MAGNETEK IMPULSE G+VG+ SERIES 4
VARIABLE FREQUENCY DRIVES
NAME BRAND DETERMINATION
1. CONTRACTING AGENCY:
Portland District, U.S. Army Corps of Engineers, Contracting Division, 333 SW First Avenue, OR 97204-3495.
2. DESCRIPTION OF ACTION:
Approval is being requested for a new firm fixed price contract, to purchase 14 Magnetek Impulse G+VG+ Series 4 Variable Frequency Drives for cranes and their associated dynamic braking units and resistors.
3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF
CONSTRUCTION:
The Magnetek Impulse G+VG+ Series 4 Variable Frequency Crane Drives are required as replacements for the Bridge Crane #1 VFD’s and Bridge Crane #2 VFD’s utilized at Powerhouse 1.
4. AUTHORITY CITED: FAR 13.106-1(b)(1) Soliciting from a Single Source, application for brand name.
5. REASON FOR AUTHORITY CITED:
a. Background: Bonneville Lock & Dam requests the replacement of the Bridge Crane #1 and Bridge Crane #2 VFD to be Magnetek Impulse G+VG+ Series 4 brand in order to be consistent with the other main cranes at the project.
b. Justification: Replacement of the bridge crane VFD’s needs to meet standardization initiatives in order to reduce life-cycle costs and excessive operation and maintenance considerations. Main cranes at the project including Gantry Crane #3 and Gantry Crane #4 at Powerhouse 1, Gantry Crane #7 and Bridge Crane #3 at Powerhouse 2, Gantry Crane #5 and Gantry Crane #6 at the Spillway all utilize Magnetek Variable Frequency Drives and the project request the ability to keep all new or rehabilitated crane VFD’s consistent with those currently in use. The required VFD’s include hardware and software that are intellectual property protected by copyrights, patents, or similar laws. The hardware and software are functionally linked and legally protected from copying. Different VFD equipment would require unique product software and would require manufacture-specific training and licenses at additional cost to the government. VFD settings are easily transferred from/to the same type of VFD, without additional tuning, reducing downtime. Standardizing VFD’s, related equipment, and software will save taxpayer dollars by taking maximum advantage of existing investments in personnel training and experience, as well as reduced investment in spare parts inventory.
c. Impact: Not having the same type of VFD will require Bonneville Project to purchase additional spare parts, additional software, train personnel on the maintenance and troubleshooting of the new VFDs, support the additional cost of onsite support until sufficient project expertize is built to the level required support the new brand name VFDs. The replacement of the Bridge Crane #1 and Bridge Crane #2 VFDs will be performed with in house labor, and different brand name VFD could require longer replacement time at additional cost for the government.
6. EFFORTS TO OBTAIN COMPETITION: Vendors that can provide this supply will be notified via either formal or informal Request For Quote. We determined there were 12 distributors within 100 miles of Bonneville Project.
7. ACTIONS TO INCREASE COMPETITION: No other manufacturer’s equipment at this time will satisfy the requirement of maintaining consistency across the main cranes at the project by being a direct replacement for Magnetek Impulse G+VG+ Series 4 brand. Due to the dollar amount there will be a solicitation put out on FedBizOpps to increase the amount of vendors.
8. MARKET RESEARCH: Market research was conducted using GOOGLE search engine to locate multiple distributors of Magnetek products. Market research identified many distributors for the Magnetek products to include 12 within 100 miles of Bonneville Lock and Dam.
9. INTERESTED SOURCES: One WA state vendor have expressed an interest and is able provide competitive pricing. To date the other two sources we contacted have not expressed an interest in writing. However, all offers received shall be considered.
