Arrange work schedule so that the work performed at the Government installation will be during the normal day shift established as 7:00 a.m. to 4:30 p.m., Monday through Friday, except Federal holidays, with the option of working weekends with the approval of the Contracting Officer. Work at the installation during other periods of time will be permitted only on the specific approval of the Contracting Officer or his authorized representative for each specified time. In the event an operation is necessary which cannot be completed within the day shift period specified above without loss or additional cost to the Contractor, the work day period for that operation may be extended upon request of the Contractor and approval of the Contracting Officer.

1.2.2 INSPECTION HOURS

The contract requires that sounding of scour locations be performed in the presence of the Contracting Officer or his representative. These soundings will be scheduled between 08:30 a.m. and 03:00 p.m., Monday through Thursday, excluding Federal holidays; the Government shall be given 72 hours advance notice.

1.3 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER

1.3.1 This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the contract clause entitled "Default (Fixed Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

1.3.1.1 The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

SECTION 01 14 00 Page 2 of 6

1.3.1.2 The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.3.2 The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

MONTHLY ANTICIPATED ADVERSE WEATHER DELAY

WORK DAYS BASED ON (5) DAY WORK WEEK

JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC

15 12 15 11 10 9 5 4 9 10 15 14

1.3.3 Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday.

The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph, above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the contract clause entitled "Default (Fixed Price Construction)"

1.10 CONSTRUCTION CONSTRAINTS

During the months of May, June, July, and August, surveys for Interior Least Tern populations shall be performed in the project area before any work is started. Should any tern be found, “no work shall be conducted within 100 meters (or approximately 328 feet) of any nesting area until nesting activities have ceased and young terns have fledged”. Stockpiled stone or excavated material shall not be placed within 100 meters of nesting locations as required by the "Management Plan for the Recovery of the Interior Least Tern". In addition, these materials shall not be placed

SECTION 01 14 00 Page 5 of 6 in areas or in such a manner that would adversely affect other significant fish and wildlife resources. In the event that least tern nesting areas force delay of the work at any site, and work is required and can be performed at another site within the contract reach, such work will be made available to the Contractor. All expenses in moving to the new site and returning to the original site when repairs can again be made shall be borne by the Contractor.

1.11 RIVER STAGE AND WEATHER LIMITATIONS:

1.11.1 No work will be permitted under this contract at times when the river is at or above natural high bank, or when the local gage in the vicinity of the work indicates flood stage or higher, unless specifically authorized in writing by the Contracting Officer. When construction work is prevented during such times and because of such actions, the Contracting Officer will determine the extent of the delay to the work as a whole, and the time fixed for completion of the contract will be extended for the period of such delay.

1.11.2 Low River Stages

1.11.2.1 In the event low water river stages require the Contractor to lighten his barges to a draft of less than 5 feet or to suspend operations entirely, the Contracting Officer will determine the extent of the delay to the work as a whole, and the time fixed for completion of the contract will be extended for the periods of such delay.

1.12 ORDER OF WORK

1.12.1 Unless directed by the Contracting Officer, construction shall begin with the first item in each task order.

1.12.2 Work on each specific scour repair, shall begin at the upstream end or landward end of each structure and shall proceed downstream or riverward unless variation is authorized in writing by the Contracting Officer.

1.12.3 The Contractor will be allowed to work on more than one scour location at a time provided work on scour locations is not delayed by work on repairs listed in each task order

1.12.4 The Contractor shall not be allowed to stockpile stone on the bank near any repair site.

1.12.5 The Contractor shall not begin placement of stone fill below the water surface when the discharge is predicted to exceed 40,000 feet per second during the required construction period unless otherwise directed in writing by the Contracting Officer. In the event that river stages force cessation of the work at any site, and work is required and can be performed at another site within the contract reach, such work will be made available to the Contractor. All expenses in moving to the new site and returning to the original site when repairs can again be made shall be borne by the Contractor.

1.13 WORK ADJACENT TO AND AROUND GOVERNMENT STRUCTURES

SECTION 01 14 00 Page 6 of 6

1.13.1 The requirements of the erosion control and protection work, such as location, proximity and limits of stone to be placed in structure and bank protection, and in scour hole repairs, will be determined by information provided to the Contractor in each task order and in the field by the Contracting Officer.

1.13.2 Before work is to begin at any site, the Contractor shall inspect that site with the Contracting Officer. The Contractor shall ascertain the types, size and approximate quantities of materials and specific equipment necessary to perform the repairs and/or stone placement indicated at that site and shall have sufficient material, supplies, and equipment available for use at the said site in time to permit the work to begin and progress without delay.

1.13.3 For underwater placement, stone shall be placed with a skip bucket, clam bucket, crane or other approved equipment capable of discharging the material underwater with minimum free fall to reduce segregation. Stone shall be placed systematically beginning at the base of structure slopes.

When placing large stone near existing structures, including concrete walls, concrete pilings or sheet pilings as well as dams and locks, stone shall be mechanically placed with equipment suitable for stone of the Graded R2200 size for a distance of 25 feet up to and adjacent to the concrete structures, in a safe manner that prevents any damage to the structure.

1.14 WORK BY OTHER CONTRACTORS ON BANK STABILIZATION STRUCTURES

The Government reserves the right to contract with other contractors to do bank stabilization and channel improvement work during the ***AMD01***360 day performance period***AMD01 of this contract provided the Contractor (or Contractors) for work of this contract receives a minimum contract amount of $250,000.
