Q&A #2 10 July 2017
W911QY-17-R-0024 – ABAV
1. Optional CLIN 0003 and Paragraph C.8.1 call for ABAV size Extra Small. Generation V plates may not be available in extra small. Will this sizing be available at a later date?
A: We require the ABAVs to fit the 5th to 95th percentile of human sizes. It’s up to the vendor to determine what sizes (if any) they want to use. It is also up to the vendor to determine what they want to call their sizes. Size Extra Small may or may not fit within the 5th to 95th percentile of human sizes. Size Extra Small may or may not be proposed. However, we want ten (10) ABAVs for Optional FAT. The ten ABAVs should be proportioned among all of the sizes the vendor proposes.
2. Paragraph L.1 states, “Two Product Demonstration Models,” but in L.2 it states five. What is the required amount?
A: We want FIVE (5) PDMs.
3. Please confirm the components listed C.2.1 are not required to come with the ABAV.
A: We do not want the components (e.g. M-4 magazines, M-9 magazines, etc). However, the five PDMs must be delivered to the Government with pouches, pockets, or other systems that are capable of holding/supporting those components listed at C.2.1. The PDMs must also come with any and all accessories (e.g. harness) required to meet the performance requirements of the RFP and each PDM.
4. With regards to paragraph C.3.6, are you seeking a cutaway vest?
A: We want the plates to be releasable, not the vest. The plates should be able to be inserted and removed when the vest is loaded, unloaded, and in all combat environments including submerged/maritime environments.
5. Will you provide a 45 day extension to this solicitation?
A: No. Industry Day for this requirement was held on 15 March. A Pre-Solicitation Synopsis announcing the RFP was posted on 24 May. The RFP was posted on 28 June. Industry has had sufficient notice and time to prepare for this requirement. If a situation arises before the proposal deadline that warrants an extension, the Government will consider it at that time.
