RESPONSE TO INDUSTRY QUESTIONS

Request For Information (RFIs) Response to Industry Questions

W91151-16-B-0027 Paving Requirement

5 July 2016

1. Special notice in Solicitation Instruction to Bidders notes bids shall carry a 120 day acceptance period in which prices could be re-negotiated. This is a line-item price contract - why and how would prices be renegotiated?

This is part of the solicitation so if the contract is not awarded within 120 days of bid opening the government would validate the prices with the contractor.

2. Solicitation Section 00100 Item 2 states prime contractor must demonstrate it possesses contract management by providing at least three examples of relevant work experience in an awarded contract similar to the requirements in this solicitation. Contracts similar to this solicitation are few and far between due to the overall depth and volume of scope of work. As this reads only contractors who previously held this contract could meet this requirement. Can the requirement be reworded so as Contractor may provide proof that is has vast experience in providing services required in this solicitation, although all of those services may not have been under one single contract?

Since each task order is a separate contract the government will review contractors work portfolio that shows similar work as required under this contract during the same time period.

3. Solicitation 52.216-19(b) - does this mean Government cannot award $1m of task orders within a 30-day period or have more than $4.5M in progress at any one time?

The intent of this clause is the contractor does not have to accept more than these constraints at one time.

4. What is the maximum total contract amount that may be in progress at any one time?

There is no minimum or maximum amounts for this contract.

5. Will the P&P bonds be provided for the entire bid amount or on a task order-by-task-order basis?

P&P bonds are provided annually per base year and each option year.

6. If P&P bonds are provided for each task order is there a minimum task order value that needs to be bonded?

P&P bonds are not required at the task order level.

7. Does Contractor need to provide a Superintendent for each individual Task Order or can a Superintendent be in charge of multiple Task Orders?

Per specification 01 45 01.00 20 section 3.3

Each superintendent shall manage no more than a total of five active task orders at any given time. The response time between projects will not exceed 10-15 minutes between task orders. The individual(s) identified will be responsible for timely progress and completion of all assigned work, and be wholly devoted to the supervision of work in progress under this contract only.

8. How many task orders can 1 Superintendent be in charge of?

Per specification 01 45 01.00 20 section 3.3

Each superintendent shall manage no more than a total of five active task orders at any given time. The response time between projects will not exceed 10-15 minutes between task orders. The individual(s) identified will be responsible for timely progress and completion of all assigned work, and be wholly devoted to the supervision of work in progress under this contract only.

9. What is the maximum number of task orders that can be in progress at any one time?

There is not maximum number of task orders that can be under construction at one time per the contract with respect to superintendents see specification 01 45 01.00 20.

10. Is the QCS a fully-dedicated position or can a Superintendent dual-role/also act as

QCS?

QCS is a dedicated position. Superintendent cannot be QCS or QCM.

11. Tech Exhibit A, Section 002, Para. 5 notes a registered surveyor should stamp all surveying calculations. Being this section is for as-built drawings and not providing actual boundary surveys, what sort of information are you looking at being sealed by registered surveyor? Should we expect to require a registered surveyor on each task order?

If as-builds require survey data the line item for survey work under item 004.2 will be added to the contract. A surveyor shall stamp data if calculations are performed. If data can be directly surveyed then no stamp is required.

12. Tech Exhibit A - Section 101 Par 4 discusses jackhammering/removing equipment.

Please confirm or deny this line item is only for sawcutting and does not include any materials demolition and/or removal.

Confirm, section 101 is only for sawcutting and does not include any materials demolition and/or removal.

13. Tech Exhibit A - Section 102 This line item is bid by the square yard but covers all thicknesses of pavement to be removed. Can you change the bid units to cubic yards (as done in Section 103) so we can ensure the pricing is fair and reasonable?

No, follow specification 102 section 6.

102.1 - Payment shall be at the contract unit price per square yard for removal of flexible pavement for the first four inches of depth.

102.2 – Payment shall be at the contract unit price per cubic yard for removal of flexible pavement beyond four inches deep.

14. Tech Exhibit A - Section 102 Para. 4 discusses sawcutting edges. Confirm or deny this sawcutting is paid for with Item 101.

Confirm, sawcutting is paid for with Item 101.

15. Tech Exhibit A - Section 103 Para. 4 discusses sawcutting edges. Confirm or deny this sawcutting is paid for with Item 101.

Confirm, sawcutting is paid for with Item 101.

16. Tech Exhibit A - Section 105.1 and 105.2 Para. 4 discusses excavation and backfill of pipe shall be done in accordance with other bid items. Does this item only cover the removal of the actual pipe while the excavation to get to the pipe and backfill of remaining void are paid for via Items 109 and 108, respectively?

Excavation and backfill are paid for on items 108 and 109.

17. Tech Exhibit A - Section 105.1 and 105.2 Para 4 notes installation of concrete pipe shall be in accordance with item 40. Confirm or deny this line item does NOT include installation of any pipe and that any installation of pipe is paid for via line items 403 or 404.

