SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
CONTINUATION PAGE
The referenced solicitation is amended to incorporate/address industry questions and Government responses. The following is a listing of questions raised by industry and the responses provided by the Government:
1. During our pricing review, we discovered a significant error in Attachment 5, Pricing Spreadsheet. While it appears this error has been in each version of this attachment, more importantly it is still in the version posted with amendment 3. The FICA, FUTA, SUTA, and WCI columns were only calculating the expense on the Holiday & Vacation amount, not including the direct labor amount at all. This error results in a 7% underpricing in the total 5 year labor cost. As you are aware these programs our typically bid very competitively and an error of this significance will probably be larger than the competitive zone for this award.
Question: Can the Government provided a corrected Attachment 5 so that all contractors are evaluated on an equal basis. As an alternative can the government add to their evaluation criteria to insure that each contractor has corrected the attachment?
Response: The government reviewed the previous Attachment 5 and verified that is was incorrect. A revised pricing sheet has been attached to the amendment and will be uploaded to FBO titled “Revised Pricing Spreadsheet.”

The General Section shall be organized as follows and contain the identified information.
TAB A, Exceptions/Assumptions (if required) - Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the proposal preparation must be identified.
TAB B, Solicitation, Offer and Award - The SF33 shall be submitted fully completed. The offeror is cautioned that blocks 14, 15a, 15b, 15c, 16 and 18 of the SF33 must be filled-in and block 17 of the form shall be signed. This Tab shall also contain the offerors’ prices and pricing narrative. Proposed Prices for the services requested shall be filled-in for each CLIN identified in Section B of the Solicitation. Pricing Narrative is required to support the rationale of the development of the offerors’ proposed pricing for each CLIN, including Phase-In. This is a competitive acquisition where adequate price competition is anticipated; therefore, the offerors are not required to submit cost or pricing data. However, the Contracting Officer may require the offeror to submit information other than cost or pricing data after receipt of its proposal to support its proposed price in accordance with FAR 15.403-3. The specific nature, and detail, of this information will be specified at the time it is requested. The proposed prices, for non-exempt labor, in the option years shall not be escalated based on anticipated increases in Service Contract Labor Standard Wage Determinations. All Excel formulas, lookup tables, and links should be intact, and no links should exist to files not included with the submission. Excel workbooks should not contain hidden spreadsheets. PDF or flat files will not be considered adequate. Failure to comply with these formatting requirements may result in rejection of the proposal. Offerors’ submittals shall be free of viruses, Trojans, spyware, and other malicious code for which appropriate detection and removal/quarantine software exists.
1. The pricing spreadsheet (see ATTACHMENT 5 – REVISED PRICING SPREADSHEET) shall be electronically submitted and readable by Microsoft Excel 97-2003.
2. CLINs 0001, 1001, 2001, 3001 and 4001 – TADSS Support Services – FFP. Training Aids, Devices, Simulators and Simulations (TADSS) Support Services – The contractor shall furnish all TADS support services in accordance with the performance work statement (PWS) to include all labor, vehicles, and supervision. The proposed unit price shall be rounded to two decimal places. Technical Exhibit K, Workload Estimates and Baseline Staffing are provided to assist offeror (s) in determining their proposed hours.
3. CLINs 0002, 1002, 2002, 3002, and 4002 – Surge Support Services – FFP. 3. CLINs 0002, 1002, 2002, 3002, and 4002 – Surge Support Services – FFP. The Government does not anticipate the use of Surge Support Services as specified in C.1.2.4 of the Performance Work Statement (PWS). The contractor should provide a surge price equivalent to a 1 hour block of time for each labor category proposed. This is a Not to Exceed (NTE) Cost. The value of this CLIN will be provided on the contract by the Government to establish the “pool” from which actual costs may be reimbursed.
4. CLINs 0003, 1003, 2003, 3003, and 4003 - Other Direct Costs (ODC) – FFP. Offerors are instructed to use the Government provided plug-in value of $250,000 per year (Not to Exceed) values for ODCs CLINs. The reimbursable ODC CLIN is for equipment and supplies used in the performance of this contract in accordance with the PWS, paragraphs C.1.32. Offerors are instructed to insert the G&A Rate on Technical Exhibit J - Baseline Data Table (BASE.XLS). The Government will review and evaluate the proposed G&A Rate for price reasonableness purposes.
5. CLINs 0004, 1004, 2004, 3004, and 4004 – Contractor Manpower Reporting (CMR). The CMR costs shall be proposed, if any, as a Firm Fixed Price. If there is no cost for the report(s), offerors shall annotate “No Charge” in the amount blocks on each applicable CLIN. Offerors shall explain in the pricing narrative how they arrived at the amount proposed. Reporting of contractor manpower data IAW instructions contained in paragraph C.5.17 of the PWS.
6. CLIN 0005, Phase-In Cost. Phase-In Cost shall be proposed as a Firm Fixed Price (e.g. 1 Month, total price $>>>). Offerors shall explain in the pricing narrative how they arrived at the amount proposed. Information provided shall be sufficient for the Government to determine whether or not the amount proposed is “fair and reasonable”. If there is no cost for phase-in cost, offeror shall enter zero on CLIN 0001.
