About this file

This document contains a contractor report summarizing inquiries submitted in response to a solicitation for hydrant fueling system alterations at Little Rock Air Force Base. The solicitation seeks design and construction services for a new pump house with three 600-GPM pumps, filter separators, a jockey pump, and associated piping, valves, and appurtenances. Inquiries addressed specifications for piping materials, level switches, relief valves, experience requirements, and the ability to submit proposals electronically. The Corps responded by allowing various material substitutions and extending experience requirements. The bid due date remains September 16, 2020 with inquiries accepted through August 31, 2020 in ProjNet. The contract is expected to award in December 2020 with completion by June 2022, though an earlier award is possible. The Corps of Engineers Engineering District Little Rock and Little Rock Air Force Base are involved.

Proposal Tab 1, Sub Factor 1.1, Relevant Construction Experience

Submission Requirements.

All other project examples shall include at a minimum two (2) elements of the following four (4)phases of airfield fueling, but may include multiple or all phases: [1] offload, [2] transfer(systems of pumps, filters and pipes), [3] aviation fuel storage, or [4] fuel delivery to equipment that incorporates refueler truck fillstands or otherwise complies with the direct aircraft fueling systems criteria for Type III, IV, or V hydrant fueling systems as specified in the Unified Facilities Criteria (UFC) 3-460-01. The construction contract for these project examples shall be a minimum of $7 million in magnitude.

Would USACE allow a minimum of $5 million in magnitude? Typical contract value for 2 of the 4 items is a $1M-$5M SRM project. This would allow more competitive pricing.

On: Aug 13 2020.

Government Response. . For this factor, the government concurs with the change from $10 million in magnitude to $5 million.

Once access to the airfield is approved, will there be any restrictions on the heavy equipment(cranes, excavators, etc.) unique to this area?

On: Aug 31 2020.

Government Response. . All equipment shall be marked with a 3'x3' flag with checkered pattern of international orange and white 1'x1' squares. Equipment to remain on the airfield after dark or during inclement weather must have a battery-operated, low intensity, omni-directional red flashing light.

Regarding equipment height the preference is for normal day-to-day operations to remain no higher than 15 feet. However, it is understood that due to the nature of the work equipment will need to exceed 15 feet.

With the use of an approved Airfield Waiver, coordination with and approval of Air Operations, and active communication with the tower this threshold can be exceeded. Equipment parked on the airfield overnight will need to be stowed in a position that does not exceed 15 feet.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The specification section was written for large-scale paving projects using only a single-pass, "slipform" paver-finisher using a very low slump concrete. Since the airfield paving is replacing single, small blocks and road paving is small irregular areas with multiple slopes to area drains, we request the following exceptions be allowed: use of vibratory truss screed and hand-held finishing equipment in lieu of paver-finisher; use of a non-chloride, plasticizer to get the slump to a workable 4".

On: Aug 31 2020.

Page 8 of 10ProjNet: Logged In User

Government Response. . The government will allow the use of the vibrating screed and hand tools provided that all other metrics are met. The upper limit on the slump will be 4 inches to include tolerances (ie 3 +/- 1, not 4 +/- 1).

We request that locally available materials, AR DoT mix designs, aggregates and asphalt cement be acceptable as approved in previous USACE projects on LR AFB.
