RESPONSE TO INDUSTRY QUESTIONS

W91151-16-T-0269 Response to Industry Questions

Replace Failing Air Cooled Chiller

1. In order to replace the chiller, the system will be down for approximately 5 days. (3) normal business days + (2) Saturday & Sunday or (5) normal business days. Will this be acceptable to the government?

The government feels that it will not take longer than three days to remove the existing chiller, drain the chilled-water piping system, and connect the new chiller. The contractor shall schedule this work so that spans both a weekend and a federal holiday, leaving Friday afternoon and at least three full days for it to be completed. In addition, the contractor shall schedule this work during a cold month so that, if additional downtime is required, a temporary chiller shall not be necessary.

2. Will a temporary chiller system be required during this shut down period or can the client do without cold air during installation?

See answer to question 1.

3. Section 0100 Bidding schedule/Instruction to bidders of the solicitation request a line item estimate and a project schedule that shows the contractors understanding of the work requirements. To reduce the ever increasing cost of the project can one of the requirements be omitted? One or the other will reflect if a contractor can perform a project properly.

Please only provide a line item breakout of the tasks, quantities, and unit prices that reflects the complete work effort required by the contract.

4. Please confirm that the chiller is controlled by sensing water temperature on the discharge piping and that the only controls are those for enable and disable of the chiller.

The only external controls for the chiller shall be for enabling and disabling the chiller.

5. It appears that there are no isolation valves inside the mechanical room on the building side of the piping. Please confirm that the building will have to be drained due to this for replacement of the chiller.

The government acknowledges that the chilled-water piping system will need to be drained as part of this project. However, as an additional item of work, the contractor shall install an isolation (butterfly) valve inside the mechanical room on the return side of the chiller to assist with future projects. An updated set of project drawings will be provided to show this change.

6. Is the chilled water pump controlled by the chiller?

No.

7. Does the hydronic water contain glycol? If it does, can it be collected and reused?

Existing hydronic water shall not be reused. At the end of the project, the contractor shall refill the chilled-water piping system with make-up water from the building. The contractor shall not be responsible for chemically treating this water.

8. Who is responsible for water treatment after all work is completed?

See answer to question 7.

9. The solicitation states for all work to be done after 5:00 and on weekends, is there a set time that the unit is to be out of operation? In other words is this project expected to be completed over a weekend?

The government expects this project to be completed over an extended weekend of at least three days.

10. Will temporary heat and air need to be provided?

No.

11. The specifications state that “A submittal register showing items of equipment and materials for which submittals are required by the specifications is provided as an attachment. The original list provided by the government may not be all inclusive and additional submittals may be required.” Does the government to require the contractor to submit for each and every item on the submittal register even if it is not pertinent to the project?

The contractor only has to submit for items that are pertinent to this project.

12. Why is the PM not allowed to be the principle, owner, or president of the company? As a small business not many companies can hire a full management team outside of the owner.

The PM is not allowed to be the principle, owner, or president of the company, due to conflicts of interest.

13. In the specifications 01 32 01.00 10 para 3.3.4 Mandatory tasks there are items that are listed to be in the schedule that do not pertain to the project. Such as the dig permit, building commissioning, SWPP and traffic control plan.

As stated in the specifications, tasks/activities listed in this section only need to be included in this project schedule if they apply to this project.

14. Is the intent of the government to commission the entire Mechanical system or just the new equipment being installed?

No formal third-party commissioning shall be required for this project. However, the contractor must be able to demonstrate that the new chiller can maintain established temperature set points, be enabled and disabled using the building’s DDC controller, and report its current status to the DDC controller.
