drawing CP 201, please clarify.
Response: Note reference on sections has been revised and appropriate note added, see revised plans in this amendment.
10. Please confirm the inclusion of or exclusion of transverse grooving on the runway replacement project at Thule AFB, Greenland? Somewhere I heard or saw there was grooving and now I am unable to locate any in the specifications. Could you kindly reply and let us know? Response: During the project kickoff meeting June 19, 2012 Thule AB Base Civil Engineer directed the design team not to groove the new asphalt runway. Therefore, grooving of the new runway shall not be required.
11. Section 32 12 15, 2.3.1 JMF Requirements, Table 7, Marshall Stability testing. A Marshall Stability of 2150 pounds minimum is specified in the Unified Facilities Guide Specifications section 32 12 15.13 for all PG, viscosity and penetration graded asphalt cements. In the specifications for Replace Runway Pavement, Phase I & II, Thule Air Base a particularly soft PVN graded binder according to section 32 12 15 2.2 and figure 1 is specified. The Marshall Stability requirement of 2150 pounds is however maintained.
According to ASTM D 6927 the Marshall Stability testing temperature is stated for a range of different binders from bitumen (60°C) to cutback (25°C). The test method, however, does not include a test temperature for very soft PVN graded arctic binders used in regions with an average seven-day summer high temperature below 10°C.
Maintaining the same Marshall Stability requirement and test temperature over the whole range of asphalt cements is in contradiction to general practice and to the findings in ex.
CRREL Report 80-51 p 32: The Marshall stability is reduced from 2930lb (AC-20) to 1750lb (AC-2.5) at 60°C fixed testing temperature. The viscosity @60°C is reduced from 200 Pa•s to 25 Pa•s going from AC-20 to AC-2.5. To maintain the same Marshall Stability requirement the testing temperature should be reduced accordingly with due respect to the average seven-day summer high temperature. The specified PVN graded binder has a viscosity of 200 Pa•s at about 45°C. Please specify the Marshall stability testing temperature to be used. Response: This problem with stability requirements for all regions has been an issue for a long time. The requirements are the same for temperature of test and stability value regardless of where you are located. If low Marshall Stability occurs make sure that it is the result of asphalt binder grade and then the mix can be considered acceptable. However, the low stability should be a heads up to look at other potential causes such as rounded aggregate, low laboratory density, or other testing issues. This is the best approach that can be taken.
12. According to Note 11, the Government can award Option #1 up until September 30th, 2015, which is app. 1 month after the last ship out of Thule in 2015. If Option #1 is not awarded prior to the last ship out of Thule, the contractor will have to include costs for equipment being stored at Thule from September 2015 to July 2016 in the Base Bid.
Please consider to change the deadline for award of Option #1 to August 15, 2015.
Response: Please refer to the revised Bid Schedule reissued with this amendment. There are no options and note 11 has been revised.
13. Bank Letter of Guarantee (Amendment 1). The last sentence in the revised Letter seams not to have been revised/deleted according to the revised text in 52.000-4062.
The wording: "and will continue thereafter in an amount equal to five (5%) percent or the original contract price and any modification thereto, until all applicable guarantees, or extensions thereof under the contract have expired." is still stated in the Letter but has been deleted from 52.000-4062. Please revise the Sample Bank Letter of Guarantee according to 52.000-4062. Response: The Sample Bank Letter of Guarantee example is correct and modified for this particular acquisition.
14. Electrical Distribution System According to Section 26 56 20.00 10 part 2.3.2.1 the metal conduit shall be coated with a PVC sheath. Section 33 70 02.00 10 part 2.5.1 does not mention the PVC coating. Please clarify whether the PVC coating of the metal conduit is required. Response: The requirement for PVC coating has been removed from spec section 26 56 20.00 10.
