Dear Sir/Ma’am;

The US ACC-APG-RTP Division is currently conducting a competitive source selection to evaluate Offerors on subject solicitation. As part of this evaluation, we have requested that the Offerors provide information about their past performance on recent (past 3 years) and relevant efforts. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to the enclosed APEx Performance Work Statement). Advanced Prototype Development and Experimentation (APEx)

SA IDIQ

1.0 INTRODUCTION

This contract will support the Army Research Laboratory (ARL), Sensors and Electronic Devices Directorate (SEDD) Advanced Prototyping and Experimentation (APEx) Team’s Mission to Rapidly Design, Develop and Transition technology to support quick reaction warfighter needs in the Mission Areas outlined below. The APEx Team coordinates directly with all ARL Directorates, DOD and other Government Agencies to rapidly transition maturing technology to the field to meet the Secretary of Defense’s stated mandate to “rapidly transition advanced technology to meet today's threat while not losing sight of future threats.”

1.1 BACKGROUND

The Advanced Prototype and Experimentation (APEx) Team supports the Army Research Laboratory’s Mission of providing the underpinning science, technology and analysis needed to enable full-spectrum military operations. In following with ARL’s Vision of “Many minds, many capabilities, focus on future Soldiers”, the APEx Team supports current U. S. Army operations, other DoD Components and Government Agencies in identifying and managing their technology development needs with a strong focus on transitioning solutions which fulfill urgent mission needs. The APEx Team is supported by the full capability of the Army Contracting Command - Research Triangle Park to support Contract Development, Execution and Administration. The APEx Team maintains a Testing and Experimentation range facility in close proximity to the DC Metro area to support ongoing Lab and Customer projects. The APEx Team strives to be the “Partner of Choice” by providing a fully-integrated Technology Development solution including Contract Administration, Program Management and Field Testing and Experimentation.

1.2 SCOPE

The Contractor shall provide all cleared personnel, management, supervision, materials, equipment, tools, and any other items and support not otherwise provided as Government Furnished Property, Equipment or Information (GFP/GFE/GFI) in performing the “non-personal services” established in this Performance Work Statement (PWS). The Contractor shall have a thorough understanding and experience with supporting the DoD Science and Technology Community in support of their assigned Mission Areas, to include but not limited to, all DoD components, other government agencies (OGA), university research facilities and industry partners. This effort will focus directly on: Quick Reaction Advanced Systems Research and Development; Rapid Prototyping; System Integration, Experimentation and Testing for the ARL APEx Team in the areas of Concept of Operations, Requirements Analysis and Requirements Generation, System Performance and Integration Analysis; Rapid Prototyping, Storage and Maintenance of developed systems; and Experimentation Planning and Execution. These activities will be conducted over a broad range of technologies and mission areas alongside various DoD components and other government agencies with the goal of rapidly developing and transitioning advanced technology and capability to the warfighter.

2.0 GENERAL REQUIREMENTS

This section describes the general requirements for this effort.

2.1 Program Management: The contractor shall possess knowledge and experience with ARL’s Science and Technology’s mission principles and processes. This shall include providing the necessary personnel and equipment needed to complete the specific tasking outlined in this PWS. The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support this contract. The contractor must ensure they are in compliance with federal, state, and local laws and regulations and applicable international protocols.

2.2 Mission Areas: The Contractor shall have the knowledge and experience necessary to support the Mission Areas defined in this section. This includes the Analysis, Development and Testing of advanced systems and equipment to support the mission areas. The Contractor shall routinely characterize operational deficiencies and requirements, and coordinate with operational users to document these requirements, define materiel solutions, and develop Tactics, Techniques and Procedures (TTPs) for solutions within each mission area. The tasking does not entail actually conducting these missions, but the Contractor must provide the analytical and technical capabilities necessary to develop and deliver advanced technologies and capabilities for these mission areas.

2.2.1 Expeditionary Warfare: The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced technologies and capabilities in support of rapid reaction and deployment operations. This will involve the quick reaction and rapid build-up of lethal and sustainable forces in remote areas.

