All ABAVs purchased for the Limited User Evaluations are due 14 days after receipt of the purchase order.

L.3.10. Limited User Evaluations

Limited User Evaluation (LUE) will ensure that the ABAVs are operationally effective and suitable for USSOCOM Operators, and will ensure they meet operational mission requirements and threshold operational performance requirements.

The Government will be responsible for planning, coordinating, executing, and reporting of all LUE events. Events will generate the data required by the evaluators to assess system effectiveness and suitability, when operated by typical end users in a realistic operational environment.

L.3.11. Contract Award

The proposal(s) that represent the best value to the Government, based on a comparative assessment of proposals against the evaluation criteria, will receive an award.

L.4. PROPOSAL FORMAT

Proposals shall be submitted electronically in Adobe .pdf or any Microsoft Office Suite of Programs (e.g. .docx, .xls). All Volumes and Sections must be clearly marked with the applicable titles. Information contained in the successful or unsuccessful Offeror's technical/management or price proposal must be released under the Freedom of Information Act (5 U.S.C. 552) upon request from the public after contract award except to the extent it contains trade secrets and privileged or confidential commercial or financial information. If the Offeror's proposal contains material meeting this description which is customarily maintained in confidence in the course of the Offeror's business and is not otherwise publicly available, and if the Offeror does and is not otherwise publicly available, and if the Offeror does not want it disclosed to the public, he shall mark the title page with the legend that follows:
