W911NF-18-R-0001 Questions & Answers
Q#Paragraph ReferencePage in RFPQuestionAnswer/Response
Attachment 05-TOR 01Attachment 05 page 13.IN TOR-01 - There appears to be an assumption that the key personnel in TOR-01 are the same as the key personnel in the main RFP. But the TOR evaluation criteria state there is a technical approach and a cost/price – not a key personnel evaluation. (TOR paragraph 3.0). The TOR includes Section 3.1.3, stating that key personnel are required to be named as part of the technical approach evaluation. This does not seem appropriate. TOR 3.1.3 dos not state letters of commitment are required as part of the resume format, but the all caps TOR text reads, "RESUMES AND LETTERS OF COMMITMENT SHALL NOT COUNT AGAINST THE 15 PAGE LIMITATION" which apparently implies, that like the main RFP instructions, letters of commitment are required for the on-site services TOR-01.Both Letters of Commitment (LOC) and resumes are required in order to be submitted in response to TOR 01 to be compliant with the TOR requirements. Offerors shall decide if Key Personnel for TOR 01 are the same as or different from the Key Personnel specified for the base IDIQ.
Attachment 05-TOR 01MiscIn order to assure that the Army will have two qualified HUBZone companies bid on this effort, we request that the Army remove the requirement for letters of confirmation AND resumes for TOR 01 - instead the Army can request details on recruitment and retention capabilities of the contractor. We take no exception to letters of commitment and resumes being required for the main RFP for the Program Manager ONLY, which will be a corporate-level function and not a function of the on-site personnel (there is no requirement for the PM to be placed on-site per our reading of the RFP instructions). There is no requirement for the Program Manager to be onsite. Letters of Commitment and resumes are required to be submitted in response to TOR 01 for all proposed personnel.
Attachment 05-TOR 01Attachment 05 page 12.TOR SOW 2.3.2.1 "Operations and Maintenance SME" is over-specified, an individual that, "must have working knowledge of heavy equipment, engine repair, welding, cable fabrication, and minor construction." Should have no need for "a minimum of 2 years' experience supporting facilities on an Army Range." These are generalized skill sets and the additional specification of experience on an Army range only favors the incumbent since there are perhaps a dozen individuals like this in the US. We request the Army delete the phrase "supporting facilities on an Army Range."The phrase "supporting facilities on an Army Range" has been deleted from paragraph 2.3.2.1 of the PWS for TOR 01. See Amendment 0002 to W911NF-18-R-0001-Attachment 05.
Attachment 05-TOR 01Attachment 05 page 12.The requirement for the administrative SME (an admin person to order supplies and other coordination) is overstated - "The individual must have at a minimum 2 years of experience supporting DOD RDT&E" We request the deletion of "supporting DOD RDT&E."The phrase "supporting DoD RDT&E" has been deleted from paragraph 2.3.2.1 of the PWS for TOR 01. See Amendment 0002 to W911NF-18-R-0001-Attachment 05.
Attachment 05-TOR 01Attachment 05 page 13.TOR 3.1 "3.1 Key Qualifications, Certification and Capability Requirements: The Contractor shall currently possess the following qualifications, certifications and capabilities:" We request the change from "currently" to "at time of contract award"Concur. The word "currently" has been deleted from TOR 01 PWS paragraph 3.1 Key Qualifications, Certifications and Capability Requirements and replaced with the phrase "at time of contract award". See Amendment 0002 to W911NF-18-R-0001.
PWS Paragraph 3.2.5Page 8PWS Page 8, paragraph 3.2.5 It states towards the end of the paragraph, "...power generation system packaging and integration, and small unmanned system platform development with those unmanned systems being deployable from combat vehicles including High Multipurpose Wheeled Vehicle (HMMWV) and Light Tactical Trailers (LTT)."These are two very specific vehicle systems, and the ONLY case in the PWS that calls out specific vehicle systems. A contractor working on other, similar vehicle systems would also easily work on these specific platforms. We ask that this paragraph be edited to reflect the paragraph requirements of the other sub-systems - please see 3.2.3, 3.2.3, and 3.2.4 above this paragraph, and 3.2.6, 3.2.7. and 3.2.8 below the paragraph. It is easy to note the un-needed additions to 3.2.5.RFP PWS paragraph 3.2.5 Mechanical Components and Systems has been revised to remove the term " including High Multipurpose Wheeled Vehicle (HMMVV) and Light Tactical Trailers (LTT).See Amendment 0002 to W911NF-18-R-0001.
