MEMORANDUM FOR RECORD

SUBJECT: Minutes of Pre-bid Conference and Site Visit, Solicitation W911YN-18-B- 0001, Project LSGA019179 Replace Fire Crash/Rescue Station

1. The list of contractors attending the meeting is shown on the attached attendance roster. The following Government representatives attended the subject meeting at 10:30 am local, 09 July 2018 in Building 1005, 125th Fighter Wing, Jacksonville, FL:

2. The following items were discussed during the Pre-bid Conference:

a. This is an invitation for bid (IFB) in accordance with Federal Acquisition Regulation (FAR) Part 14.

b. The solicitation is set-aside 100% for small businesses

c. Interested offerors must be registered in SAM. Go to https://www.sam.gov

d. All solicitation documents are found on www.fbo.gov (FBO). Plans and specifications are marked “locked” and Contractors need to request explicit access.

e. All questions must be submitted in writing via email, especially technical questions, to brian.j.williams9.mil@mail.mil. DO NOT contact the designer of record or military/government members. All questions and answers will be posted with the solicitation on FBO.

f. Attendance at the pre-bid/site visit is not mandatory.

g. The contract period is 365 days after notice to proceed.

h. Solicitation includes clause 52.219-14—Limitations on Subcontracting.

i. A secondary organized site visit is being contemplated by the Government.

j. Contractors were advised to check FBO for updates.

k. The attendance roster will be posted to FBO.gov

l. Refer to provision 252.236-7007—Additive or Deductive Items, for information on how low offeror will be established.

3. A PowerPoint slideshow presentation was briefed and is attached.

4. A guided site visit of the construction site was conducted. Photographs were not allowed. Contractors were advised to submit all questions in writing as no answers given to any questions are official unless in writing.

5. The pre-bid conference and site visit concluded at approximately 12:00 PM.