2.2.2 Irregular Warfare: The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced technologies and capabilities in support of focused operations that span the DIMES model: Diplomacy, Information, Military, Economic, and Societal-cultural development activities. This will include contained combat operations, information operations and international law enforcement operations.

2.2.3 Special Operations: The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced technologies and capabilities in support of Unconventional Warfare (UW), Direct Action (DA), Special Reconnaissance (SR), Foreign Internal Defense (FID), Counter terrorism (CT), Psychological Operations (PSYOP), Civil Affairs (CA), Coalition Warfare and Humanitarian and Civic Action (HCA).

2.2.4 Explosive Ordnance Disposal (EOD): The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced technologies and capabilities in support of Explosive Ordnance Disposal.

2.2.5 Counter Improvised Explosive Device (C-IED): The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced technologies and capabilities in support of Counter Improvised Explosive Device Identification and Defeat.

2.2.6 Unmanned Air (UAV), Ground (UGV), Surface (USV) and Subsurface (USSV) Vehicles: The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced UAV, UGV, USV and USSV technologies and capabilities. To include Counter Unmanned Air Vehicle technologies and capabilities.

2.2.7 Stabilization / Reconstruction Operations: The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced technologies and capabilities in support of post-conflict non-combat military operations.

2.2.8 Foreign Military Sales Coordination and Execution: The Contractor shall provide the analytical and technical capability necessary to develop and deliver advanced technologies and capabilities in support of Foreign Military Sales.

3.0 SPECIFIC TASKING

The contractor shall execute the specific tasks defined in this section to meet the requirements as specified in the task orders to be issued under this contract.

3.1 TASK 1 - Advanced Technology Analysis and Design

3.1.1 The Contractor shall analyze the technical, functional and operational mission requirements of advanced systems to evaluate the deployment feasibility of ARL proposed system and subsystem designs and specification parameters. The Contractor shall evaluate the ARL proposed design capabilities to include existing system integration to meet or improve technical, functional, mission, and operational performance requirements.

3.1.2 The Contractor shall develop performance parameters, specifications and requirements for advanced systems through the creation of Design Reference Missions (DRMs) to ensure the system’s functional, performance and operational mission requirements will meet future war-fighter needs. In addition, the Contractor shall also define alternative design methodologies and recommend design modifications.

3.1.3 The Contractor shall perform technical design analyses that address system, subsystem, component, or sub-component elements. The analyses will include the performance of formal Trade Studies to document tradeoff and system requirements allocations to improve performance or to meet evolving mission requirements. The analyses shall include top-level requirements and specifications to ensure that operational parameters are met.

3.1.4 The Contractor shall develop the requirements for the basis of simulation to assist in the identification of promising techniques identified from the trade-off studies to allow maximum performance parameters to be quantified. The techniques resulting in the best performance shall be chosen for implementation and testing.

3.1.5 The Contractor shall have a thorough understanding and previous experience in working with the Science and Technology Community, to include DoD, other government agencies (OGA) and university research facilities. For example, the DoD Research Labs, DARPA and Research Universities.

3.2 TASK 2 - Advanced Prototype Design and Development

3.2.1 Unmanned Air, Ground, Surface and Subsurface Systems: The Contractor shall design and develop unmanned air, ground, surface and subsurface systems. Specifically, the Contractor must show past experience in the design and development of UAV, UGV, and USV systems. In addition, the Contractor must show the ability to integrate sensors and electronics onto UAV, UGV and USV systems to meet the requirements as specified in the task orders to be issued under this contract.

3.2.2 Counter Unmanned Air Vehicle Systems: The Contractor shall design and develop short and long-range countermeasures to defeat a solo UAV or multiple UAV threats.

