18 Section M Page 89 of 94, Corporate Experience: Factor 1 States: … a major subcontractor is defined as a subcontractor who performs more than 49 percent of the total cost of the requirement at the TO level. Is it the Governments intent that subcontractors experience be derived based on 49% of total cost of the requirement / Task Order based on Labor vs total cost of task which would include material?
| Clarification is requested as the current verbaige would enable a subcontractor performance to be used to satisfy the requirement when their only contribution for a task was materials purchase in support of the task order where task order total cost exceeded labor cost. | The Government's definiation of a "Major Subcontractor" in this instance would be "More than 49% of the Total Labor Cost". The Government understands and accepts the concern in question. Section M will be updated. | |||||

Section B does not provide a CLIN for Transition pricing. | Please clarify how contractor is to include pricing for transition. | The pricing should be included within the cost volume submission as separate documention in the same format as the base requirement for evaluation purposes. |

(i) Assumptions:...

| (iii) Resources: … | Will the Government please clarify the instructions. It appears that this instruction would only be applicable to the Transition and or other sample task as the solicitation does not provide sufficient workload data to support development of "man-hours; travel and materials to include components/hardware, software and any Government Furnished Equipment (GFE)" | The instruction for the Technical Approach is applicable to both the FAMMSS PWS requirements and the Transition In Requirments. The Contractor should propose for the to the LOE Plug numbers (attachment). It is incumbent upon the contractor to propose their level of effort for the transition in Task. Can the Government please identify the key management personnel for which resumes are required with the proposal submission?
Based on these requirements, it appears that resumes are required under the “Key Personnel” deliverable that has a 5 page limit. Will the Government please exclude resumes from the page count?

| Will the Government please remove the “Management Plan” as a separate file/document from page 82, and allocate those 25 pages across all Technical Volume deliverables, as the requirements within “Techniques and Control,” “Key Personnel,” “Quality Control Plan,” and “Purchasing Plan,” will cover all requirements of the Management Plan? | No, offerors should propose as instructed. This section will remain unchanaged. | |||||
| 31 | Section C | PWS Attachment 0001 | RFP Page 33 and PWS Attachment 0001 | Word Document provided separately |
The Activity/Platforms tables provided in these two areas do not match. Specifically, in the RFP Attach. 001, there are 3 RC-12s and 1 each DASH-7 and DASH-8. In the separate Word Attach. 001, there are 2 RC-12s and 1 DASH-7/8.
| Please confirm the correct quantities of RC-12 and DASH-7/8 platforms at CFA. | The correct quanties are two (2) C-12/RC-12 and one (1) Dash 7/8. The solicitation has been revised to match the separate word document. | |||||||

