Q1: Please provide copy of the site visit attendees of May 9th, 2019?
A1: The list of site visit attendees is not released.
Q2: Confirm that the RFI deadline of May 24, 2019 at 2 PM?
A2: The submission of additional Request for Information (RFI) is 14 Jun 2019 at 2:00PM EST.
Q3: Is the existing fire alarm system zoned independently of the remaining existing system in order to be deactivated during construction? If adjacent/adjoining areas are part of the same zone will they be required to be temporarily operational? Please advise.
A3: The fire alarm system does not have any zones. It is an addressable system, each device reports a unique code to the panel and has to be deactivated independently. Changes have been made to SOW Section 28.
Q4: In the project description regarding the existing flooring it is noted to contain minimal asbestos abatement. At the site visit presentation, we were informed that no asbestos is present and that it will be addressed in an amendment. Please confirm.
A4: Our environmental office confirmed that there is no known asbestos in the flooring. Drawing AD100 has been revised.
Q5: Regarding the existing light fixtures to be demolished a question was raised; are the units known to contain PCB’s/CFL’s relative to the environmental disposal of the ballast and lamps. The CO informed the attendees that they will address it in an upcoming addendum. If that is the case, they can be recorded and provided to Base Environmental for further handling and disposal. Please confirm
A5: There is no known PCB’s/CFL’s contained in the light fixtures. If PCB’s are discovered, the contractor shall notify the Environmental Office immediately. PCB’s and CFL’s shall be turned into the NSSC Environmental Office. Electronic ballasts shall be disposed of in NSSC’s scrap metal dumpster located behind Bldg. 2. SOW Section 27 has been revised.
Q6: There are requirements to trench the existing slab for installation of new plumbing and electrical piping. Is there a requirement to perform a slab GPR prior to work or not necessary? Or there are no know underground obstructions in the areas were the work is to be performed?
A6: There are no known obstructions under concrete slab for new electrical trenches, however; Ground Penetrating Radar (GPR) is required prior to excavation for all trenches under concrete slab. Drawing A100 Demolition Key Note 12A and SOW Section 27 has been revised.
Q7: Will independent testing be required for concrete work?
A7: See SOW section 2.3 requiring the contractor to perform testing for PH content to ensure proper preparation / adhesion for new flooring. For new concrete slab work the contractor shall provide manifest for concrete psi and mix. SOW Section 28 has been revised.
Q8: Per the solicitation page 54 scope of Mechanical we are required to rebalance the system based on the new use of the space. What steps are required by the contactor to achieve this in not having any baseline information provided?
A8: It has been determined that no re-balancing will be required. SOW Section 29 has been revised.
Q9: FRP-1 Fiberglass reinforced panel- please provide the intended manufacturer product type?
A9: For required information to bid, see Drawing G002, Specification 09720: Decorative Fiberglass Reinforced Wall Panels
Q10: Drawing A902 Food Service Line Elevation 2 what is the material/finish of the product?
A10: The new food service line finish material is stainless steel for the counter top and structural elements per SOW, section 2.1 and 28.2. The front of the food service line (see Drawing A902, Front Elevation 2), shall be a plastic laminate covered 3/8” thick marine grade plywood. Paint all exposed surface on back side of plywood with epoxy paint. The front surface shall be removable panels (with tools) that secure directly to the stainless steel vertical support legs. The plastic laminate and paint shall be included in the submittal register for submittal and approval by COR. The plastic laminate will be selected to match the rough-hewn reclaimed, stained plank wood surface on the coffee café area. Drawing A902 has been revised.
Q11. Drawings A500 Detail states match new storefront to existing we have the door and sidelite but can't find the glass type, door type, hardware, finish please provide requested information.
A11: The contractor shall provide an Aluminum and Glass Interior Storefront Door and Sidelight with tempered safety glass manufactured by Kawneer or equal to match existing aluminum and glass store front system and in compliance with International Building Code (IBC). Drawing A500 has been revised.
Q12: Note 4 on AD100 makes mention of asbestos abatement. If ACM is present, how much floor area must be abated?
A12: See response A4.
Q13: Note 7 on AD100 states to remove casework and racking system. Since pictures were not allowed to be taken, please provide the linear footage of casework and racking system.
A13: Metal rack system has been deleted from scope. Drawing AD100 has been revised.
Q14: A note on A200 makes mention of a new drywall soffit, between the 2 spaces, at 8’-6”. There isn’t any hatching noting the dimensions of this soffit. Please provide details of the soffit.
A14: See Drawing A501, new Ceiling soffit Detail ‘A’ has been added and soffit dimensions added to RCP Drawing A200.
Q15: What is the distance from the café floor to the underside of the floor above?
A15: Top of concrete slab to underside of concrete deck in cafeteria varies from 13’-10 “ +,- to 16’-4” +,-.
Drawing A200 has been revised.
Q16: Notes on A100 make mention of aluminum corner guards. We could not find any specs on the corner guards.
Please provide specs on the corner guards.
A16: Refer to United Facilities Guide Specifications (UFGS) Section 10 26 00 for Stainless Steel Corner Guards.
Drawing G002 has been revised to include this.
Q17: Pictures were not allowed yesterday at the site visit. Would it be possible for pictures taken by base personnel to be given out to the bidders?
A17: Pictures were allowed at May 9th site visit with specified instruction restricting photos of guards / people, building entrances, signs and areas not directly in scope of work. A camera pass can be issued to contractor selected for award to one individual upon written request. Responses will be provided, to specific questions submitted, in a format the government feels best conveys the answer and reflected in the contract documents.