3.2.3 Electronic and Electro-Optic Equipment: The Contractor shall design and develop custom electronic devices from circuit board level to fully integrated subsystems. The Contractor shall design and develop custom electro-optic components and subsystems. The Contractor shall integrate electronic and/or electro-optic subsystems into integrated systems to meet the requirements as specified in the task orders to be issued under this contract.

3.2.4 Application Design, Development and Integration: The Contractor shall design and develop custom computer based platforms; applications; operating systems; and system support software to meet the requirements as specified in the task orders to be issued under this contract.

3.2.5 Mechanical Components and Systems: The Contractor shall design and develop custom mechanical components including ruggedized cases and enclosures; hydraulic, pneumatic and other systems for mechanical control and manipulation; load/motion transfer mechanisms including rotary and linear mechanisms; power generation system packaging and integration, and small unmanned system platform development with those unmanned systems being deployable from combat vehicles.The Contractor shall have the ability to integrate components and subsystems into larger systems to meet the requirements as specified in the task orders to be issued under this contract.

3.2.6 Energy Generation and Storage: The Contractor shall design and develop lightweight, high energy and current density, man-portable mobile energy storage systems for use in remote locations to meet the requirements as specified in the task orders to be issued under this contract.

3.2.7 Individual and Platform Protection: The Contractor shall design and develop enhanced individual and platform protection and survivability solutions for dismounted individuals and air, land and sea platforms to meet the requirements as specified in the task orders to be issued under this contract.

3.2.8 Individual and Platform Lethality: The Contractor shall design and develop advanced individual and platform lethality solutions which enhance accuracy, destructive capabilities, and speed of engagement for individuals and air, land and sea platforms to meet the requirements as specified in the task orders to be issued under this contract.

3.2.9 Advanced Individual and Platform Mobility: The Contractor shall design and develop advanced individual and platform mobility solutions which advance the state-of-the-art in speed, maneuverability, deployability and adaptability for DoD and other Government Agency’s dismounted individuals and platforms to meet the requirements as specified in the task orders to be issued under this contract.

3.2.10 Tactical and Non-Tactical, Secure and Open Communications: The Contractor shall design and develop advanced tactical and non-tactical satellite, voice and data communications to meet the requirements as specified in the task orders to be issued under this contract.

3.2.11 Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE): The contractor shall design and develop advanced individual and platform CBRNE defense protection measures and systems to meet the requirements as specified in the task orders to be issued under this contract.

3.3 TASK 3 - Advanced Technology Program Management, Experimentation and Testing

3.3.1 Program and Project Management: The Contractor shall provide the analytical and technical capable personnel, equipment, materials, program management necessary to meet the requirements as specified in the task orders to be issued under this contract.

3.3.2 Advanced Technology Studies and Analyses: The Contractor shall provide the analytical and technical capability necessary to conduct and document studies, investigations, assessments, and analyses to meet the requirements as specified in the task orders to be issued under this contract.

3.3.3 Advanced Technology Assessments, Experiments and Testing: The Contractor shall provide the analytical and technical capability necessary to conduct field and laboratory demonstrations, assessments, operational assessments, field experiments, and operational tests evaluations to meet the requirements as specified in the task orders to be issued under this contract.

3.3.4 Rapid Reaction Blossom Point Range Experimentation and Testing Capability: The Contractor shall provide the analytical and technical capability, including cleared personnel that have undergone Ammunition and Explosives Certification Training necessary to conduct field and laboratory demonstrations, assessments, operational assessments, field experiments, and operational tests evaluations at the U.S. Army’s BPRF. Experimentation, demonstrations, assessments and operational tests will support requirements as specified in the task orders to be issued under this contract.

3.3.5 DOD and Other Government Agencies (OGAs) BPRF Support: The Contractor shall provide the analytical and technical capability, including cleared personnel that have undergone Ammunition and Explosives Certification Training necessary to conduct field and laboratory demonstrations, assessments, operational assessments, field experiments, and operational tests evaluations in support of Other Government Agencies.

