1.1 Introduction. The Joint Recruiting Facilities Program (JRFP) has a requirement to provide bullet-resisting capability for the work spaces inside all identified Military Services (Services) recruiting offices or other government specified locations. Bullet-resisting capability signifies that protection is provided against complete penetration, passage of fragments of projectiles, or spalling [fragmentation] of the protective material, to the degree that injury would not occur to a person standing on the opposite side of the bullet-resisting barrier (from either side of the barrier). The Services are comprised of the following: 1) Air Force; 2) Air Force Reserve; 3) Air National Guard; 4) Army; and 5) Marines. The bullet-resisting capability required shall be met with the procurement of bullet-resisting panels certified as UL-RF-H or Legacy UL Level 8, under standard 752 of the American National Standards Institute (ANSI)/Underwriters Laboratories (UL), “Bullet-Resisting Equipment,” to be installed up against existing cubicles, walls or in open areas. To establish uniformity and continuity of appearance and maximize the use of space for all recruiting Services facilities, the required bullet-resisting panels shall have fabric (on both sides), trim, and design features complementary of the existing cubicles. Note: Each Service has identified the appropriate fabric/trim colors to match their internal office colors.
Definitions:
Panel: For the purposes of this document, the term “panel” refers to the bullet-resisting panels certified as UL-RF- H or Legacy UL Level 8, under standard 752 of the ANSI/UL. No reference to the term “panel” in this statement of work is intended to be defined as anything other than a bullet-resisting panel. Each panel type/unit will be comprised of individual “panel sections”.
Location: For the purposes of this document, the term “location” refers to a leased location with an address.
Facility: For the purposes of this document, the term “facility” refers to an individual Services space at a location.
The number of facilities at a location will vary from 1 to potentially 7 and may not be in contiguous space at the location.
1.2 Background. The JRFP has initiated steps to improve security of recruiting facilities. The JRFP intends to utilize freestanding ballistic panel cubicle wall partitions to go around the exterior of the current cubicle workstations, desks or open areas in order to provide increased protection to recruiters within most off-military installation recruiting facilities. It is necessary to have a means of providing the Services facilities protection within the workplace from the outside or entering threat (from the front or rear). It is also necessary that, the panels are to have a standardized appearance within all Services facilities. The panel’s colors for each Service has been identified to match their existing color scheme in order to maintain the current office branding. The intent is to establish uniformity and continuity of appearance between all Services, maximize the use of space for all Services recruiting facilities, and provide a seamless appearance of the panels. Each Service’s recruiting facility refers to a single Service space at a given location. Most locations will have several Service facilities at a location.
For example: A location might have 4 Services present (Army, Air Force, Navy, and Air Force Reserve). Each Service (Army, Air Force, Navy, and Air Force Reserve) at this location has their own exclusive use space facility.
2.0 Objectives. The objective of this contract is to provide panels to all identified Services off-military installation recruiting offices, located throughout the United States and its territories, which are UL-RF-H or Legacy UL Level 8 certified, approved, and produced. The contractor will be responsible for coordinating with all of the Services facility locations, to execute shipping, delivery, and full installation as prescribed. The contractor shall complete these tasks while meeting the standards of safety, durability, dimensions, ergonomics, and structural adequacy of the new panels.
3.0 Scope. The JRFP identified a need for the manufacturing, shipping, delivery, and installation of panels for all identified Services off-installation recruiting offices, located throughout the United States and its territories. These facilities are in CONUS & OCONUS locations. This requirement entails approximately 170 facilities, with the potential for minor additions and deletions throughout the term of the contract. The Government will provide the estimated quantities that are required at each location. An initial “master facilities” listing with locations and estimated quantities are included in Attachment 2. In accordance with FAR 52.211-16, Variation in Quantity, the amount of ballistic panels may change with the prescribed tolerance located in the referenced clause. Every effort will be made to identify the exact number of panels and minimize any deviation, but the winning bidder should expect some variation and plan accordingly. Some variation in delivery locations is anticipated in terms of delivery address within a location, however, locations will not change without amendment/modification.
