Q&A #1 6 July 2017

W911QY-17-R-0024 - ABAV

1. Q: Can we submit two different options on some of the subcomponents (e.g. belt / holster)?

A: Yes, however each different option will count as a separate proposal and will require a complete submission package (e.g. all applicable volumes, sections, PDMs, etc). See Paragraph L.5 of the Solicitation. Offerors may submit no more than two proposals.

2. Q: How do you measure Chest Size Circumference and Torso Length to satisfy the requirement of the ABAV to be capable of fitting the 5th to the 95th percentile chest size?

A: Chest Size Circumference: Measure around the chest at the height of the nipple

Torso Length: Measure the user from the top of the back (C7 vertebrae – bony prominence) down to the tailbone (top of the buttocks). Have the individual find the bottom of the tailbone before taking the measurement.

3. Q: The test criteria for floatation states the water wing will be automatically inflated and inflated again manually through the inflation tube. When it states automatic, do you mean with a manual CO2 inflation mechanism, and not that the water wings will have an automatic inflation mechanism installed?

A: CO2 or other manually activated auto inflation followed by manual breath inflation simulating a failed cartridge or need to maintain inflation. Not water activated.

4. The RFP states, “Those Offerors who submit an NOI will receive the RFP attachments.” Are there additional attachments than the ones on FBO?

A: There are no additional attachments to this RFP.