Amendment 0001 to the RFP made no changes to the solicitation document. It incorporated additional information related to the FAMMSS RFP, specifically the Industry Day announcement. There is no SF30 associated with Amendment 0001 to the RFP because no change was made to the solicitation document.
| 33 | General RFP | N/A | N/A | SETA Support Contractors | Can SETA contractors who are currently supporting CFA, I2WD and other organizations that heavily utilize FAMMSS be on a Prime team as either Prime or key SubK as a participant to the FAMMSS contract? | The FAMMSS requirement is restricted to 8(a) eligible prime contractors only. The government does not provide instructions on teaming arrangements. | |
| 34 | General RFP | N/A | N/A | CASS Contractors | Can CAAS contractors who are currently supporting CFA, I2WD and other organizations that heavily utilize FAMMSS be on a Prime team as either Prime or key SubK as a participant to the FAMMSS contract? | The FAMMSS requirement is restricted to 8(a) eligible prime contractors only. The government does not provide instructions on teaming arrangements. | |
| 35 | General RFP | N/A | N/A | OCI Contractors | In the 2012 solicitation for AIMS contract, site the reference, certain contractors were excluded from participation due to OCI. Does that rule apply? | There are currently no known contractors being excluded from participation due to the OCI. Should contractor OCI become an issue, an annoucement will be made via the FBO website. | |
| 36 | Section L | N/A | N/A | Page 27 of 39, Amedment 0002 | Section L (pg 27 of 39 – Amend 0002) references 8 documents for inclusion in offerors’ submissions. One of the required files is called Proposal (“ST1.xls”) and a Transition version called “SST1.xls”. | Will the government provide any templates or guidance regarding the specific format for the submission of pricing? | Templates will not be provided providing guidance on the specific format of the pricing submission. |
| 37 | Section L, Volume III | N/A | N/A | Cost/Price Factor Content 2)a) | “Labor rates must be provided for both On-Site and Off-Site locations.” |
Section M; Factor 5 Cost/Price Evaluation Approach (item c): “The Offeror and each team member/sub-contractor will provide their labor rates for separately priced On-Site and Off-Site work locations. Each labor rate will be multiplied by its corresponding hours proposed.”
Does the government require the provision of T&M Rates or Fully Burdened Cost Rates or both?
Would the government please clarify how many rates should be proposed:
| 1) separate rates for On-Site at Lakehust and Ft. Belvoir (2 rates) and separate rates for Off-Site at Lakehust and Ft. Belvoir (2 rates) for a total of 4 rates or 1 On-Site rate applicable at either site and 1 Off-Site rate applicable at each site. Should rates be proposed for the other 22 additional possible locations? | Offeror's should provide Fully Burdended Cost Rates. If T&M Rates are being proposed as well, then T&M Rates should be proposed seperately from the Fully Burdened Cost Rates. It is not necessary to propose rates at the other 22 additional possible locaitons. However, Rates for On-Site at Lakehurst / Ft. Belvoir as well as Off-Site Rates should be proposed (for a total of 2 rate sets using the method of at either site) | ||||||
| 38 | Section L | N/A | N/A | Labor Categories | Section L contains no reference to specific Labor Categories to be proposed. The Draft RFP included “A07_-_Base _LOE_and_Plug_Numbers” which provided Labor Categories and Hours. | Will the government be providing Labor Categories and related qualification (Educations/Experience) or shall the offeror’s develop their own? |
Document A07_-_Base _LOE_and_Plug_Numbers were provided with the Draft RFP
| Offerors are to propose using the labor categories provided in Document A07_FAMMSS_LOE_and_Plug_Numbers_V2 provided with the Final RFP. | |||
| 39 | N/A | N/A | Neither Section L nor the other RFP documents include any plug values for Travel and/or Materials. |
The Draft RFP included “A07_-_Base _LOE_and_Plug_Numbers” which provided plug values for Materials and Travel by Year.
| Will the government be providing plug values for materials and/or travel? How should offerors estimate materials for all periods if not provided? | Section J attachment A07_FAMMSS_LOE_and_Plug_Numbers_V2 of the final RFP includes plug numbers for materials and travel on page two of the document. | |||||||
| 40 | Section A | N/A | N/A | CLIN Structure | Section A (3): The anticipated CLIN Structure includes CLIN 0002: T&M Labor | Will the government explain when T&M labor will be applicable? Will the government be providing Labor Categories, quals, locations for the T&M rates? | Historically, time and Materials (T&M) labor has been approximately five percent of the total cost of the requirement. T&M will be utilized at the task order level for emergency repairs/maintenance as it occurs. | |
