SECTION 00 21 00 - INSTRUCTIONS

The following have been added by full text:

QUESTIONS AND ANSWERS

RESPONSES TO QUESTIONS RECEIVED (1-28)

Q1: We are interested in pursuing the project to rehab the existing triple-wide modular building and install a new double-wide modular office building. Does the existing triple-wide building on site that will be renovated contain asbestos?

A1: As far as it can be determined, there is no asbestos in the existing building.

Q2: Is there any mold in the existing triple-wide building that will need to be remediated?

A2: As far as it can be determined, there is no mold in the existing building.

Q3: Section 1.4 DESCRIPTION OF WORK states, “Obtain and pay for all required permits and inspections of the building construction as required by State and local authorities having jurisdiction. Licenses, impact fees, utility fees, state and local taxes, and any and all permit cost that may be imposed are to be included in the proposal.” Please identify permits, permit fees, licenses, impact fees, state and local taxes, utility fees are being referenced.

A3: The Contractor has the responsibility of investigating, obtaining and paying for all necessary permits, licenses, etc.

Q4: What is the voltage of the overhead power lines?

A4: Per the reference drawing showing the existing Lower Mon Area Office (LMAO) building electric service, the existing transformer pole has a 100kVA, 120/240 V, 1 phase, 3 wire transformer attached to it.

Q5: On the breezeway side of the building, there are wires coming out of the exterior lights that run on the roof. What do they supply, and do we need to rework them?

A5: The subject light fixtures were added after the building was constructed. The wires are the power cables to the lights and come from an existing fixture on the front of the building. These cable will have to be adjusted as needed to accommodate the required construction.

Q6. Are the existing tanks filled with flowable fill?

A6: The 11,000 gallon UST was filled with a controlled low-strength material (CLSM) in 2002.

Q7: Please show approximate location of sewer and water.

A7: Reference Drawing Sheet ID SK-01 shows the approximate location of the sanitary sewer line and the water line tie in. Contractor is required to perform utility investigation and determine locations for tie in / connection; etc.

Q8: Will the office be occupied while the work is being done?

A8: Yes. Reference Section 01 35 00.00 08, para OPERATION OF GOVERNMENT FACILITY.

Q9: Will the USACE be responsible for moving existing furniture?

A9: Yes. Contractor shall coordinate the furniture moving very closely with the office staff.

Q10: Will we be replacing all the floor tile in the existing office building?

A10: No

Q11: Are there soil reports? Is a Geotechnical Report available?

A11: No reports of these types are available.

Q12: Fire protection?

A12: There is no fire suppression system in the existing office building. The existing “Tattletale Security System” consists of two smoke detectors that will generate an automatic call to the monitoring system if triggered.

Q13: Are there any asbestos or lead paint reports?

A13: There are no asbestos or lead paint reports available.

Q14: Can you provide full size scaled drawings. The drawings we received are 11 x 17 at full size.

A14: Yes, full sized scaled drawings can be provided. The current Attachment 2, Sketches and Ref Drawings, Feb 2019, Lower Mon Area Office Rehab has been replaced with a copy of the full size scaled drawings.

Q15: Are we required to fill out both pages 3 and 4 (Item No. 0001 and Bid Schedule) along with the Bid Schedule (Excel document) provided with the bid package? They seem to be duplicates.

A15: Since the completion areas on the Bid Schedule in the Solicitation (pages 3 and 4) does not contain much space, the Bid Schedule has been provided as an Excel File for completion and submission with the Bid Package.

However, the total on the Bid Schedule should be transferred to the total for Item No. 0001 located on page 3 of the Solicitation.

Q16: The specifications indicate that the new slide gate’s power is to be supplied from the main service near the utility pole. At the site visit we did not notice the pole. Is it back by the existing electrical panels indicated on drawing SK-01?

A16: CLIN 0015 is deleted from the BID SCHEDULE. References to New Slide Gate have been deleted from respective Sections of the Technical Specifications.

Q17: Does the conduit feeding the new sliding gate have to be encased in concrete?

A17: CLIN 0015 is deleted from the BID SCHEDULE. References to New Slide Gate have been deleted from respective pages of the Technical Specifications.

Q18: There does not appear to be any specs related to the new electrical slide gate.

A18: CLIN 0015 is deleted from the BID SCHEDULE. References to New Slide Gate have been deleted from respective pages of the Technical Specifications.

Q19: Drawing SK-03 has a note for the stairs to be moved, “FURNISH AND INSTALL NEW ALUMINUM

STAIRS W/PLATFORM AND HAND RAILS. NEW STAIRS SHALL BE SIMILAR TO EXISTING

STAIRS LOCATED ON OPPOSITE SIDE OF THE BUILDING.”

