Projects under this threshold will not be issued on an individual task order FORM 1155, however, all requirements of the contract award, and all policies and procedures will be applicable to projects ordered by the designated official.
Contractor will still be required to negotiate quantities/specifications for the project with agreement/approval by the ordering official.
Projects awarded through the ordering official may count toward fulfillment of the minimum guarantee amounts. If in the event that not enough projects are processed under the minimum guarantee task order as described elsewhere in this solicitation and resultant contract, then the Government reserves the right to use any or all project amounts processed through the Ordering Officer to count toward the fulfillment of the required minimum guarantee.

b. The following describes the procedures to be used for ordering items under this contract by using the Federal Government-wide purchase card. The Government reserves the right to unilaterally terminate the use of the credit card at any time.
(1) All ordering officers may use the Government-wide purchase card, commonly referred to as the Government "credit card," as an alternative method of ordering and paying for purchases made under this contract. Purchase card orders are subject to all terms and conditions of this contract, unless otherwise stated in this provision or another provision in this contract.
(2) The purchase card is specifically designed for use by the Federal Government. The purchase card is like a typical commercial credit card. However, the authorization limitations of the purchase card are more specific, i.e., only for a particular contract, monthly limitations, certain categories of products or services, etc. The purchase card will be exclusively used for official Government purchases in accordance with the prices, terms, and conditions of this contract. | (6) When using the purchase card as the payment method, the contractor is required to generate a receiving report in Wide Area Work Flow (WAWF), and the Government acceptor is required to accept the receiving report in WAWF. These reports are mandatory in order to ensure compliance with the Prompt Payment Act requirements for written acceptance. Use of WAWF to create and accept receiving reports is mandatory when the GPC is used as a method of payment against a contract. In order to ensure proper routing of contract transactions paid with the GPC, use the code "CRCARD" in the Pay Official/DoDAAC field. The contractor is required to generate a receiving report in WAWF, and the Government acceptor is required |

EVALUATION OF BIDS
BASIS OF AWARD
This requirement for demolition for Fort McCoy shall be awarded utilizing Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made with reasonable promptness to the responsible bidder submitting the lowest responsive bid in accordance with requirements and provisions herein.
The Government will evaluate proposed prices for balanced and reasonable pricing, using price analysis techniques. Proposed prices evaluated as unreasonable or unbalanced may be grounds for eliminating the bid from award eligibility.
EVALUATION CRITERIA
The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors.
1. RESPONSIVNESS OF BID. For a bid to be determined responsive and considered for award, the bid must comply in all material respects with the invitation for bids. Such compliance enables bidders to stand on an equal footing, and maintain integrity of the sealed bidding system (Subpart 14.301).

1. Shall not qualify the terms and conditions of the solicitation in the submitted bid
1. Shall comply with the instructions of the solicitation.
1. A Bid Bond/Guarantee is required and shall be provided in the amount of twenty percent (20%) of the bid base year price or $3 Million whichever is less. (Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee)
1. Shall submit a complete sealed bid package prior to the cutoff for receipt of bids
Non-Responsive bids will not be considered for contract award.
NOTE: It is the bidder's responsibility to ensure all information/deliverables are provide within the sealed bid package, and that all reporting and requirements are met and confirmation of these requirements provided. The list above is not necessarily all inclusive of required information.
1. PRICE EVALUATION. Unit Prices will be evaluated to determine if they are reasonable, complete and balanced. The price analysis techniques in 15.404-1 (b) may be used as guidelines as per guidance provided in Subpart 14.408-2 to determine reasonableness of price. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information may be required from the bidder to support the proposed price.
i. Total Evaluated Price: The total evaluated price will be a single numeric value, not to exceed 2 decimal places, calculated by the Government, that represents a single value which will be the value used to determine the lowest price and apparent winning bid. The steps and formulas utilized to calculate the Total Evaluated Price are as follows:
a. Contractor fully completes the Attachment 1 - Bid Schedule required information, all values are not to exceed 2 decimal places. (Required fields Highlighted within Attachment 1 document)
b. Attachment 1 Document will automatically calculate all other required figures utilizing the following formulas:
Item Amount = (Est. Quantity) * (Unit Price)
Year Total = Sum of all Item Amounts
NOTE: There will be three year totals one for the base year and each of the two options years.