7. Wage Determination 2015-2523, Revision (3), dated 12/29/15 applies to this solicitation (for non-exempt employees only) and is included as Technical Exhibit F. The offeror shall include labor categories and pricing detail in the pricing narrative that demonstrates the rates proposed comply with the Wage Determination provided. Any proposed classification of Service Contract Labor Standards employees not listed in the applicable Wage Determination shall be classified by the offeror. The offeror shall identify in the Pricing Narrative, as appropriate, the need for a conformed occupation(s) and compute a proposed rate(s). All proposals submitted in response to this solicitation shall reflect the latest fringe benefit rates.
8. The size of this service requirement does not readily lend itself to a subcontracting opportunity. However, the following information is provided should it be proposed by an offeror. The prime contractor is responsible to enter its subcontractor(s) pricing on the pricing spreadsheets. The spreadsheet shall identify the prime contractor labor cost in a manner that it can be distinguished from the subcontractor labor cost (i.e. color code or marking). The prime contractor shall identify the subcontractor information (i.e. name of company, phone number, point of contact, cage code, business size etc.) on the pricing narrative. Offerors are reminded that they shall comply with FAR 52.219-14.
9. Joint ventures are allowed to bid on competitive 8(a) set-asides; however, the joint venture agreement package or e-mail notification of bid submittal by the joint venture must be received by SBA prior to proposal due date and the joint venture agreement must be approved before award of any resulting contract. If you are contemplating a joint venture agreement on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations.
10. SBA‘s requirement reference number for this procurement is 0610/16/601096/01.
TAB D, Section K (Representation, Certifications, and Other Statements of Offerors) – The offeror shall ensure that Section K has been updated in the System for Award Management (SAM). The Offeror shall be required to submit only those items not already submitted in SAM.
(b) Section II – Technical Section
1. The Technical Section shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors defined in Section M, Evaluation Factors for Award. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the Performance Work Statement (PWS) (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
(2) The Technical Section shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in Section M of this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS. The offeror shall address as specifically as possible the actual methodology you would use for accomplishing the PWS tasks. The section shall be organized according to the following general outline:
-Table of Contents
-List of Table and Drawings- if applicable
-Cross Reference Matrix-if applicable
-Exceptions/Assumptions (Identification and explanation of any exceptions or deviations). Additionally, identify any assumptions used in preparing the proposal.-if applicable
-Evaluation Criteria
1. Technical Capability: Technical Approach consists of two sub-factors: a) Understanding the Requirements and b) Personnel Staffing Approach.
Sub-factor (a) Understanding Requirements (approach to satisfy PWS requirements). Demonstrate, insufficient detail, through knowledge and experience, an adequate understanding of the requirements of the solicitation and the capability to provide quality timely services. Provide detailed insight into approaches that fully demonstrate an understanding of the tasks outlined in the PWS. The narrative shall clearly explain the plan to provide services using the staffing proposed to meet the requirements outlined in the PWS (C.5.1 - C.5.13). Offerors shall address all elements of the PWS with special emphasis on the following:
1. C.5.5. Warehouse Operation
2. C.5.6. Operational Maintenance, Organization Maintenance, Repairs.
3. C.5.12. Training
4. C.5.13. Fabrication of Training Aids and Devices
Sub-factor (b) Personnel Staffing Approach. At the least suitable, an offeror’s proposal shall contain a plan to recruit and retain qualified personnel throughout the life of the contract; list the positions of proposed personnel to meet the requirements specified in the PWS and include the labor category. The qualification requirements you will impose and discuss how the personnel proposed satisfy these qualification requirements. The Offeror’s personnel staffing approach shall: 1) address a clear and feasible plan for obtaining all resources required prior to the performance start date, 2) address how the hiring approach will minimize any disruption to the Government's and incumbent's normal operations.
(c) Section III - Past Performance. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the work being procured under this solicitation and as defined in Section M. When documenting “recent and relevant Past Performance” offeror’s shall submit the contract number, dollar value, the point of contact information.
Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners. The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.
1. Proposal Information. The offeror is requested to submit the Past Performance Section III, on 13 Jun 16 at 12:00 PM, CT to Mrs. Tiffany L. Alexander Contract Specialist at tiffany.l.alexander.civ@mail.mil and Mrs. Angel Barkley Contract Specialist at angel.d.barkley.civ@mail.mil.
1. The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than 3 years for service for the submitted data. The past performance data shall document a successful history of past contract performance.
1. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Section and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
1. Submission Requirements. The offeror shall submit a Past Performance Section containing the following:
· Table of Contents
· Summary Page describing the role of the offeror and each subcontractor, teaming partner, and /or joint venture partner that the offeror is required to provide Past Performance Specific Relevant Contract Reference Sheets for the past performance experience in accordance with Attachment 1).
· Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information. A sample consent letter is attached (see Attachment 1).
· Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance.