4.0 Contractual Method. The Government expects an award of a stand-alone SB set-aside commercial RFQ with evaluation factors. Metropolitan Statistical Area (MSA) priority ranking order is provided as part of Attachment 2 (master Facility List). Delivery dates in MSA priority order to be proposed by the by the contractor, and approved by the Government following MSA priority Ranking identified in column F of the Master Facility List. However, the 100% completion date is no later than 1.5 years from contract award. Government reserves the right to modify the MSA priority ranking on an individual facility/location basis due to emerging threats/conditions.
5.0 Requirements. The contractor shall produce panels that are UL-RF-H or Legacy UL Level 8 certified. To include shipping, delivery, installation, and warranty, as prescribed below.
5.1 Individual Panel Sections & Overall Panel Sizes within Separate CLIN Structures. The contractor is responsible for the production of UL Level 8 panels. Panels are defined within one of the ‘Types’ listed below. The “L” shaped or straight panel systems will be comprised of different overall sizes as listed below. Multiple panel sections or sizes is suggested to keep the weight of each section so that it can moved by an average individual.
Target weight of each section should be less than 175 pounds. There may be situations where a freestanding panel will be needed that is NOT in an “L” shape, but a straight overall panel only. The panels are broken down into Structure Types and by “L” shaped or straight panels. The Structure Type quantities are also listed in the master facilities list in Attachment 2. However, within each of the overall “L” shaped panel unit sizes, there are individual panel section sizes that fit together to create the required overall panel unit sizes. The fewest number of individual cubicle panel sections are to be used to minimize the number of panel connections and maximize ballistic protection. An example floorplan for a recruiting office is provided as Attachment 4 (EACH location will be unique). Attachment 1 shows an example diagram and pictures of the expected matching look and design of the cubicle panels. The diagram provided in Attachment 1 also shows an example of the individual cubicle panel section dimensions along with example pictures. These dimensions are listed as follows:
5.2 Individual Panel Sections Structure:
i. Suggested Individual Panel Section Sizes for 48” High Solution:
a) 48 inches high x 36 inches wide
b) 48 inches high x 30 inches wide
c) 48 inches high x 28 inches wide
d) 48 inches high x 36 inches wide (return)
ii. Length may have a variance of plus or minus two (2) inches, and width a variance of ½ an inch.
Overall Panel Unit Size Structure as follows:
Type 1:

Type 2:

5.3 Design. ALL required panels are to include (but not limited to): fabric on both sides of the panels, connection joints, feet, trim, caps, rails, clamps, tracking, joints, and/or connectors with panel variations of 2.5 inches in thickness/width, plus or minus 0.5 inches.
5.3.1 Ultra Violet (UV) Light. The panels shall be protected from degradation due to UV light or other environmental factors. In the case of the bullet-resistant panels being degraded by UV light, the panels shall have a UV inhibitor applied/inserted into the overall panel. The UV inhibitor may be a completely opaque material applied on all sides of the panels, or may be comprised of a thin solid material sheets (sealed if necessary) that does NOT allow light transfer / penetration of UV rays to reach the bullet-resistant panels. This inhibitor shall deny any exposure of the panels to UV light that will allow the panels to remain 100% effective into the future. The panels shall remain 100% effective as long as they are being used in the future without degradation from environmental factors. The contractor shall provide a panel unit that provides continuous 100% UL-RF-H or Legacy UL Level 8 coverage for ALL panel sections/panel units. It is the contractor’s responsibility to develop a design that provides the level of coverage required.
5.3.2 Length. Length may have a variance of plus or minus two (2) inches, and width a variance of ½ an inch. The height of the panel units must equal 48 inches, with a variance of plus or minus ½ an inch.
5.3.3 Multiple Panel Sections. The finished product shall have a seamless appearance within the workplace as if it were a standard office cubicle wall. If comprised of multiple panel sections (not to exceed specified panel sections across the front/straight side – see CLIN 0001 thru 0008 for additional information), panels shall be joined together prior to installation. The contractor shall provide a panel unit that provides continuous 100% UL-RF-H or Legacy UL Level 8 coverage for ALL panel sections / panel units. It is the contractor’s responsibility to develop a design that provides the level of coverage required. If applicable, contractor shall also provide ALL necessary special tools for panel unit assembly to EACH Service facility along with the panels for future flexibility and office relocations.
5.3.3.1 Panel Units. The panel units, when installed, shall sit flush to the floor, and as level as is practicable considering environmental factors at the location. Trim shall be covering any gaps between the panel and the floor to present a seamless appearance. The panel shall be self-supportive, secure and plumb, and shall resist a range of 80 to 100 pounds of force applied laterally at the top of the panel without tipping or falling over. They shall be capable of absorbing the impact of munitions up to their ballistic rating without collapse not withstanding acts of God.
5.3.3.2 Panel Feet. If feet are necessary for panels, they shall be as minimal as possible, have an ergonomic appearance, and not obstruct the walkway. Wheels or casters will not be acceptable as feet. Feet shall not extend more than twelve (12) inches from the panel to ensure safety within the workplace. Feet shall be as unobtrusive as possible, minimizing trip hazards. They should be flat on one side, not to exceed ¼ of an inch in thickness [to meet Americans with Disabilities Act (ADA) standards] and shall extend no more than 12 inches from the panel giving the capability to slide the panel under a desk or possibly another existing cubicle wall.
Feet shall be as thin as practicable while still providing adequate stability and support. Feet shall be independently removable to allow maximum mobility and installation options in the event the panels need to be installed up against a wall or in an open area in the office as a stand-alone. See Attachment 5 for examples of feet envisioned, but not required, by the Government. The contractor may suggest other panel feet alternatives that will meet the criteria, flexibility and stability characteristics described above.
5.3.3.3 Panel Unit Walls. Contractor shall design the front of the cubicle and side return to ensure full coverage.
If the bullet-resisting coverage of the panel unit is comprised of multiple panel sections, the design for 100% coverage shall not exceed the specified number of panel sections. Specifics on maximum number of panel sections is contained within each CLIN. For ALL panel unit walls, there shall be no gap in bullet-resisting coverage;
therefore, as addressed in 5.1.3, split panels shall be connected with full UL-RF-H or Legacy UL Level 8 material and certified in accordance with ANSI/UL 752, “Bullet-Resisting Equipment”.
CLIN 0001 through 0004 shall have panel sections across the front which connect to another panel section that will serve as a return, forming an “L shape” panel unit. The corner connection to form the “L” shaped panel unit and front straight wall shall not leave a gap in UL Level 8 coverage. The panel unit design shall be compatible with an “L” shaped cubicle workspace with a return wall that is oriented on the left or right. Installation by contractor will attach on the left or right based on the office layout. For panel Types 5 through 8, the connections between panel sections shall not leave a gap in UL-RF-H or Legacy UL Level 8 coverage. The design shall enable easy installation/connection for the L shape and front/straight panel sections. Every effort should be used to conceal bolts or other fasteners if they are used to connect corner sections.
5.3.3.4 All panel units shall provide UL-RF-H or Legacy UL Level 8 coverage from the front and back. The direction of fire is not always from the front or from the back. The threat could come from either or both directions.
5.3.3.5 All panel system sections that comprises the larger panel unit system shall NOT exceed the weight of 180 pounds (representative of a standard two-person lift plus 10% upward adjustment). The overall panel unit design shall have the capability to be easily uninstalled, moved, and reinstalled without the use of a certified/professional installer.
5.4 Bullet-Resisting Material. The bullet-resisting material component of the panels shall be a certified fiberglass material and equal to UL-RF-H or Legacy UL Level 8 protection level. This will maintain consistency with existing panels. In addition, the contractor shall provide a panel that mitigates ricocheting, spalling, and splattering (when attacked from either or both sides) in order to prevent secondary injuries in a confined workspace.
5.4.1 Panel Frames. Panel Frames are to be made of metal. All other connections/trim/feet/other pieces being made of metal, plastic or fabric materials as necessary to meet the 100% UL-RF-H or Legacy UL Level 8 coverage. Exterior panel colors for each Military Service are listed below. The panel unit materials shall be protected from UV or other types of degradation (see paragraph 5.1.1 for specifics). All panel component materials shall not pose any health risks to the workspace. If the panel materials are comprised of fibers or chemicals that vent, the materials and/or panels shall be coated to prevent venting. Avoid the use of harmful Volatile Organic Compound (VOC’s) in the production of the panels. Any material that is susceptible to moisture retention shall be coated to prevent mold or mildew. Entire panel assemblies shall be one hour fire rated to American Society for Testing & Materials (ASTM) E84 or UL 723 and the fabric to National Fire Protection Association (NFPA) 265.
