INVITATION FOR BID (IFB) BASICS

In the invitation for bid (IFB), FAR Part 14, process, a public bid opening occurs when the bids are due and the prices are read to the public
There will be no discussion
No correction of mistakes in most cases
Award is always to the low, responsive, responsible bidder

BASIS FOR AWARD

FAR 14.101(e) After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.

WHAT IS THE CONTRACT PERIOD?

Construction period is 365 calendar days after receiving the Notice to Proceed.

This does not mean you have to take the entire period if the work can be accomplished in a shorter schedule.

(Refer to civil drawings CS-103 for extent of work). This is shown as Bid Option (Optional Line Item) No. 4 in the specifications.

WHAT TO EXPECT AT OPENING

Official Time based on www.time.gov, bid opening officer (BOO) will announce exact time bids are due and that no more bids will be accepted
If there are ABI’s, the amount of funds available will be announced, and announced for each source of funds
Bids are opened and read out loud with no comment on responsiveness (FAR 14.301) of bids, and recorded
BOO opens Government estimate, records
Abstract will be certified and posted to www.fbo.gov as soon as practical. Low bidder determined in accordance with DFARS 252.236-7007
