Statement of Work (SOW)

Bldg 620 Retrofit Channel/Infiltration Swale

Project Description: The project purpose is to retrofit an existing concrete channel that runs between Bldgs 619, 620, and 622 with an infiltration swale and provide other landscaping improvements to promote storm water infiltration, improve water quality, and prevent flooding and runoff.

1. General:

1.1 Description of Services: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to retrofit an existing concrete channel that runs between Buildings 619, 620, and 622 on the

Presidio of Monterey. This includes, but is not limited to: removing the existing concrete v-ditch, installing a cobble-lined infiltration swale with surrounding native riparian vegetation and improving the existing outdoor gathering area with permeable paving, vegetation, and seating areas. The contractor shall perform to the standards in this contract and all work shall be in compliance with the current editions of all applicable codes and standards.

1.2 Background: The existing concrete channel that runs between Bldgs 619, 620, and 622 does not effectively capture and divert storm water runoff, and instead collects and pools near the sidewalk around Bldg 620. During heavy rain events, the sidewalk becomes flooded, creating a nuisance for the building’s occupants. It also presents a hazard as people may be forced to walk in the street instead of the sidewalk.

1.3 Objectives: The primary objectives of this requirement are to mitigate sidewalk flooding at Bldg 620, and to reduce the quantity of stormwater runoff and provide water quality benefits in compliance with the NPDES General Permit for Phase II Small Municipal Separate

Storm Sewer Systems (MS4).

2. Scope of Work:

2.1 The contractor shall provide labor, material, equipment, transportation, and project management to execute and complete the subject project. Work requirements include, but are not limited to, the following:

General

a. Contractor shall be responsible to provide necessary geotechnical engineering and survey data, and coordinate and provide design and engineering services for removal and disposal of the existing concrete channel, and installation of the swale, surrounding landscaping, and seating areas.

b. Photo authorization is needed if photos/videos will be taken of the project site. Refer to

Command Policy #21, Technical Exhibit 8.

c. Field verify all measurements.

d. Provide survey data of alignment and elevation to design engineers.

e. Provide a site design by a registered professional engineer for review and approval by the

Government prior to commencing demolition or new work.

f. Properly dispose of any or all excess fill and other construction debris off post.

g. Maintain compliance with all environmental stipulations (See Section 5).

h. Contractor must notify PG&E, DigAlert, and POM DPW (831-242-7768) for utility clearance at least two weeks prior to construction.

i. Minimize the amount of excavation taking place on this project.

Demolition

j. Obtain utility clearance.

k. Remove the existing concrete v-ditch (approx. 320 LF) that runs along the south end of

Building 620.

l. Dispose of all debris off post.

New Work (Contingent upon Government approval of design)

m. Conduct site visits to obtain field measurements.

n. Design a cobble-lined infiltration swale with underground overflow pipe, rain gardens, and seating areas based on concepts provided in Exhibits 2, 3, and 4 with the following design and sizing assumptions for the swale:

Design Parameter Value

Drainage Area to Project 80,000 SF

Bioswale Area 1,950 SF

NRCS Hydrologic Soil Group D

Assumed Infiltration Rate 0.25 in/hr

Composite Runoff Coefficient

(C)

0.23

Area-weighted Abstraction 0.19 in

Assumed Ponding Depth 6 in

Assumed Soil Media Depth 12 in

Design Runoff Volume 2,715 CF

Design Storm Depth 2 in

Design must be approved by a registered professional engineer. Provide the design and plans to the Government for review and approval prior to commencing installation of swale. Site design will be based on field measurements and other data collected during site visits. The swale and surrounding landscaping shall be designed to slow runoff and allow for maximum infiltration.

o. Swale will tie into Presidio of Monterey’s existing storm water conveyance system.

p. Tie the downspout on the southeast corner of Building 620 into the new swale.

q. Upon Government approval of the design, install swale, surrounding landscaping, and seating area per design.

r. Restore disturbed area where v-ditch was removed to original habitat with Government-approved hydroseed mix. Area must be stabilized with 70% coverage prior to project completion date.

s. Dispose of all construction debris off post.

2.2 The contractor shall provide at a minimum the following technical submittals for review by the Government. Allow two weeks for review.

a. Project schedule

b. Geotechnical data

c. Project site plans/design

d. Erosion control measures

e. Proposed vegetation & hydroseed mix

2.3 Contractor shall meet with DPW POC and COR weekly to update on construction progress.

2.4 Upon completion of the project, Contractor shall provide manufacturer’s warranty for any installed parts and systems, as well as contractor warranty on labor and workmanship.