Confirm, pipe installation is paid for under line items 403 and 404. Correction made to Section 105, change item ‘460’ to ‘403 and 404’.

Clarification to specification to indicate TSDHSB Item 460, not line item 460 this contract.

18. Tech Exhibit A - Section 107 Para. 4 discusses backfilling, planting trees and/or turfing disturbed areas. Will backfilling, tree planting, and returfing be paid for via this line item or the other relevant line items in the bid?

See revised specification 107, paragraph 4.

Trees, including stumps to a minimum depth of one foot below grade or as necessary to provide access for repairs, shall be carefully removed to avoid damage to surrounding areas where the repairs are being done. As soon as repairs are complete, the area shall be made to match surrounding surface conditions (turf if necessary).

Disposal of Materials: Trees and stumps shall be brought to the Fort Hood Compost Center or as otherwise directed by the Contracting Officer Representative. Tree roots shall be free of dirt. Please see Technical Exhibit “G,” Section LL (Environmental Protection) Section 3.9.3 Fort Hood Landfill Use for further details. 20. Tech Exhibit A - Section 108 Para. 5 notes Subgrade Preparation as a subsidiary obligation to the line item. Para. 6 notes subgrade preparation shall be paid for under line item 202. Is subgrade preparation to be included in the line item 108 price?

Subgrade preparation is not part of item 108.

Raw Subgrade Preparation: Raw subgrade preparation including dressing, shaping, wetting, aerating, and compacting of the subgrade will be measured and paid for by the square yard under Section 202 “Compact and Fine-Grade Soil.” Subgrade preparation is explicitly not a subsidiary obligation of this line item.

21. Tech Exhibit A - Section 109 discusses fine grading. Will fine grading be paid for in this line item (109) or in the Fine Grading line item (202)?

Item 109, section 4 states:

“Note that this line item (Excavation) does require line item Compact & Fine Grade Soil, Section 202 for the finished grade.”

Fine grading will be paid for under section 202.

22. Tech Exhibit A - Section 109 notes this line item covers all material excavation.

Should contractor include jackhammering rock in their price?

Item 109, section 4 states:

“Classification of Excavation: This line item governs the removal of common soils to a maximum particle size no larger than 12 inches by 18 inches. Removal of rock mass shall be by Section 103, “Removal of Reinforced Concrete.””

Jackhammering rock is not included.

23. Tech Exhibit A - Section 110 discusses stripping. Will this stripping be paid for in this line item or another line item in the bid (Item 107)?

Item 110 section 4:

Can you provide more direction as to what maintenance is required, when it is required, how frequently it is required, and how long the maintenance is required?

See Tech Exhibit G, spec 01 57 20.00 10 section 3.6.2.3, excerpt:

“All landscape plans and seed mixes/sod must be reviewed and approved by COR. All landscaping plant selections must come from the Approved Landscaping Plant List. All landscape plants must come with a full year (360 day) warranty and maintenance. Tree stakes should be removed upon completion of warranty period.”

28. Tech Exhibit A - Section 204 Para. 4 notes fill will be paid for by separate bid item.

Is this item only paying for the delivery of washed sand to the jobsite or the delivery and installation of the washed sand?

Item 204, paragraph 4 revised:

“Placement: Generally washed sand will be placed on a prepared subgrade prior to the placement. Excavation, additional fill, and subgrade preparation will be paid for by separate bid items.”

29. Tech Exhibit A - Section 205 Assume all the base material will come from one source throughout the duration of the contract. Is the contractor required to perform the material lab tests (sieve analysis, wear test, wetball, Atterberg Limits and weight per cubic foot of slag, lab density) for each and every task order or will Contractor just run one of each of these tests every 10,000 CY of material and/or as the material appears to change?

“The quantity of each resealing item to be paid for will be determined by measuring the length of in-place material that has been approved. The unit of measure will be determine by the number of linear feet (LF). Subsidiary constructions which will not be measured for payment are sawcutting.”

Sawcutting is paid for in line item.

57. Tech Exhibit A - Section 704 Specs call for a two-part sealant. There are several one-part sealants that meet the Ft Hood airfield specs and are currently utilized on Main Cantonment and the Airfields. Can a one-part sealant be utilized?

Follow specifications under section 2.

“Joint Sealant:

Joint sealant shall comply with Texas Department of Transportation Department Material Specification (DMS) 6310. Materials shall be of the type described in DMS- 6310 as Types 4, 5, 7, or 8, meaning low-modulus silicone or polyurethane seals.

Where required, joint seals for rigid pavements subject to fuel spill shall comply with FS SS-S-200, Rev. E; Am. 2, and any overage between this line item and the price for fuel-resistant seals shall be paid out of Section 003, “Miscellaneous.””