5.5 Fabric & Other Exposed Panel Materials. In order to maintain seamless appearance and maintain the Services office branding, the panels shall have fabric, any necessary trim, caps, rails, clamps, tracking, joints, connectors, etc. in accordance with fabric and trim colors listed in the table below. Manufacturer, style and color information is provided to maintain consistency with existing panels, establish design intent or basis of design, and is not intended to limit the selection of equal products from other manufacturers. Equivalent manufacturer's product may be submitted for consideration/ approval.
The table below provides color selections for each Service to the contractor for use in the production of the panels once the final manufacturer is identified. The colors identified in the table are placeholders until the actual manufacturer is identified by the contractor, and colors are selected / approved by the Government. Panel fabric shall be Design Tex, Gamut or equal. Fabric shall cover both sides of the panel units and include the capability to use push pins (with a minimum of ¼ inch pin insertion depth) on both sides, with a tackable core under the fabric that is completely opaque to light. Trim shall be equal in color to Sherwin Williams, Mega Greige, SW 7031 for all panels.
Construct panel so finished product looks like a standard workstation panel. Panel system fabric, trim / connections, glues or adhesion methods used on the fabric or otherwise, shall meet warranty requirements.

5.6 100% UL-RF-H or Legacy UL Level 8 Coverage. All necessary trim, caps, rails, clamps, tracking, joints, and/or connectors shall not interfere with the bullet-resisting capabilities of the panels and 100% UL- RF-H or Legacy UL Level 8 coverage required. The entire cubicle panel unit (each CLIN) dimensions provided above require 100% UL-RF-H or Legacy UL Level 8 bullet-resisting coverage; therefore, any trim, caps, rails, clamps, tracking, joints, and/or connectors that fall within the stated panel dimensions need to be made of bullet-resisting materials that provide 100% UL-RF-H or Legacy UL Level 8 protection. All butt joints between panels shall be reinforced by a back-up strip (batten) of UL-RF-H or Legacy UL Level 8bullet-resisting material. Minimum width of the reinforcing batten strip at joints shall be 4 inches placed so there is a minimum 2 inch overlap on each panel. Method of panel application shall be in conjunction with Attachment 4 (panels will be installed adjacent to surfaces, junctures, walls or in open areas). Every effort should be used to conceal bolts or other fasteners if they are used to connect sections.
5.6.1 100% UL-RF-H or Legacy UL Level 8 Certification. All bullet-resisting materials must be tested and certified in accordance with ANSI/UL 752, “Bullet-Resisting Equipment” standard. All bullet-resisting material and components with bullet-resisting properties shall be tested, certified, and marked in accordance with ANSI/UL 752 standard. All bullet-resisting material and component markings shall be in accordance with the UL Security Listing Mark guidelines. Reference Attachment 3 for the Legacy UL ratings of bullet-resisting materials. Only UL-RF-H or Legacy UL Level 8 will be accepted.
5.6.2 Certification. Prior to general production the contractor must provide proof of certification (from UL) stating that all bullet-resisting materials and applicable bullet-resisting components have been tested and certified to meet bullet- resisting requirements of UL-RF-H or Legacy UL Level 8. No other certification or endorsement will be accepted. Prior to beginning production, the contractor shall submit this documentation to the Contracting Officer Representative (COR) for approval. Contractor shall construct a mock-up of the proposed panels for Government review/approval prior to general production (see paragraph 5.11 for more details on the mock-up to be provided).
Note, if the contractor does not have bullet-resisting UL certification for their proposed materials at the time of bidding they must arrange for the testing described in SOW paragraph 5.12 below prior to general production.
Shipping, Delivery, and Installation. The panels are to be shipped F.O.B. Destination. The contractor is responsible for the coordination, execution of all shipping, delivery, and installation required to satisfy the requirements of the contract (including all necessary payments). Panels shall not be delivered to delivery locations until they are assembled and ready for installation. N o t e : Delivery locations do NOT have storage space available prior to installation. Contractor shall be responsible to remove and dispose of all crating and packaging material utilized during shipping. Every effort should be made by the contractor to recycle or reuse materials utilized for packaging and shipping of panel components. Locations listed in Attachment 2 are found within CONUS & OCONUS.