| 41 | Section M | N/A | N/A | Cost/price Evaluation Approach | (b): Offerors are cautioned that prime contractor profit will not be allowed on sub-contract-loaded labor rates, in accordance with FAR 52.232-7(b). Profit or fee will not be allowed to the prime or sub-contract on materials | FAR 52.232-7(b) is in reference to the Materials portion under a T & M/Labor Hour type contract. In accordance with FAR 52.232-7(a), the hourly rates for subcontractors may include profit. We would respectfully request the Government reevaluate the referenced section and clarify that it did not intend to prohibit the Prime from applying fee to subcontractor labor, rather it was the Government’s intent to prohibit a Prime or Subcontractor from applying profit on top of any MATERIALS IAW FAR 52.232-7(b)? | The Government has reviewed this clause, and agrees the the suggested update. Therefore, the lanauge will be updated to read as follows: In accordance with FAR 52.23207(b), Offerors are cautioned that Profit or fee will not be allowed to the prime or sub-contract on materials | |
| 42 | LOE & Plug Numbers | N/A | N/A | Amendment 0004 Additional questions | The government’s response to Question 14 states that the FAMMSS LOE and Plug Numbers attachment shall be proposed as CPFF for Labor and CR for Materials. Further, the government’s response to question 22 states, “The LOE attachment is representative of the entire FAMMSS effort, to include the Transition In effort.” The government’s response to questions 1-4 indicate that a populated Section B is required, and details the historical costs experienced. Nowhere in the RFP are tasks identified that shall be priced as T&M or FFP (as the LOE Plugs cover the FAMMSS PWS and the Transition-In PWS, and it is CPFF). | 1) Is it acceptable to provide pricing for the LOE and Plug Numbers in CLINS X001, X004, X005, X006 and price CLINS X002 and X003 at zero dollars? |
2) Please confirm that T&M and FFP Pricing are not required with proposal submission. If T&M and FFP pricing is required, please provide the specific paragraph number that defines the requirement.
3) Please confirm that T&M Rates are not required with proposal submission. If T&M rates are required, please provide the specific paragraph number that defines the requirement.
4) Please confirm that FFP Rates are not required with proposal submission. If FFP rates are required, please provide the specific paragraph number that defines the requirement.
1) Yes, this is an acceptable pricing method. Only Cost Plus Fixed Fee or CR pricing is going to be required for the evaluated Task Order, therefore, even a 'zero dollars' submission for CLINs X002 and X003 is not needed for the proposal. These CLINs may be used on future Task Orders, however.
2) T&M and FFP pricing are not required with the proposal submission.
3) T&M rates are not required with the proposal submission.
4. FFP Rates are not required with the proposal submission.
| 43 | LOE BOE | N/A | N/A | Section L | Section L requires the submission of a BOE as part of Volume III Cost/Price. However, Amendment 3 provided offerors with specific LOEs for the 5 Year Ordering period. | Since the solicitation now provides an LOE, are Offeror’s still required to provide a BOE for the 5yr Ordering Period? | Yes, offerors are still required to provide a BOE. |
| 44 | PWS and LOE | N/A | N/A | PWS and A07_FAMMSS_LOE_and_Plug_Numbers_V2: |
When comparing the LOE to the requirements of the PWS, it does not appear the LOE contains all of the labor categories required to complete the scope. For example, the PWS requires custodial services in PWS C.21.1.3.3.1; however, there is not an estimate for a custodian in the provided LOE but there is a Custodian LCAT in the CBA. A similar situation exists for PWS C.3.3.7.1 which requires purchasing services; however, a Buyer LCAT is not included in the LOE. There are also numerous other LCATs in the CBA that do not appear in the solicitation LOE.
Will the customer be updating the LOE to include all of the labor categories in the PWS or shall offerors just bid to the categories included in the LOE? If the latter, are offerors required to submit a BOE for the 5-year Ordering Period? The CBA is a reference document. The LOE is what the Government thinks is required to support the base contract.
The Offerors should bid to the categories in the LOE. The Offerors should submit a BOE for the 5-year ordering period.
45 General RFP N/A N/A Extension Request Will the government issue an extension to allow offerors an opportunity to update pricing files and BOEs in accordance with the new LOE file from Amendment 3 and answers to the to the items above? A decision on any proposal extension has not been decided at this time. However, offeror's are strongly encouraged to assume that no proposal extension will be granted, and the proposal due date remains 05 July until further notice is given
