COMMENCEMENTS, PROSECUTION AND COMPLETION OF WORK,” delete subparagraph “a” in its entirety and replace it with the following: “a. The Contractor shall be required to (i) commence work under this contract within five (5) calendar days after the date the Contractor receives the notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than 905 calendar days after the date the Contractor receives the Notice To Proceed. BIDDER’S QUESTIONS AND GOVERNMENT REPLY
1. Reference is made to Amendment 2. Period of Performance, Please clarify the period of performance, now that Option # 1 has been omitted. Response: Under this amendment, the performance period as stated in Section 00 80 00.00 18 – Special Contract Requirements under paragraph “1. COMMENCEMENTS, PROSECUTION AND COMPLETION OF WORK” has been revised.
2. Refer to drawing ED 911; Electrical removal; All sections show a Runway Replacement width of 150'+10'+10'=170', with a saw cut edge. Drawing ED911 provided with Amendment 2, shows the existing conduit trench 5'-0" outside the Runway edge. Please confirm that all existing conduit is to be removed and that the necessary pavement replacement width is thereby increased beyond the 170' shown on all plans and sections Response: Existing runway edge lights are within the pavement removal areas shown on the CD100 series REMOVAL PLAN sheets. They are located 80' left and right of runway centerline. Removal limits extend to 85' left and right of runway.
The full strength runway is considered the center 150' of runway pavement (75' left and right of runway centerline). Outer 10' areas left and right of runway centerline (from 75'-85' left and right of runway centerline) are considered shoulder pavement. The 5' dimension on ED911 is the distance the existing runway edge lights are from full strength runway pavement, i.e. in the middle of the 10' shoulder to be removed.
3. With reference to Amendment 2 which was received on the 8 July 2014, the transports from both Denmark and Norfolk have been consolidated under item 007. It however, now appears that the transport costs for the transport from Norfolk has been omitted from the Amount in 007. Please clarify where these monies are to be included, and under which item? Response: Since the shipping from Norfolk, VA to Thule is provided by Government and at no cost to contractors; shipping (freight) of goods from manufacturers/suppliers to port of Norfolk/Aalborg shall be included in the bid. This price is to be included in CLIN in which the goods are part of.
4. Page 17 FAR 52.204-8 Annual Representations and Certifications (Jan 2014) Item (vii) Under FAR relates to 52.214, Place of Performance – Sealed Bidding. This provision applies to invitations for bids except those in which the place of performance is specified by the Government. However on page 18 item (vii) refers to Pollution Prevention and Right to Know Information. Please clarify which is correct? Response: FAR 52.204-8 has been updated on May 2014. Please see updated clause attached.
5. Page 28 . Clauses incorporated by Reference. FAR 52.236-21 Specifications and Drawings for Construction, however page 60 refers to FAR 52.236-21 Alt 1. Which is correct? Response: FAR CLAUSE 52.236-21 ALT 1 has been included by reference in section 0700
6. Page 28. Clauses incorporated by Reference includes clause 52.232-16. The Contractor will only be paid 80% of the Contractor’s total incurred costs at each Progress Payment.
We presume that the final 20% of payment will be paid to the Contractor when each phase is taken into use. Please clarify. Response: Per FAR 35.501-1, the customary progress payment rate is 80 percent. The remaining amount will be paid for once the work has been completed and accepted by the government.
7. Page 28. Clauses incorporated by Reference includes clause 52.232-16 item 4. The Contractor can sell any scrap resulting from the production, contradicts special condition 19, page 61, in which the Contractor shall store all salvaged equipment. Please clarify.
Response: The reference to storage in paragraph 19 on page 61 of 94 refers to the time the contractor is in possession of the salvage materials prior to turnover to Government DRMO or selling.