5.6.3 Installation of panel units are required to start as early as practicable in accordance with the contractor’s proposed delivery schedule and 100% installation of all panel units no later than 1.5 years of contract issuance.
The priority installation ranking for each of the Services facilities can be found in Attachment 2. The contractor shall be able to complete the necessary installations within the specified installation timeframes and clearly articulate how this will be accomplished in their quote(to include at a minimum: production; shipment; delivery;
coordination; planned dates; installation and warranty repairs / replacements; etc.)
5.6.4 The contractor shall notify and coordinate with the designated COR and Military Service location receiving delivery/installation at least ten (10) working days in advance as to date and time of delivery and installation. A follow up notice shall be required forty-eight (48) hours in advance of delivery and installation as well. Product panels shall be delivered on the whole-location concept. If there are multiple Services at a given location, ALL Services will have their panels installed on the same day. If multiple days are required for installation, coordination shall be at least 10 days in advance to the delivery date, and are subject to approval from the COR.
Additional costs incurred for the second day of installation will be at the contractor’s own expense and risk. The Government requires the delivery to each location, all materials needed (no split deliveries for individual locations) so that each location is visited only once (unless warranty work is necessary). Delivery and installation is limited to Monday through Friday, except Federal Holidays. Installation shall not start prior to 0800 and shall not continue beyond 1700 local time on any given day. If installation cannot be completed in one day, approval must be sought from the COR for the second day of work, and will be at the contractor’s own expense and risk.
5.6.5 Installation of individual panel unit systems should be accomplished as quickly as possible. All installation and positioning within each Services facility / office shall be within one working day per installation location (all Services facilities) to minimize workplace disruption. If installation cannot be completed in one day, approval must be sought from the COR for the second day of work, and will be at the contractor’s own expense and risk.
5.6.6 Locations of Delivery and Installation. A complete list of facilities is located within Attachment 2 and includes CONUS & OCONUS facilities / locations. This listing will provide potential bidders better accuracy in proposing shipping, delivery, and installation prices. A price for EACH panel unit described in the first 8 CLIN’s shall include ALL costs associated with (but not limited to) manufacturing, assembly and installation, etc.
Contractor shall also provide shipping and delivery costs in accordance with the pricing bid schedule.
CONUS Locations: Consists of the 48 continental States, including the District of Columbia.
OCONUS Locations: Consists of the Alaska, Hawaii, Guam, American Samoa, Saipan, Virgin Islands, Puerto Rico, and other potential US Territories outside the 48 continental States.
5.6.7 Inventory & Reporting. For each of the identified Services facilities, the contractor shall use Attachment 2 (MASTER Facility listing) for reporting and tracking purposes. To include, but not limited to a “Look Ahead” schedule using the master facility listing. Contractor shall track panel unit quantities that are: 1) ready/scheduled for shipping; 2) shipped; 3) installation start; 4) installation completed; 5) installation issues; and 6) warranty issues by individual Service facility locations and other items determined to be applicable by the Government. Said report will be at a minimum each week to all of the USACE points of contact (listed in paragraph 7.0 below) until the contract is 100% complete. Other reporting items may be required as the contract progresses. Timetable for periodic reporting will be each week on a specified day of the week or as otherwise specified by the Government.
Other ad hoc reporting will be required as necessary to the Government, along with bi-weekly status conference calls and periodic conference calls and in person meetings to address specific issue that may arise during the execution of this contract. All information regarding this contract, schedules, look ahead schedules, master facility listings, testing data/video, databases created by the contractor, etc. shall be stored on CDs, as well as an external hard drive. Two sets of CDs and the external hard drive shall be provided to the Government upon completion of the panel installations.
5.8 Warranty. The contractor shall provide the standard manufacturer's warranty for the panels and their peripherals and shall provide the Government with details regarding the duration and breadth of coverage included in the standard warranty. Upon award, the warranty becomes enforceable as proposed by the contractor.
5.9 Government-Furnished Property (GFP). The Government will not provide services or equipment to the Contractor for this requirement.
