4.2.3.13 Pumps shall be designed specifically for paint spray dispensing and shall not allow moisture sensitive material exposure to the atmosphere.
4.2.3.14 A minimum of two maintenance kits with replacement seals and main wear parts for each pump shall be provided (total of 10 kits).
4.2.3.15 All 5 pumps shall be located on the back wall of the currently existing paint kitchen located in Building
350. Each pump shall be co-located over its respective 80 gallon tank or 55 gallon drum. The location and size of each pump shall allow for easy access for maintenance, repair and/or replacement.
4.2.4 EPS Panel Modifications
4.2.4.1 Control panel(s) shall be mounted in a NEMA 4, Type 1 enclosure and shall include a main disconnect.
4.2.4.2 There shall be a minimum of one control panel included with the system. The control panel will control the five electric pup settings and runaway pump settings. There shall also be system circulation control through pressure and back flow pressure monitoring.
4.2.4.3 Remove existing color stack modules for where topcoat goes through EPS panel. NOTE: Single part topcoat (tan and green) will no longer go through static mixer on the EPS.
4.2.4.4 Add new color stack hardware and controls. NOTE: The two topcoat pumps will feed directly to this new hardware and bypass each static mixer.
4.2.4.5 Add one color selector to each EPS panel for selecting tan or green or flush.
4.2.4.6 Add two new connection hoses from each color stack setup on the EPS panel for topcoat lines. This will be two hoses per booth (58, 59, 60 & 61) for a total of 8 hoses. NOTE: The existing lines will be utilized for two part primer that will be going through the static mixers.
4.2.4.7 The eight new hoses mentioned above are to be Teflon lined stainless, braided paint hoses. These lines will connect the EPS panels to each paint booth.
4.2.4.8 Plumbing lines for the paint kitchen system that supply each booth shall not share any line between the epoxy primer and polyurethane topcoat. It is critical for system performance that topcoat and primer lines are isolated from each other.
4.2.4.9 Two new mixed paint fluid regulators with gauges mounted on the bulkhead walls inside each paint booth shall be included. All regulators shall be installed with ball valve fittings and with swivel attachments for easy removal.
4.2.4.10 All existing primer lines (2 per booth) 1 for primer part A and 1 for primer part B shall be connected to each static mixer on the EPS panels so primer only will run through the existing setups. This is a total of 8 connections (2 per booth).
4.2.4.11 Pressure transducers shall be tied to the drums and tanks for monitoring pressure conditions. These shall be utilized as part of the electric pump control system.
4.2.4.12 All cables, controls, transducers, etc. needed for control operation shall be included.
4.2.4.13 Back pressure regulators shall be connected to the system and display along with pump pressure monitors to avoid any system issues.
4.2.4.14 Pumps shall have adjustable settings to maximize efficiency when painting versus departmental downtime.
4.2.4.15 Intrinsically safe requirements for all DC motors and controls shall be included.
4.2.5 STANDARD PRODUCTS:
4.2.5.1 The unit and ancillary equipment shall be new and regularly advertised products in order to provide a constant source of replacement parts and technical assistance.
4.2.5.2 The equipment must be the manufacturer’s standard product that is marketed, sold, and used for applications that are similar in all essential ways to how LEAD will be using it.
4.2.5.3 The unit must include the manufacturer’s best standard commercial warranty (minimum of 12 months) on all parts and equipment. Any standard manufacturer warranties for the unit’s sub-components that exceed the terms of the overall system warranty shall be included.
5.0 NAMEPLATE: A corrosion resistant metal nameplate shall be securely attached to the paint kitchen/mixing room. The nameplate shall contain the information listed below:
- Nomenclature
- Manufacturer’s Name
- Manufacturer’s Model Designation
- Manufacturer’s Serial Number
- Input Voltage, Current, Phase, and Hertz
- Date of Manufacture
6.0 DRAWINGS AND MANUALS: Two sets of the manufacturer’s design drawings shall be submitted for approval within 4 weeks of award. Approval shall be provided within 10 days after receipt by LEAD engineering personnel. Two sets of operator instruction manuals, maintenance service manuals and parts listing manuals shall be provided for each unit. These manuals shall be written in the English language.
7.0 HAZARDOUS MATERIALS: Two sets listing all lubricants, seals, and/or any other hazardous material necessary for preventive and corrective maintenance along with their respective Material Safety Data Sheets (MSDS) shall be submitted for approval within 4 weeks of award. These lists and MSDS shall be written in the English language.
8.0 WARRANTY: A standard commercial warranty or a one year commercial warranty, whichever is larger, shall be furnished with the paint mixing room system in its entirety. The warranty shall cover the system and all components. Any standard manufacturer warranties for the unit’s sub-components that exceed the terms of the overall system warranty shall be included. The warranty period begins when the LEAD Contracting Officer provides official confirmation that the system has satisfied all operational provisions of the contract.
9.0 PRESERVATION, PACKAGING AND DELIVERY: The contractor shall utilize standard commercial methods for preservation and packaging appropriate for the equipment provided. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packed to prevent damage. The contractor shall be responsible for ensuring the equipment is delivered to LEAD in good condition. LEAD will assume no responsibility for off-loading or storage of the provided equipment.
10.0 INSPECTION AND ACCEPTANCE
10.1 The paint kitchen and associated equipment shall be examined for design, construction, materials, components, and workmanship to determine compliance with the contract and this specification. Any deviation from these requirements shall be cause for rejection.
10.2 The contractor shall be responsible for developing test procedures to demonstrate compliance with the requirements of this specification. All test procedures shall be submitted to and approved be Depot Technical Point of Contact (TPOC) prior to the start of testing. To support the testing procedures, LEAD will provide a supply of material for use during the performance tests and training.

Item No. Quantity of Contract
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(End of clause)
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror submitting the lowest priced, technically acceptable offer.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