Q18: Notes 10, 11, and 12 refer to the general contractor or the plumbing subcontractor to determine pipe connection locations. Is there any further information that can be supplied so quantities for saw cutting, excavation, concrete, etc. can be better determined?
A18: Drawing A100 has been revised. Information provided is all that is known and considered sufficient for the purpose of bidding.
Q19: Is the existing HVAC duct flex duct or sheet metal?
A19: Both flexible duct and sheet metal ducts exist. The contractor shall only need to connect the diffusers using existing flexible duct. SOW Section 29 has been revised.
Q20: The electrical trench detail on E001 shows the bottom of conduit 3-3/4” from top of slab, with 2” of concrete cover over the conduit. Note 12B on A100 refers to a 6” thick concrete slab. What is the slab thickness, and how does this affect the detail on E001?
A20: The concrete slab is 4” thick. Drawing A100 has been revised. Drawing E001 Detail 1, specifies requirement from top of slab and is considered sufficient for the purpose of bidding.
Q21: Note 12F on A100 says to match existing 6”x6” quarry tile after trenching, but A900 shows all new tile floor.
Which is correct?
A21: A900 shows limit of new porcelain tile which doesn’t extend behind food service line counter. Likewise, new epoxy flooring is shown at the Coffee Café area and does not extend behind the food service line counter. A quarry tile patch will be needed to match after excavation of an area approximately 24S.F. to repair the drain, located under and behind the food service line counter. Drawing A900 has been revised.
Q22: Please confirm the fire alarm company for Building # 1.
A22: Simplex is the fire alarm company. The contractor shall be responsible for coordination with Simplex, NSSC Fire Inspector and COR, including but not limited to Simplex required for any reprogramming of the panel and testing of any devices, added or changed. SOW Section 28 has been revised.
Q23: On A500, there is reference to different trims abutting the FRP panels (T1, T2, T3). Are these “typical” FRP trim pieces or something different? If different, what are they?
A23: Drawing A500 has been revised.
Q24: The Equipment Schedule on A901 says that there are 2 each “NN”, but only one is depicted on the plans.
Please clarify.
A24: Only one “NN” equipment is required. Drawing A901 Equipment Schedule has been revised.
Q25: The wall depicted on A500-10 & -11 is noted as a Type 1 wall on A100. It looks to be a Type 1A wall, but the rough-hewn lumber is not depicted on the A500 details. This is also the case with the wall adjacent to the Condiment Area. Please clarify.
A25: Drawing A100 is correct as shown. These are full height GWB walls full height to underside of deck.
Drawing A501 has been revised.
Q26: The casework is called out as maple with melamine interiors. Is it the design intent to have a melamine interior with a wood cabinet? Melamine typically comes on a particle board substrate, not a maple plywood. If the melamine is desired, would a white plastic laminate interior suffice? Please clarify.
A26: The contractor shall provide a maple wood cabinet with melamine covered ¾” particle board shelf, all interior surfaces. Drawing G002 Section 06200, note #4 has been revised.
Q27: The cabinets depicted on A500 do not seem to have drawers, as pulls are not shown. Rather, they seem to have a false front. The specs mention the casework having guides for drawers. Please clarify.
A27: The contractor shall provide cabinet doors and provide one shelf at each cabinet. Door pulls and cabinet hardware to include door pulls shall be submitted by contractor for approval. Drawing G002 Section 06200, note #4 has been revised.
Q28: Do the cabinets have a shelf? If so, is it maple, or is it melamine over particleboard, or plam over maple?
A28: Cabinets shall have pre-drilled holes or recessed standards with metal brackets so single shelf per unit can be adjusted. See also response A26. Drawing G002 Section 06200, note #4 has been revised.
Q29: Do the cabinets have locks?
A29: No locks are required for cabinets. The Contractor shall provide concealed self-closing cabinet hinges.
Drawing G002 Section 06200, note #4 has been revised.
Q30: What is the thickness of the quartz countertop and splashes shown on A500, Condiment Station?
A30: All quartz counter tops shall be 1 1/4” thick.
Q31: The thickness for the wall caps throughout and the countertop on A501 Coffee Café are shown to be 2” thick.
Quartz sheets are commonly 2 cm (approx. ¾”) and 3 cm (approx. 1-1/4”). Please confirm if 2” is the desired thicknesses for the quartz in these locations.
A31: All quartz counter tops shall be 1 1/4” thick.
Q32: Is there any further information for the CSCI Food Service Line Counter as shown on A902?
A32: It is assumed that this question refers to “Contractor Furnished, Contractor Installed (CFCI)” Food Service Line Counter. Drawing A902 has been revised.
Q33: As per Section 00 21 13 - Instructions to Bidders Volume II Factor 2 – Past Performance “Offerors shall submit past performance on construction projects completed in the last three (3) years.” Can this requirement be changed to projects completed in the last Ten (10) years?
A33: No, construction projects completed past three (3) years are not considered recent.
Q34: Mark “NN” Eagle Spec Master Marine Prep Table listed in the Equipment Schedule of Drawing Sheet Number A901 specifies to provide a wall mounted faucet. The product comes with a faucet mounted to the backsplash.
Please clarify if mounting it to the backsplash is acceptable.
A34: Unit integrated faucet is acceptable. Provide submittal for COR approval for faucet and NN equipment.