58. Frequently, answers to RFI' do not fully answer the questions and need further clarification. Can the Government consider an additional RFI submittal date after receipt of initial answers to allow such clarifications? This could help reduce costs.

No

59. Tech Exhibit C: Performance Requirements for Asphalt notes an approved traffic control plan shall be submitted to the Government. Is a line item going to be provided to cover Traffic Control Plans or will it be covered in item 003?

Traffic Control Plans are Subsidiary construction cost to the entire contract.

60. Please confirm warranty periods for task order work will begin from the completion date of each respective task order and not the completion date of the entire contract.

Warranty period refers to the warranty period of each task order not the contract.

61. Will the government permit the staging of a portable asphalt plant on station at Fort Hood for completion of the project requirements? This has been a very successful method for completion of similar projects involving remote locations and strict base access requirements.

At this point in the procurement, there is not enough time to allow for the required permits and other approvals to allow for a portable asphalt plant.

62. In the solicitation documents under the Scope of Work, paragraph c. lists the majority of tasks to be performed. The last sentence refers to installation of traffic controllers, retiming signals and installing LED traffic lights. There are no bid items or specifications for these various tasks. How is this work to be paid for? (I know Mr. Darby stated that traffic signals would not be installed on this contract but it was also made very plain that any questions had to be in writing and that changes would be made only by amendment and this change was not issued with the June 22, 2016 revision.)

Signal work has been removed from the Scope of Work, paragraph C.

63. The solicitation documents states that bids are due July 13, 2016 at 2:00 pm. The FedBizOpps page (Link:

https://www.fbo.gov/notices/402b693331b44114a4334e5cbbe4c260) states the response date is July 25, 2016 at 2:00 pm. Please clarify.

Closing date in FEDBiz Ops will be edited with the amendment.

64. Section 0700 of the solicitation documents states under Special Note:

“Task Order quantities for contract items shall be field verified by the Government Pre-award Project Manager (PM), Contracting Officer Representative (COR) and Contractor prior to construction. The Contractor shall submit Request for Information (RFIs) NO LATER THAN FIVE (5) CALENDAR DAYS after the site visit. No further pre-award RFI's shall be submitted during the pre-award phase of the task order. After the Contractor receives the RFI responses from the Government (pre- award team), then, the Contractor shall submit the quantity estimate to the Government NO LATER THAN TEN (10) CALENDAR DAYS after receipt of RFI responses. Field notes and computations shall be submitted for approval, as directed by the COR. This specific note shall supersede Division 1 Specifications if stated to be different from the above special note.”

Since “No further pre-award RFI's shall be submitted during the pre-award phase of the task order.” How are we to handle situations where the Governments answer creates additional questions?

Task order RFIs will be handled on case by case basis to provide further clarification of RFI’s received and responded to.

65. Section 01 35 13, section 1.4.2, paragraph a states: “During the solicitation phase of the procurement, the contractor shall develop and submit with its bid/proposal, a draft progress schedule, specifically tailored to the requirements in the solicitation and related plans, drawings and technical specifications.” I assume this is related to individual task Orders. Is this assumption correct?

Section 01 35 13 section 1.4.2 edited to remove requirement for draft progress schedule with bid.

66. Is there a specific format for providing the written verification requirements identified in Paragraph 2.b. of the Statement of Work in the solicitation?

https://www.fbo.gov/notices/402b693331b44114a4334e5cbbe4c260

No specific format is required by the government.

67. In Section 00100 (Bidding Schedule/Instructions to Bidders), Paragraph 1, is any documentation required other than the names and Certifications, Certified TXDOT Level 1B Roadway Specialist Concrete Contractors, and Certified American Concrete Institute (ACI) Level 1 Field Tech?

Documentation showing names and certificates shall be required.

68. In Section 00100, Paragraph 2, is there a page limit or format expected for identifying the three contracts that demonstrate relevant experience?

Need to provide names and points of contract with contract information for relevant experience.

69. Are there any technical / experience qualification elements other than the written verification requirements, two elements of Section 00100, and Section 00600 (Representations & Certifications) required for this proposal?

No.

70. Shall the cost and technical elements of the proposal be included in the same volume? Should there be individual tabbed dividers in the proposal and is there a specific format for providing this (for example, three-ring divider, or bound document)?

There are no volumes included in the bid. This is an invitation for bid.

71. Per Technical Exhibit G, Division 1 Specifications, Section 01 35 13, Paragraph

1.4.2 (Progress Schedules), it indicates that the contractor shall develop and submit with its bid/proposal, a draft progress schedule, specifically tailored to the requirements in the solicitation, and related, plans, drawings and technical specifications, For what scope of work should a schedule be developed, if required for this solicitation is required, where should it be incorporated into the proposal? Is there a 'typical' project that should be considered? Is it the intent of the solicitation to provide a schedule with the proposal?

Section 01 35 13 section 1.4.2 edited to remove requirement for draft progress schedule with bid.