Offeror's Total Price=
(Base Year Total) + (Option Year 1 Total) + (Option Year 2 Total)
Option for 30% Quantity Increase = (1/3)*(Offeror's Total Price)
Total Evaluated Price= (Offeror's Total Price) + (Option for 30% Quantity Increase )
ii. Balanced Pricing: Offerors are cautioned against submitting a bid that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including Base and Option Years) is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
iii. Definitions:
Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
Completeness/Accuracy. The offeror’s bid is in compliance with the Price instructions in the solicitation.
c. INCREASED QUANTITIES. There is a reasonable expectation that the option quantities will be exercised during the 3 year performance period. There will be a limit on quantities of 30% of the value of the full award. The Government would incur undue expenditures if required to solicit for this additional quantity. The contractor will not incur undue risks as it is anticipated that the market prices for the materials and labor will not fluctuate substantially during the three year period. A notice will be given prior to the expiration of the contract exercising this option. The total value exercised IAW FAR 52.217-6 shall not exceed 30% of the value of the total award.
In accordance with FAR 52.217-6, Should the need for additional quantities arise the Government may exercise it its right to increase quantities in accordance with 52.217-6 (see 700 section). The schedule being used at the time of exercising of the option will dictate the unit price to be used under the clause, in other words if the option for increased during option period three the unit prices in option period price schedule will be used.
The government will not evaluate its option to extend services (see FAR Clause 52.217-8) as part of price evaluation. This option is only intended to extend the ordering period for any quantities not used, not add additional quantity and only will be evaluated based on extending the period of performance. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period (see FAR Clause 52.217-8) The Government may choose to exercise the Extension of Services at the end of any performance period, utilizing the rates of that performance period.
INSTRUCTIONS TO BIDDERS
BID PREPARATION INSTRUCTIONS
The following instructions prescribe the format for the bid and describe the approach for the development and presentation of bid data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of bids. In the sealed bidding procedures the price alone will determine the “Apparent Low Bid”; however the submission of a low bid does not in and of itself determine responsibility of a bidder and therefore it is necessary to require additional information in order that the Contracting Officer may make an award based on the lowest overall priced responsible bidder.

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
QUESTIONS & ANSWERS
Q1. Are there any drawings/as-builds that could be made available to us for Buildings B2118+ B2120, B2122+B2124 + B2197, B2140+ B2142, B2144+B2146 + B2148, B9030, B9056, wooden sheds at the ASP Compound, 12,000 lb. LP Tanks at South post Housing and B6055?
A1: The information the Government has available will be provided via Amendment 1.
Q2: Was there a survey performed for the hazardous materials? Can we get a copy of that survey?
A2: The only report is the asbestos survey report which will be provided via Amendment 1.
Q3: Are disposal/tipping fees a reimbursable cost based on actual copies of disposal tickets/invoices, or do we need to include in demolition/removal pricing? Since it is difficult to estimate weight of materials, we have worked other contracts where the facility includes a line item for disposal costs reimbursement.
A3: No, this contract does not have definitized quantities and therefore disposal / tipping fees need to be included in the demolition removal pricing.
Q4: Are there drawings and/or surveys that the government will be providing for the 2 different “groups” of combined buildings (CLIN 0030 and 0031)?
A4: Please see the answer for Q1.
Q5: Based on conversation from the site walk on Wednesday the 11th of January, it sounds like any drawings and surveys that the government may have, will not be made available to the contractors until later this week, possibly Friday the 20th of January. However, the Q&A period is scheduled to close on Wednesday the 18th of January. This will not allow for any questions that may arise based on the drawings/survey to be asked or answered. Based on this, would it be possible to extend the Q&A period until after the government has made the drawings/survey available? In turn, would it be possible to extend the Bid Due Date out as well, since the information from the drawings/survey is critical in putting the lump sum numbers together for the combined buildings?