3.3.6 Maintain and Enhance the Operational Capabilities of the APEX Site, Facilities and Equipment: The Contractor shall provide the analytical and technical capability necessary to successfully identify, design, develop and transition advanced technologies and capabilities in support of DoD, OGA and University Research Laboratories and Industry Partners. Specifically, the Contractor must show past experience in managing the transfer of technology from government laboratories and academia to the commercial sector in support of the warfighter to meet the requirements as specified in the task orders to be issued under this contract.

3.4 TASK 4 - Advanced Technology Transition

3.4.1 The Contractor shall provide the analytical and technical capability necessary to successfully manage, maintain and enhance the operational capability of the APEx Site at the Blossom Point Range Facility to meet the requirements as specified in the task orders to be issued under this contract.

3.4.2 The Contractor shall periodically review on-going ARL Lab Research to determine applicability to existing urgent warfighter needs and make an assessment of the ability to rapidly porotype. The assessment must provide enough detail for the government to determine if the investment in rapidly prototyping is warranted.

3.4.3 The Contractor shall provide a Project Plan, Budget and Performance goals if the government determines to utilize the APEx Team for a rapidly prototyping an ongoing S&T project. The Contractor shall assist ARL in the rapidly prototyping and testing.

4.0 SPECIAL REQUIREMENTS

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

4.1 Key Qualifications, Certification and Capability Requirements: The Contractor shall possess the following qualifications, certifications and capabilities at the time of award:

4.1.1 Security Clearance: All key and onsite personnel must have a minimum of a Secret Clearance at the time of award.

4.1.2 Facility Clearance: The Contractor shall have a minimum of a Secret Facility Clearance with the ability Generate and Safeguard Secret

4.1.3 Ammunition and Explosives: - This Certification is a mandatory requirement for performing required tasking at the US Army Blossom Point Range Facility.

4.1.4 FAR Part 107 Unmanned Aerial System (UAS) Operator – This Certification is a mandatory requirement for conducting required UAS flight experimentation and test tasking.

4.1.5 Commercial Diver – This Certification is a mandatory requirement for conducting required surface and subsurface tasking.

4.1.6 Yard Crane and Forklift Operator – This Certification is a mandatory requirement for performing required tasking at the US Army Blossom Point Range Facility.

4.1.7 Government Fund Enterprise Business System (GFEBS) – The Contractor shall provide a Trained and Certified U.S. Army GFEBS system operator.

4.1.8 Rapid Prototyping Capability – The Contractor shall possess the facilities and equipment necessary to conduct Rapid Prototyping Design and Development to include, but not limited to, 3D scanners, 3D printers, CNC milling, laser cutting and electronic circuit board prototyping capability. In addition, the Contractor shall provide trained and experienced personnel to manage and conduct Rapid Prototype Development tasking.

4.1.9 Testing and Experimentation Capability – The Contractor must have the capability and access to operational testing environments to complete the required system evaluation and testing tasking.

4.2 Safety/OSHA Requirements

The contractor shall be in compliance with applicable state and federal safety standards. Special safety requirements will be identified in the individual tasks, when required. Contractor must ensure that they are in compliance with all applicable OSHA standards.

4.3 Contractor Furnished Equipment: Any Contractor furnished equipment requirements will be specified in each task order.

4.4 Contractor Manpower Reporting Application (CMRA):

4.4.1 The contractor shall report ALL direct contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S. Army via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/

4.4.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 4.4.3 Applicable CMRA details:

4.4.3.2 The Command of the Requiring Activity is the Army Research Laboratory.

4.4.3.4 The Federal Service Code for this contract is AZ12.

4.5 Quality Assurance Surveillance Plan (QASP)

The Government shall monitor the Contractors performance under this contracting accordance with the Governments QASP.

5.0 DELIVERABLES

a.

Required Reporting Deliverables:

Monthly Progress and Technical Reports: The contractor shall prepare and deliver monthly reports in contractor format. These monthly reports shall describe all expenditures incurred during the reporting period, as well as the technical progress and prevalent program issues during the reporting period.