PWS Paragraph 3.3.4Page 8PWS Page 8, paragraph 3.3.4 states, "including cleared personnel that have undergone Ammunition and Explosives Certification Training necessary to conduct field and laboratory demonstrations, assessments, operational assessments, field experiments, and operational tests evaluations at the U.S. Army's BPRF." Paragraph 3.3.5 is similar. There are no specifics of the ammunition and explosives certification. It appears to be a certification specific to Blossom Point Range Facility. Only the incumbent can meet this requirement. The following regulations mandate training: AMC-Reg 350-4, ATEC-Reg 385-1, DAPAM 385-63 & 64 and DOD 4145.26-M. Per the aforementioned regulations, Blossom Point Army Range requires bi-annual Ammunition and Explosives Certification. No government, military or contractor personnel are allowed unsupervised/unescorted access to the Range without this certification. There are several commercial vendors that offer the A&E Certification and easily scheduled and obtained. The PWS has been revised to reference the aformentioned regulations. See Amendment 0002 to W911NF-18-R-0001.
PWS Paragraph 4.1Page 9PWS Page 9, paragraph 4.1, states, "The Contractor shall currently possess the following qualifications, certifications and capabilities at the time of award:" The terms "currently possess" and "at time of award" are two different instances in time. Using the phrasing "Currently possess" means only the incumbent meets this requirement. "At time of award" means that a new contractor could meet this prior to issuance of contract."RFP PWS paragraph 4.1 Key Qualifications, Certification and Capability Requirements has been revised to remove the word "currently". See Amendment 0002 to W911NF-18-R-0001.
PWS Paragraph 4.1.3 Ammunition and ExplosivesPage 9The RFP requires a certification for Ammunition and Explosives at the Blossom Point Range Facility. What is the nature of this certification? Is it specific to any type of Ammunition and Explosives? Would an individual trained in DoD EOD courses or Munitions Systems qualification (Air Force Specialty Code 2W051) qualify for this key requirement?Yes, an individual trained in the Military with equivalent courses per the REGS would be acceptable provided their training was current. There are several commercial vendors that offer the A&E Certification and it is easily scheduled and obtained.
PWS Paragraph 4.1.4 Commercial DiverPage 9What is the nature of the commercial diver certification required? Would any Associated of Diving Contractors International (ADCI) certification meet this requirement or are there further definitions of the certification required? For example, would a certification related to hazardous waste materials (OSHA 29 CFR 1910.120) or a Liquid Penetrant Testing certification be required?Yes, Associated of Diving Contractors International (ADCI)), Association of Commercial Diving Educators (ACDE), etc are sufficient. No specialty training outside Basic Level Certification is required. No diving below 50 meters is expected.
PWS Paragraph 4.1.4 Commercial DiverPage 9What Level of Effort is expected for a commercial diving candidate? How many days of diving work could be expected? Background: A commercial diver is a unique skill set for a small company and there is a limit to how a diver could be effectively employed, maintain their trade currency, and improved their skillset. Our company would like to know how much "diving work" is anticipated to prepare a cost estimate. Any descriptions of the nature of the work (underwater welding vs. recovering a sunk item) would be helpful.Dive Operations are expected to occur to 2 to 4 times per year in support of projects/programs. The APEX Site has underwater and surface ROVs on site for data capture and these will be the responsibility of this individual to have ready and/or operate. Also, the APEX Site has an underwater dive tank for experimentation which will also be their responsibility to maintain and operate. Lastly, this individual will oversee any Dive Experimentation and Testing to include liaising with Service Dive Teams and Commercial Dive Teams brought into handle specific events. There is no salvage diving or Hazmat operations required. This requirement is not part of TOR 0001.
RFP L.2.3, M.4.1.3 and Attachment 05 TOR 0001Pages 95 and 105 of the RFPLetters of Commitment are referenced as being part of the resume for Key Personnel and those proposed for TOR 0001. Are letters of commitment required for current employees of the prime contractor and proposed subcontractors or for proposed contingent hires only?Letter of Commitment are required for all proposed personnel for TOR 01 and the base IDIQ award.
RFP Paragraph L.1.7Page 93We also ask that the page length for Key Personnel be increased from 10 pages to 20 pages in the main RFP document given the number of functional areas that must be covered (10) and that each resume (including letter of intent) from the corporate staff, is 3 pages each. We ask that it be specific that the key people covering the 10 strategic areas listed in the RFP need not be located on-site at Government facilities – that these functions can be covered at Contractor facilities.Section L.1.7 has been revised up increase the maximum page count from 10 pages to 25 pages. There is no requirement for the leads for the Key Functional Areas to be onsite. See Amendment 0002 to W911NF-18-R-0001. Resumes are limited to 3 pages and are NOT included in page count limits for applicable volumes.