A5: An Amendment will be issued via FBO providing the requested documents. At that time a new site visit date will be provided as well as a new date for additional questions & answers and the bid opening extension.
Q6: Due to the current lack of information (drawings/survey) on the combined buildings (CLIN 0030 and 0031), and assuming there is no additional information that will be made available, would it be possible to remove the combined buildings as individual line items, and then add them back into the contract broken down as portions of the other existing line item activities?
A6: An Amendment will be issued via FBO providing the requested documents.
Q7: In reference to CLIN 0028, Removal of Asbestos Walls, can you clarify if this means abatement of a wall texture or if it is an ACM sheetrock wall or what exactly we may be dealing with?
A7: This line item has been used for transit applications.
Q8: For line Items 30 and 31 REMOVE COMBINED BLDGS. The site visit was informative for these two line items, but we need much more information on the buildings, Height, length, width, construction type? Slab, piers (If so how many, how deep what thickness?) Frost walls? Size, depth, thickness. Wooden structure size of the lumber used, any insulation on walls, ceilings etc. Roof type? Shingles? How many layers? Lead paint? Please provide drawings with above information and pictures.
A8: As-built drawings do not exist and therefore are not be provided. The Contactor is required to verify all conditions during the site visit and from historic drawings provided with Amendment 1.
Q9: Are there months of the year when NO work is expected to be performed? If so when did you perform most work historically?
A9: The amount of work issued under this contract is dependent upon the base commander’s mission, congressional appropriation, and weather.
Q10: What was the dollar amount performed each year for the last three years under the existing contract?
A10: The previous contract (W911SA-13-D-0004) was awarded with a value of $2,338,107.00. The total amount spent was $1,315,592.00 between 28 March 2013 to 27 March 2016.
Q11: What is the average size of a bldg. demolished under the existing contract? And were they mostly one or two story wood, masonry or metal?
A11: Approximately 21 single story buildings of various sizes were demolished under the previous contract.
Q12: Depending on the time frame required for you to provide more information on above LUMP sum bldgs. Units 30-31-32-33, it would be beneficial to walk the site AFTER we have the drawings and information. Will a second site visit be conducted so the Contractors can submit accurate pricing?
A12: An Amendment will be issued via FBO providing the requested documents. At that time a new site visit date will be provided as well as a new date for additional questions & answers and the bid opening extension.
Q13: Is a second site visit possible? It would give us an opportunity to verify dimensions and drawings.
A13: An Amendment will be issued via FBO providing the requested documents. At that time a new site visit date will be provided as well as a new date for additional questions & answers and the bid opening extension.
Q14: The fencing line item, has that been widely used? Is it temporary fencing during demolition? Or a permanent fence?
A14: No. The fencing line item is not widely used. Yes, temporary fencing may be used during demolition temporary fencing may become permanent.
Q15: Do you accept the asbestos transite or floor tile at your landfill/recycling facility?
A15: No.
Q16: The time that you allocate for performing the different line items seams a little tight, is it possible to negotiate a more realistic time frame for performance?
A16: These time frames have been an acceptable part of past demolition IDIQ contracts. The total duration of a project is based on the joint scoping of quantities resulting in a total summation of time for a given delivery order per project. Once time timeframes have been established, they are not negotiable.
Q17: In the Total box at end of line items, it is not clear as to what we put in the column "Option to increase QTY by 30% please clarify.
A17: The Contractor does not put anything in this block. It will self-populate based on the overall bid schedule amount. Please review the Supplemental Information in the Solicitation for more details on the option for the 30% increase.
Q18: Are LP tanks above ground are they in good shape (do they leak) and are they empty?
A18: Tanks are empty but the Contractor is required to follow all state and federal regulations regarding their removal.
