Retrofit Framings Section 05 16 50 – 1.03 – A – 2. “Approval shall have been granted to any manufacturing facility producing the retrofit roof framing system components by the MBMA and IAS (International Accreditation Services), for quality assurance in manufacturing operations. A letter from the manufacturer certifying compliance will accompany the product approval submittals.” We ask to waive this approval in lieu of our Factory Mutual accreditation, which is similar in requirements. Or as an alternate accreditation. We recently did a retrofit project for at Avon Park Air Force Range, FL with similar requirements.
Atkins will not recommend waiving these industry accepted standards/accreditation.
These associations set a minimum standard in an objective manner which is generally accepted in the Metal building manufacturing industry.

BUILDING 1885, Re: Drawings T‐102 and Legend on E‐001 and Spec Div 27. Is there any equipment to be provided or is the work strictly the wiring, conduits and boxes? If so, please clarify/specify the equipment to be provided.
Contractor shall comply with the requirements indicated on the drawings and in specification section 271000 Building TelecommunicationCabling System.Work includes, cabling, conduits, supports, back boxes, data outlets and testing. No other telecommunication equipment is included.
3 8/24/2018 Fire Alarm Are we required to meet the requirements of the UFC regarding mass notification systems? The plans and specification do not make any reference to mass notification.

7 8/28/2018 Civil C‐103 The drawings show a transition from 8” pvc to 8” HDPE, then back. That typically implies a directional drill for that area of pipe. This work may require a site contractor to obtain a separate sub to mobilize. It is a relatively short run and could be very expensive. Please confirm if that area must be directional drilled or if it can be open‐cut like the remainder of the water line?
That section is to be directional drill. See callout
33.07. This area is shown
to be directionally drilled to limit the impacts of Southshore Avenue. If that area is to be open cut, the roadway will have to be closed until the roadway is stabilized for traffic.

Limits of work for Milling and Resurfacing of Asphalt ‐‐ Reference Drawing Sheet C‐ 502, Typical Paving Detail and Drawing Sheet C‐106, SITE PLAN. We recognize the Milling and Resurfacing needed at open cuts per Sheet C‐502, but please clarify that the Parking Lot on Sheet C‐106 only gets new striping (no Milling and resurfacing)?
Milling and resurfacing are NOT included in the scope.

The specs for the Fire Hydrants call for “Wet Barrel”.
According to one of our suppliers, the only place they know on the east coast of the USA that has Wet Barrel Hydrants is at Disney World.
It is acceptable to provide dry barrel fire hydrants.
All other hydrants are “Dry Barrel”, including all the existing Hydrants at MacDill.
Wet Barrel Hydrants are commonly used out west where frost is not an issue.
Please confirm that Hydrant status since a Wet Barrel Hydrant is much more expensive than a Dry Barrel.

Reference is made to Section 01 00 00 General Requirements, Paragraph 36, Key Personnel Descriptions states “An individual Key Team Member may not hold more than one key role. The following are minimum qualifications for the key personnel” The Key Personnel include Project Manager, Site Superintendent, Quality Control Manager, and Safety Manager. Reference is also made to Section 01 45 00.00 10 Quality Control, 3.4 Quality Control Organization, 3.4.1 Personnel Requirements states “The Safety and Health Manager will also serve as a member of the CQC Stall Personnel”. It also states “The Contractor’s CQC staff must maintain a presence at the site at all times during progress of the work”. It is our interpretation the project staff shall include full time Superintendent, QC Manager, and Safety Manager and they shall be On‐Site at all time during construction. The staff also shall include a Project Manager but he does not have to be On‐Site at all times during construction. Please confirm this is correct?
Required on‐site staff includes Superintendent and SSOH. QC Manager and Project Manager are not required to be on‐site at all times.

Both projects (Buildings 1885 and 1886) call for a preconstruction building survey for asbestos‐containing materials. This is confirmed in Section 01 11 00 Summary of Work and 02 82 14.00 10 Asbestos Hazard Control Activities. In Section 02 82
14.00 10 Asbestos Hazard Control Activities, Part 1 General it states “Should the Contractor’s survey indicate presence of ACM, the abatement and remediation work will be performed as additional project scope under the provisions of the specification.” It is our interpretation is that the General Contractor shall include the cost of an asbestos survey in our bid and if after the survey asbestos remediation is required the work will be performed as a change order to the contract.

Both projects (Buildings 1885 and 1886) include Section 02 85 00.00 20 Mold Remediation.
The specification makes reference to a mold survey being performed (see 02 41 00 page 3, "the contractor shall provide a Microbial Assessment Visual Field Report for each work area and material within the work area") and for actual mold remediation work as well (see 02 41 00 page 3, "If contaminents are identified, the remediation shall be performed as base scope in accordance with the provisions of Section 02 85 00.00 20 MOLD REMEDIATION"). This is confusing in what we are actually to include in our bid. It is impossible to properly price mold remediation work if the

It is our interpretation that for the bid we are only to include the cost of a mold survey and that any actual mold remediation work will be performed by a change order to the contract? It has been our experience on other construction projects located at MacDill AFB that all of the exterior colors will match the base design standards. Please confirm this is correct?

It is not required behind the CMU. Only at exterior soffit locations with metal framing and Fascia locations with metal framing.SURE‐Board Exterior Blast Resistant Panels Series 200B shall be the basis of design, follow manufacturer’s installation instructions. Section 10 26 41 is not applicable for Blast resistant panels.

29 9/18/2018 Is it in the Contractor’s scope of work to remove the user’s furniture and equipment?
There is no specific requirement found within the plans and specifications for for removal of furniture and equipment, with the exception of some specific items called out in Demolition notes.
However, where furniture and equipment is within the buildings and not specifically called out to be removed/demolished, it is the contractor's responsibility to protect government property from damage as a result of construction activities in accordance with FAR clause 52.236‐9. If the existance of equipment or furniture unreasonably interferes with the work required under the contract then the Contractor should notify the Government to make arrangements for removal.
30 9/18/2018 S‐408 B1885: Please provide an elevation view of the platform on 1/S‐408. There are two top of steel elevations shown (0’‐4” and 12’‐4”) indicating two levels, but the section cut 4/A‐ 201 shows only one level.
Please clarify.
Top of structural steel at the equipment platform is 0'‐4". There is also steel framing above the DOAS unit at 12' 4', which supports ductwork.

This is a standard detail which only applies to window openings in a CMU wall.
35 9/21/2018 S‐401 B1886: Details on S‐401 are for reinforcing the jambs at new windows, but there appear to be no new windows for this building. Should the structural details on S‐401 be included even if there are no new windows?
Sheet S‐401 does not relate to windows. Sheet S‐404 "Window Support Details" includes details for reinforcement of window openings subjected to blast loads. Refer to Architectural drawings for location information.
36 9/21/2018 A‐201 B1885: per the elevations 1 &2 on A‐201 it appears that the new mezzanine has a fence around it, but there is not one shown on the floor plan.

The bullet resistive material provides the degree of blast resistance required at the soffits. The Section title is appropriate.

S‐406
B1885: The legend on sheet AD105 calls for the soffit assemblies to be removed, and on sheet A‐302 note 5.13 calls for new soffit framing, but the soffit sections on S‐406 call for the existing soffit framing to remain. Please clarify which is correct.
Provide new soffit framing due to it being a part of the Roof retro‐fit system.
43 9/28/2018 B1885: The response to RFI 22 and 23 note that Sure Board does not meet the requirements of section 10 26 41, please list the basis of design product that does meet the specification. Also, note that the specification calls for ¼ sheets, but detail 7/A‐511 shows ½” sheets.
Response to 22 and 23 are updated. Please provide blast resistant panels as defined on the Structural Drawing, S‐406. SURE‐ Board Exterior Blast Resistant Panels Series 200B shall be the basis of design, follow manufacturer’s installation instructions. Section 10 26 41 is not applicable for Blast resistant panels.
44 9/28/2018 B1885: The response to RFI 31 says that detail 9/S‐408 should be 8/S‐408 and it comes from 2/S‐408, but that does not help clarify the construction. The verticals on 9/S‐408 are not labeled. A note says bracing at 3 bays each side, but only one is shown on plan. A note calls for (4) L3x3x3/8, but only two are shown. There needs to be elevations of two sides to make the platform construction legible.
Please see attached sketch SSK‐01 for clarification.
45 9/28/2018 The response to RFI 35 says to look at S‐404, but there is no sheet S‐404 in B1886 set. The question is for B1886, is reinforcing the window jambs per S‐401 part of the contract work?
No, do not provide reinforcing for window jambs for B1886.
46 9/28/2018 B1885: The response to RFI 36 says the fence at the mezzanine is shown on A‐102, but that is not correct. There is no fence shown, and there is no item on the key description box on the page that references a fence. Please show on the plan the extents of the fence.
