RESPONSE TO INDUSTRY QUESTIONS

Solicitation 21-B-0002

North Clarke Road C Reconstruction

RFIs Contractor submitted after Site Visit on 22 February 2021

1. Is there a way to get clarification of the Type “C” HMAC and Type “B” HMAC? The specs 32 16 12 HMAC for Roads covers SuperPave and Marshall mix designs. On the drawings it states the HMAC placed and compacted to a minimum of 93% of Maximum Theoretical (Rice) Density Method.

For this project, the following HMAC is required:

1. TxDOT Item 341, Type “C” and Type “B”.

a. TxDOT 341 will be used for the required material testing within and for the JMF development and placement requirements only.

b. Placement acceptance testing, pay factors and schedule will follow 32 12 16.16 (Note: An error was made by the author in the original question, calling for specification “32 16 12”.

The correct specification is 32 12 16.16).

c. RAS is prohibited from being used within the type “C” mix.

d. RAS is allowed for use within the type “B” mix, within the limitations imposed by TxDOT item 341.

e. RAP is allowable within the limitations prescribed by TxDOT item 341.

f. The SGC Ndes for type “B” and Type “C” mixes shall be 50-gyrations.

g. The binder for the mix design shall be PG70-22. Recycled content or additives within the mix shall not be used if detrimental to the performance of the mix with PG70-22 binder.

Note: see revised specification 32 12 16.16.

2. What PG Binder will be used for the mixes? It states 70-10 for the PG Binder but should it be 70-22?

The required binder shall be PG70-22.

Note: see revised specification 32 12 16.16.

3. Can RAS be used in the B mix?

Refer to RFI #1 response for clarification on RAS and RAP use.

4. Are we installing a taper on the edges of the HMAC or will it be vertical with a compacted shoulder up? Plans have two different installs. Pg. C300 and C502

Install Tapered as depicted on sheet C-502, “Condition 4” Total HMAC Thickness 5” or Greater.

5. Sheet G-003 Note 18 states “project crosses waters of the US in two locations any work done within the streams must comply with Nationwide Permit #14”. What does complying with nationwide permit #14 until for the contractor?

For this project, NO WORK are required on the streams.

6. Sheet G-003 traffic control note one specifies the traffic control plan should be submitted at least 45 days prior to construction. Will the contractor get additional days to the contract duration for this submittal and review process that could take over 60 days?

No. Per drawing G-006 “Traffic Control Concept”, the Government recommend at total road closure for which provided that conceptual plan. Therefore, if the contractor submits a TTC Plan diligently, 45 days should be sufficient for the Government review and notification to the end-users. The Government will evaluate any delays related to this matter accordingly.

7. Sheet G-003 Site Prep Note 7 says subgrade preparation should extend 24” beyond the pavement edge. Sheet C- 300 Note 7 says subgrade prep should extend 12” beyond the pavement edge. How far past edge of pavement should the subgrade prep extend?

12 inches from the tapered edge of the pavement. Refer to revised drawing sheet C-300.

8. Sheet C-300 Detail B shows an overall HMAC width of 28 ft. Does this 28 ft include the two 9” tapered shoulders shown on Sheet C-502 Condition 4 Detail or do these 9” tapers need to be added to the total HMAC? This would result in a HMAC surface 29.5’ wide.

The roadway and shoulders width extend 29’-6” feet wide, including the tapers.

9. If total HMAC width including the tapers from C-502 Condition 4 detail is extended 9” on each side, are the base and subgrade width to be widened by 9” on each side as well? This would result in base and subgrade surfaces at 31.5’ wide.

Correct.

10. 32 11 16, 32 11 23, and 32 11 24 could all be applicable to this project. Which base specifications are we being held to?

For this project, the following base material is required:

1. TxDOT Item 247, Type A, Grade 1-2.

a. TxDOT Item 247 will be used for the required material testing submittals and placement requirements.

b. TxDOT Item 247 will be used for placement methods.

c. Testing schedule for placement shall follow sheet G-003.

11. Sheets G-003 and C-300 have notes directing base to meet TxDOT Type A Grade 1-2 requirements. Specifications 32 11 16, 32 11 23, and/or 32 11 24 are all standard COE/DPW specs with gradations that do not match TxDOT and refer to LA Abrasion vs wetball. Please provide one clear and concise specification on the base material.

See response to RFI #10 for clarification.

12. Sheets G-003 and C-300 note base should be compacted to 95%. 32 11 16, 32 11 23, and/or 32 11 24 says base should be compacted to 100%. What is the required compaction?

The compaction requirement shall follow sheets G-003 and C-300. Specifications 32 11 XX shall be replaced with TxDOT item 247 for material, testing and placement requirements. The testing schedule shall follow sheet G-003.

13. Sheet G-003 Testing Schedule does not match with 32 11 16, 32 11 23, and/or 32 11 24. Please provide one clear and concise testing schedule.

See response to RFI #12 for clarification.

14. 32 12 16 contains pay scales based on HMAC compaction effort. Will DPW be basing payment on this scale or just paying 100% for everything equal to or greater than 93% compaction as suggested in the plans?

Specification 32 12 16 and plans have been revised. Compact according to revised specification 32 12 16.16.

The “93% compaction” notes have been removed in lieu of the revised specification 32 12 16. Pay factors will be used in this contract according to revised specification 32 12 16.16.

15. Sheet C-300 calls for TxDOT Type C and Type B HMAC mixes. 32 12 16 talks about Marshall method with options for Contractor to design per outdated literature or either utilizing crack-inducing gyrations. Please provide one clear and concise HMAC spec.

See response to RFI #1 for clarification.

16. Specification 32 16 12 HMAC for Roads covers SuperPave and Marshall mix designs. On the drawings it states the HMAC placed and compacted to a min. of 93% of Max. Theoretical (Rice) Density Method. Which design method for the TY B and TY C HMAC should be used?

See response to RFI #1 for clarification.

17. It states to use a 70-10 PG binder for the HMAC. Should it be a 70-22?

See response to RFI #1 for clarification.

18. Can RAS be used in the TY B HMAC?

See response to RFI #1 for clarification.

19. Sheet C-300 detail B shows a vertical hot mix edge with the base extending 1 foot past the edge of hot mix.

Sheet C-502 is a detail sheet with tapered edges. Are we installing a taper and if so what condition should we follow?

Yes, the tapered edge shall be included and the HMAC Type “B” layer surface should 29.5 ft. The aggregate Base surface layer should be 31.5 feet wide respectively. Refer to revised drawing sheet C-300.

20. Plans show to compact the subgrade 12 inches in depth. Is this correct?

Compacting of subgrade to 12-inches refers to new pavement areas in the widening areas, as indicated on the plans notes.

This project is intended for pavement reconstruction and do not include new pavement widening areas; the subgrade shall be tested and worked as indicated on note 5, Sheet G-003, Sheet C-300, and Sheet C-501.

21. The amount of aggregate base that will be needed for this project?

The Contractor (s) shall calculate as part of their estimating process.

22. Can a second site visit be permitted? This request is being made due to the Disaster in Texas last week that affected my business and employees. I am sure that all businesses were affected as well.

A second site visit will not be scheduled.

23. Can the RFB Bid opening date of Mar 11, 2021 02:00 pm CST be changed?