Monthly Financial Status Reports:

Final Technical Report: The contractor shall prepare and provide a Final Report. The final report shall be a comprehensive report of all work conducted under the contract, including analysis, design work, software modifications and designs, laboratory and test results. Contractor's format is acceptable. Additionally, the contractor shall prepare documentation and reports as requested by the government Technical Point of Contact (TPOC).

Trip Reports b.

Required Meeting Deliverables:

Kickoff Meeting: The contractor shall attend a start of work meeting at contractor facility within two weeks after contract award and present their overall project management and risk assessment plan.

Technical Exchanges: Additional technical interchange with the contractor shall be conducted via teleconference or email (non-classified information only) c.

Required Product Deliverables: The product deliverables will be specified in each task order.

6.0 ORGANIZATION CONFLICTS OF INTEREST

6.1 The term "Organizational Conflicts of Interest (OCI) is defined in Federal Acquisition Regulation (FAR) 2.1; also, see FAR 9.502 (c). An "OCI exists when a Contractor would face an actual or potential conflict of interest if it worked on a planned contract, due either to its other business interests or to the nature of the effort to be performed. However, organizational conflicts of interest are more likely to occur in contracts involving:

a. Management support services;

b. Consultant or other professional services;

c. Contractor performance of or assistance in technical evaluations; or Systems engineering and technical direction work performed by a Contractor that does not have overall contractual responsibility for development or production.

6.2 The Contracting Officer will review and analyze the PWS under this contract prior to issuance of a Request for Proposal and determine that no OCI has been identified, potential or otherwise. However, the contractor is encouraged to make a preliminary disclosure to the Contracting Officer, prior to the due date for receipt of Proposals, of any OCI issues the Contractor has identified. Such preliminary disclosure will allow the Contracting Officer more time to assess both the potential OCI and the Contractor proposed strategy to negate or mitigate the OCI. This assessment may be crucial since, per FAR 9.504(e), the Contracting Officer may not award the contract to a Contractor with an OCI that cannot be negated or mitigated. If the Contractor demonstrates to the Contracting Officer that there may be a possible conflict of interest arising out of an existing contract, the Contracting Officer will take the necessary action to delete that requirement and/or mitigate any conflict of interest that may be present. The Contractor agrees that the Government or an authorized representative may, up to three years after acceptance of all programmatic documentation to be delivered under applicable contract, restrict the Contractors future participation in any resulting program managed system acquisition action(s).

6.3 Title 10, US Code Section 2399 prohibits the involvement of a defense contractor in the operational test and evaluation of its own systems and equipment. Consequently, all parties must be particularly sensitive to potential, actual, or perceived organizational conflicts of interest where system contractors are or appear to be involved in the operational testing and evaluation of their own equipment or systems, including involvement as a test support contractor. Such involvement is strictly prohibited. The Contractor acknowledges that it is familiar with Title 10 U.S.C. Section 2399 and FAR 9.5 and agrees that it will avoid conflicts of interest and, to the maximum possible extent, the appearance of conflict of interest, in accordance with the principles set forth in the Statute and FAR. The contractor also acknowledges that statutory operational testing and evaluation conflicts of interest arising under 10 U.S.C. 2399 and Army Regulation 73-1, paragraph 5-6, may not be mitigated or "firewalled" using the FAR 9.5 procedures.

7.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES

The specific GFE, GFI, GFP, and GFD required for performing this effort will be specified in each task order.

8.0 PLACE OF PERFORMANCE

Performance will take place at both Government and contractor’s facilities and at various CONUS and OCONUS locations. Travel will be required based on the customer missions during the performance of this task order. The specific travel destinations, number of trips and number of travelers will be specified in each task order. The contractor shall possess the capability to have cleared personnel to fill positions in Welcome, MD and Tampa, FL. The cleared personnel requirements will be specified in each task order.

9.0 PERIOD OF PERFORMANCE

The ordering period will be 60-months.

