About this file
This amendment to a solicitation modifies the acquisition from a small business set-aside to unrestricted and incorporates a HubZone price evaluation preference. The solicitation is for elevator maintenance and repair services at John Day Dam in Oregon. The contractor will be responsible for cleaning, maintenance, inspections, repairs, and replacements to elevators, escalators, and associated equipment and components. The contractor must be licensed for elevator repair in Oregon. Only manufacturer-recommended parts and lubricants may be used. If original equipment has been modified, repairs must meet manufacturer specifications or an approved engineered solution. The Army Corps of Engineers district office in Portland, Oregon issued the solicitation. Pricing will be evaluated by adding a 10% preference factor for offers from HUBZone small businesses and by adding the total option prices to the base requirement price.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, with price being the only factor considered. Note, since this solicitation is advertised as Unrestricted (Full & Open Competition) offers will be evaluated in compliance with FAR 19.307, Price Evaluation Preference for HUBZONE small business concerns.
19.1307 Price evaluation preference for HUBZone small business concerns.
(a) The price evaluation preference for HUBZone small business concerns shall be used in acquisitions conducted using full and open competition. The preference shall not be used-
(1) Where price is not a selection factor so that a price evaluation preference would not be considered (e.g., Architect/Engineer acquisitions);
(2) Where all fair and reasonable offers are accepted (e.g., the award of multiple award schedule contracts);
or
(3) For the reserved portion of a solicitation for a multiple-award contract (see 19.503 <https://www.acquisition.gov/far/part-19#FAR_19_503> ).
(b) The contracting officer shall give offers from HUBZone small business concerns a price evaluation preference by adding a factor of 10 percent to all offers, except-
(1) Offers from HUBZone small business concerns that have not waived the evaluation preference; or
(2) Otherwise successful offers from small business concerns.
(c) The factor of 10 percent shall be applied on a line item basis or to any group of items on which award may be made. Other evaluation factors, such as transportation costs or rent-free use of Government property, shall be added to the offer to establish the base offer before adding the factor of 10 percent.
(d) When the two highest rated offerors are a HUBZone small business concern and a large business, and the evaluated offer of the HUBZone small business concern is equal to the evaluated offer of the large business after considering the price evaluation preference, the contracting officer shall award the contract to the HUBZone small business concern.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total evaluated price will include the base period, Option Years 1 - 4, and one-half of Option Year 4.
W9127N21Q0124
Offerors are required only to price the base and four options. Offerors shall not submit a price for the potential six- month extension of services period.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