Are all new stairs for this project to be similar to those located on the opposite side of the existing building?

A19: Yes.

Q20: Mentioned at the Site Visit were Modular or Stick-Built. Which one is it that is being asked for this project?

A20: Building provided to be a metal or modular style pre-engineered construction. Specifications have been revised.

Q21: The proposed drawing shows an exterior door on a mateline from the breezeway. Which module would you want the door to be located on?

A21: For the Existing Building, Reference Drawing A2 indicates that the dimensions of the existing building will allow the exterior doorway to be placed in Module #1 directly across from where the interior door is shown as removed in order to create the new breezeway foyer.

For the New Building, Note No. 3 on SK-02 states that “The layout is provided for illustration purposes only.

Contractor is responsible for coordination and layout of all improvements with final approval by the Contracting Officer”. Additionally, Section 01 11 00, Paragraph 2.1.1.3 a. allows the building dimensions to vary by plus or minus five feet in either dimension (total length or width).

It cannot be determined whether there is a “mateline” conflict with the new building layout as illustrated. Conflicts will be dependent on what type of building is proposed and submitted for review.

Q22: With regards to Question 21 (Q21), since the hallway is no longer centered on the mateline, this affects the dimensioning of the offices. Three offices would be 10x14’ and one office would be 10x11’ with the current dimensions. There are two options, extend the overall length of the building another 4’ and 10x15’ or keep the 60’ and have a smaller office. Please advise.

A22: See response to Question Q21 regarding mate line conflict and building dimension variance.

Additionally, the size of the utility room ONLY can be decreased as needed to accommodate the door shifting away from the illustrated location if it is unavoidable.

Q23: What material do you want for the exterior of the new building? The existing building has T-111 which does not hold up for the long term. I would recommend smart panel.

A23: Replacement is to be in kind. T-111 is required.

Q24: The specifications do not point out the type of frame on the new building. The existing has a perimeter frame. In addition, I would recommend a clear span building for the ability to reconfigure and have no interior columns in the building.

A24: Contractor is responsible for providing all information related to and submitting information for building type, method of construction, as well as design. A clear span building (of some type) may be one of the options considered by the Contractor that will allow for the new building to be configured as shown in the sketches. See response to Question Q21 related to building dimension variance.

Q25: Specify the required fiber optic cabling from existing office building to new building utility room.

A25: Reference to fiber optic cable has been deleted and replaced with CAT 6 ethernet cable.

Q26: Can fiber optic cabling installed within existing office building be installed in open air?

A26: The CAT 6 cabling (see response to Q25) needs to be kept indoors and can be run through the drop ceiling without conduit. There should not be a need to run it outside, but if it does it must be in conduit.

Q27: Please specify minimum lumen output rating for exterior lighting fixtures.

A27: Reference Section 01 11 00, Paragraphs 2.1.3.1.k and 2.3.2.2 for the output rating for the exterior light fixtures.

Q28: Please clarify if data outlets shall be comprised of a minimum of one data port or a minimum of three data ports.

A28: Reference Section 01 11 00, Paragraph 2.1.3.1 which states that for each office ... “at least one data port”… and for conference room… “a minimum of four data ports”.

00 73 00 - 6 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER

a. This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with FAR clause 52.249-10 entitled "Default (Fixed-Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied.

(1) The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

(2) The unusually severe weather must actually cause a delay to the completion of the project. This delay must be beyond the control and without the fault or negligence of the Contractor.

b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.

MONTHLY ANTICIPATED ADVERSE WEATHER DELAY

WORK DAYS BASED ON (5) DAY WORK WEEK

JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC

12 9 7 6 5 6 5 5 4 4 5 11

c. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more on the

Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph b. above, the Contracting Officer will convert any qualifying delays to work days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with FAR clause 52.249-10 entitled, "Default (Fixed-Price Construction)".

d. The anticipated adverse weather work days listed above are based on days with precipitation greater than 0.1 inch and/or maximum temperature below 32 degrees F. The numbers shown represent the number of work days (not calendar days) normally expected to have these particular weather conditions based on historical data obtained from the "Climatography of the United States No. 20". The actual number of days will vary. This information is furnished for computation of possible time extensions due to weather delays and is not intended to imply that no work can be done on these days. The Contractor shall make his own determination of the effect of these conditions on his operations under this contract, and schedule his work accordingly.

00 73 00 - 7 WORK PERFORMED BY CONTRACTOR

Within ten (10) calendar days after award of the contract, the successful bidder will be required to furnish a description of the work which he intends to perform with his own organization, the percentage of the total work this represents, and the estimated cost thereof.

00 73 00 - 8 CONTRACTOR QUALITY CONTROL