· Organization Structure Change History— Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal section a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
· Specific Relevant Contracts Format - Sheets in accordance with Attachment 2 and are limited to 3 pages per reference. The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. The past performance information provided will be evaluated to determine the extent of:
1. Quality of Service
1. Similar Work Experience
1. Timeliness of Performance
1. Customer Satisfaction

SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS
Section M - Evaluation Factors for Award
BASIS FOR AWARD
EVALUATION FACTORS FOR AWARD
a. Basis for Contract Award
(1) This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a qualified 8(a) firm who is deemed responsible in accordance with the FAR, whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer.
(2) Trade-offs between price and non-price factors are not permitted. Unreasonably high or low, unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition. The Government will evaluate proposed prices for reasonableness using price analysis techniques. Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition.
b. Award for All of the Work. The Government intends to award a single Firm Fixed Price (FFP), Requirements contract as a result of this solicitation. Offers received for less than the stated number of items listed in Schedule B will be considered ineligible for award. As set forth in FAR 52.215-1 (f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. The competitive range may be limited for purposes of efficiency IAW FAR Part 15.306 (c)(2).
c. Evaluation Criteria
(1) Evaluation criteria consist of factors and sub-factors. The proposals will be evaluated under two (2) evaluation factors.
Factor 1: Technical
Sub-factor 1: Understanding Requirements (approach to satisfy PWS requirements).
Sub-factor 2: Personnel Staffing Approach.
Factor 2: Past Performance
Sub-factor 1: Relevant Past Experience (comprehensive knowledge of the regulations and procedures).
Factor 3: Price
(2) Factor 1 - Technical. The Technical Factor evaluation provides an assessment of the offeror’s capability to satisfy the Government’s minimum requirements.
a. Technical Factor - contains two sub-factors 1) Understanding the Requirements and 2) Personnel Staffing Approach). Each sub-factor will be evaluated to determine whether or not the offer meets a minimum criterion stated in Section L ADDENDUM TO 52.215-1 - 52.215-1 -- Instructions to Offerors -- Competitive Acquisition. They are as follows:
Sub-factor (a) Understanding Requirements: In evaluating the sub-factor, the assessment will concentrate on the extent the offeror has fully demonstrated an understanding of the specific tasks:
1. C.5.5. Warehouse Operation
2. C.5.6. Operational Maintenance, Organization Maintenance, Repairs.
3. C.5.12. Training
4. C.5.13. Fabrication of Training Aids and Devices
Sub-factor (b) Personnel Staffing Approach: In evaluating the sub-factor, the assessment will concentrate on the extent the offeror demonstrated: 1) the ability to recruit, hire, manage personnel and retain a workforce sufficient to satisfy the requirements stated in the PWS, 2) whether the proposed staffing has sufficient labor hours and skill mix, 3) how the proposed staff satisfies the specific qualifications identified in the PWS, 4) address a clear and feasible plan for obtaining all resources required prior to the performance start date and 5) address the hiring approach will minimize any disruption to the Government's and incumbent's normal operations. An offeror’s proposal that fails to address or articulate its staffing approach (recruit, hire, retain and qualifications) will be rated Unacceptable and the proposal will no longer be considered for award.
The Technical Factors will receive one of the adjectival ratings defined below. The sub-factor ratings will be used to determine an overall rating for the factor. Any sub factor that receives an unacceptable rating will result in an overall unacceptable rating for the factor and are not eligible for award.
Table A-1. Technical Acceptable/Unacceptable Ratings
Rating
Description
Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation.
(3) Factor 2 - Past Performance. The Past Performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. The assessment will concentrate on the extent the offeror possesses relevant experience providing Training Aids, Devices, Simulators and Simulations (TADSS) support services (C.5.1 - C.5.13). The offeror’s lessons learned or best practices will be evaluated to determine relevancy to the requirements of the PWS. An offeror’s proposal that fails to address relevant past experience will be rated Unacceptable and the proposal will no longer be considered for award. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and State Department Watch Lists. Past performance areas of evaluation include:
- Quality of Service
- Similar work experience
- Timeliness of performance
- Customer Satisfaction
(a) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
(b) Relevancy Assessment. To be relevant, the effort must be similar in nature of work, size, and complexity. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation.
A relevancy determination of the offeror’s (including joint venture partner(s) and major and critical subcontractor(s) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an offeror’s contract history would give the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish the relevancy of past performance.
(c) The Source Selection Evaluation Board (SSEB) will review this past performance information and determine the quality and usefulness as it applies to past performance assessment.
(d) Assigning Ratings. The Past Performance Factor will be assigned one of the ratings defined below.
Table A-2. Past Performance Evaluation Ratings
Rating
Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
(e) Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
(4) Factor 3 – Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b) and (g). Through these techniques the Government will determine whether prices are reasonable, complete and balanced.
a. The Government will evaluate the price proposed for each CLIN, and the total estimated price proposed base period and all options. Evaluation of options will not obligate the Government to exercise the option(s).
b. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period prices to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option and 1/2 of the 4th option. Offerors are not required to enter a price for the six-month period. The Government intends to add the Clause as part of the solicitation.