5.10 Mock-up: One full sized mock-up of Panel Type 1 unit shall be provided within 45 days of issuance of the initial contract and prior to general production. Mock-up shall exemplify all aspects of the requirements specified throughout this statement of work. Mock-up of this panel unit shall include the ballistic material, corner brackets, fabric, trim, feet or any other piece / material necessary to be installed as if it were part of general production and to be installed at a facility. Mock-up shall include the Navy color (for fabric & trim), as identified in the award. This mock-up can be used to fulfill project requirements if it meets the standards of the statement of work and is approved by the COR. The mock-up must be delivered, fully assembled and installed by the contractor at a specified location (by the COR for evaluation by the Government. The mock-up installation shall also include the 10 day and 48 hour scheduling / coordination notices. This will allow the government to inspect, review & approve (or disapprove) the designed/constructed product prior to general production and have the contractor make any necessary adjustments. In doing so the contractor will be able to experience the entire process of the contract requirements. Contractor can glean lessons learned from this process, and implement changes for general production, shipping, delivery and installation. IMPORTANT: This mock-up review will need to be conducted within the first 45 days of the contract, with dates to be specified upon award by the COR.
5.11 Government Ballistic Testing. The Government will review the certification and testing submittals of the contractor for sufficiency (see paragraph 5.6.2). Government testing is required under this contract within 30 days of issuance of the initial contract to validate level of protection provided by the selected bidder’s panels. The panel units to be tested shall have all appropriate fabric, trim, feet, battens, connectors, etc. to provide a complete assessment of the panels within the test results. The Contractor will provide a Type 1 panel unit for testing as directed by the Government. Contractor shall also provide for testing to be performed by an independent third-party testing facility / agent. The Government reserves the right to modify the requirements of the testing up until the date testing takes place. The following contains specific requirements of the panel testing.
5.11.1 The contractor shall comply with the testing requirements listed below:
1) The contractor shall perform ballistic testing of one L shaped ballistic panel assembly representative of Panel Type 1.

iii. 4 shots on corner seam – Inside – out
iv. 4 shots on corner seam – Outside – in
v. For seams, impact at center of steel or aluminum batten (+ ½ inch).
vi. 6-8 exploitation shots on panel edges (Top and Side(s) to characterize edge effects). Impact at 1 inch (+ ½ inch) from edge.
5.11.2.4. Direct Fire Skip Angle (4 inch (+ ½ inch) shot spacing)
i. Shoot outside-in only on panel
ii. 5-8 shots starting at 30 degree obliquity. Angle measured from face of panel with 0 degrees being parallel to panel face.
iii. Obliquity incrementally reduced/increased until skip angle is characterized.
iv. Panel will have finished material/tackable surfaces in place for all shots.
5.11.3 Testing Documentation:

6.0. Security Requirements. Contractor personnel working under this contract shall abide by Title 18, United States Code, Section 930 (c) which prohibits possession of firearms or other dangerous weapons aboard / within DOD installations, leased facilities and property. The contractor and all contracted personnel are prohibited from providing any technical information (i.e., level of protection, details of the design, etc.) on this contract to any non-government personnel associated with this contract.
7.0 Contractor Representative. The contractor shall have one designated primary point of contact (POC) to handle communications between the government and the contractor. This POC adequately handles all administrative, managerial, warranty issues, financial and all other aspects of the contract. The contractor POC shall report any issues through the USACE PM, and meet virtually with the USACE PM & COR on a quarterly basis to deliver project status until the delivery order is 100% complete. The POC will also provide weekly status (and other) reports as identified in this statement of work to the Government. Once the contract is awarded, the Government POC’s for this contract are below. 8.0 Funding. Contractor will be required to submit invoices through the USACE Project Manager as specified.
Invoice review and process will be initiated by the PM for all orders that are fulfilled and accepted.
9.0 AT/OPSEC
9.1 All contractor and all associated sub-contractors employees shall comply with applicable facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet access requirements. Contractor workforce must comply with all personal identity verification requirements as directed by the facility local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at facility change, the Government may require changes in contractor security matters or processes.
9.2 All contract employees, including subcontractor employees will be escorted by a Military Service Representative at the facility locations.
9.3 The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e- verify) website to meet the established employment eligibility requirements. The Contractor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
