The other type of project site location is in a remote area without eye contact with existing permanent facilities. The following procedures shall be engaged such that accuracy of work and verification of site locations are verifiable.
Project Site Locations near Existing Permanent Facilities: Place a #3 bar, 6-inches in length, painted orange, flush with the ground at the perimeter of the work zone in a location that will not be disturbed. Employing an Electronic Distance Meter, reference this point by angel and distance to three building corners that are more than 90 degrees apart. Also, reference from the same reference point a minimum of ten distinct construction elements by distinctive points. A few examples are: north-east corner of headwall, back of curb, start of radius of curb return, center of cleanout, center of manhole, etc.
Project Site Locations in Remote Area not in eye contact with Existing Permanent Facilities: In this situation start at the nearest hard surfaced road that is identifiable on the Fort Hood Data Base.
Place two #3 bar, 6-inches in length, painted orange flush with the ground, 100 feet apart at a location that will not be disturbed. At each of these points place cross-ties to aide with relocating the points.
Employing an Electronic Distance Meter create a coordinate route to the project site location. At each turn in the coordinate route place a #3 bar painted orange flush with the ground at a location that will not be disturbed. Upon reaching the site location record the angle and distance to a minimum of ten distinct construction elements.
Drafting: Only personnel proficient in the preparation of engineering drawings shall be employed to prepare contract drawings and additional new drawings. All additions and corrections to the contract drawings shall be neat, clean, and legible and shall match the adjacent existing line work and/or lettering being annotated in type, density, size, and style. Southwestern Division Architectural and Engineering Instruction Manual available from the DPW-Master Planning Office. The Contracting Officer will review all record drawings for accuracy and conformance to the above specified drafting and standards. The Contractor will make all corrections, changes, additions, and deletions required to meet these standards.
Title Blocks and Border Sheets: The title block and border sheet format to be used for any record drawings shall be as provided by the Government.
Final Revisions:
Title Block Additions: When final revisions have been completed, place the words "REVISED AS-BUILT DRAWING," in letters at least 3/16 inch high, and the date of completion in the revision block above the latest existing revision notation on each drawing CADD file. The contractor shall procure from the Government the applicable Drawing Management Index (DMI) numbers and place these numbers in the appropriate block of the title block. Also, drawings shall use the DMI# as the file name.
Copies of the Final Record Drawings: Blue line or black line prints shall be full size sheet; 22" by 34" image on 24" by 36" sheet. All blue or black line prints shall exhibit good readable print with clear, sharp, dark lines, and shall not be smeared, faded, double imaged, or have torn or ragged edges.
CADD Files:
Standards: The Contractor shall incorporate all information from the final record drawings into CADD files that conform to the CADD requirements of the Fort Hood CADD System and shall be demonstrated to work on the designated Government computer systems. CADD files shall be error and virus free. CADD files shall be provided on either compact disks (CD) or 3-1/2 inch diskettes.
Drafting Qualifications: Only personnel proficient in the preparation of engineering drawings and CADD shall be employed to prepare contract drawings, additional new drawings, and the CADD files. Furnish for approval the qualifications and experience of the personnel, and types of equipment and software, to be used for this work.
Modification of CADD files will not proceed until the resulting CADD files have been acceptably demonstrated to work on Fort Hood DPW CADD systems. CADD files shall conform to the Fort Worth District CADD Operating Procedures Manual available from the DPW-P&P Office. The Contracting Officer will review all CADD files for accuracy and conformance to the above specified drafting and standards.