10.0 TRAVEL

CONUS and OCONUS Travel will be required to support the requirements of this statement of work and shall be provided on a reimbursement of cost basis. Travel shall be handled in accordance with the Joint Federal Travel Regulations (JFTR), at the direction of the PO. Unauthorized travel, or travel not coordinated with the PO, shall not be reimbursed. Additionally, travel or other direct costs in excess of the Contract Line Item Number (CLIN) funded value shall not be reimbursed. Purchase of materials and equipment necessary to accomplish the requirements contained in this SOW will be coordinated with and approved by the PO or the designated representative prior to purchase and become the property of the Government. The specific travel requirements including destinations, number of trips and number of travelers will be specified in each task order.

11.0 POINTS OF CONTACT

The Contracting Officer’s Representative (COR) is Mr. Mitchell Wathen. The specific Government point of contact and person responsible for approving work incorporated by the Performance Work Statement will be specified in each task order.

12.0 SECURITY REQUIREMENTS

a. The contractor will be required to have a SECRET Facility Clearance. The contractor will have access to unclassified and classified data. For access to classified information, the contractor shall ensure that all personnel having access to classified information have the necessary security clearances.

b. Contractor personnel visiting any Government facility in conjunction with this contract shall be subject to the standards of conduct applicable to Government employees. Site-specific approval regarding access to sensitive materials, computer facility access, issue of security badges, etc. shall be coordinated with the PO as required.

c. Public Key Infrastructure Requirements: Where interoperable DoD PKI or Common Access Cards (CAC) are required for the exchange of unclassified information between DoD and its vendors and contractors or for access to PK-enabled information systems and websites, industry partners shall obtain all necessary certificates. The Government will support the issuing of CACs.

d. The contractor will be responsible to provide the appropriate documentation to the Government in order to be properly provided with the Government CAC. The contractor shall comply with all DoD regulations concerning the acquisition of Common Access Cards (CAC) for all contractor personnel, in accordance with the policies and procedures currently in use at each customer location.

e. The contractor shall provide each employee an identification (ID) badge which shall indicate the date of the start of the contract or the employees’ employment start date. The ID badge shall be made of non-metallic material. The badge shall be easily readable and include employee’s name, contractor’s name, functional area of assignment, and color photograph. The contracting officer or his or her authorized representative shall approve the ID badge template before the start date.

f. Contractor personnel shall wear the ID badge at all times when performing work under this order/contract to include attending Government meetings and conferences within the facility. The contractor shall wear the ID badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit such placement.

g. The Contractor shall provide sufficient personnel with the required security clearances to perform the work as specified in individual projects/efforts.

h. Contractor personnel not requiring a personnel security clearance, but performing Automated Data Processing (ADP) sensitive duties, are subject to investigative and assignment requirements IAW DoD 5200.2R, DoD Personnel Security Program, and affiliated regulations. The contractor shall bear the cost of any security clearances required for performance. The contractor shall provide escort for uncleared personnel.

i. The Government will be responsible for obtaining security certification for all equipment/systems processing classified information. The Government will identify security certification requirements to the contractor during review of the initial site survey. The contractor shall ensure their operation and maintenance procedures comply with those regulations identified within the DD254, Contract Security Classification Specification, which is a part of this contract.

j. All security requirements for each task order will be defined in the DD254.

12.1 AT/OPSEC REQUIRED PWS PARAGRAPHS:

12.1.1 Question 2: Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

12.1.2 Question 2a: For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI finger print check and a successfully scheduled NACI at the Office of Personnel Management.

12.1.3 Question 11: For Contract Requiring Performance or Delivery in a Foreign Country, DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. The key AT requirement is for non-local national contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor’s compliance with combatant commander and subordinate task force commander policies and directives

12.1.4 Question 12: For contracts that require handling or access to classified information. Contractor shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified “Confidential,” “Secret,” or “Top Secret” and requires contractors to comply with— (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); (2) any revisions to DOD 5220.22-M, notice of which has been furnished to the contractor.
