L-2.2.1 Volume I, Technical Proposal The offerors shall ensure their proposals comply with the instructions contained herein and completely address all requirements of this RFP (including all Attachments and Exhibits). Features that lessen performance risk should be considered when proposing staffing and management solutions.

L-2.2.1.1 Volume I Chapter I Management Plan

The Management Plan shall include:

L-2.2.1.1.1 Processes and Procedures. The proposal shall include management processes and procedures to ensure successful accomplishment of the tasks described in RFPs PWS. The offeror shall demonstrate an understanding and ability to manage the execution of the requirement. The offerors proposal shall include a description of the management approach for day-to-day operational execution of the requirements defined in the PWS. The offeror shall demonstrate its ability to manage multiple efforts with varying schedules and competing resource needs.

In addition to the information above, the offeror shall discuss to demonstrate a specific understanding of PWS 3.2.1 through PWS 3.2.5

(Security Support) including all subparagraphs and PWS 3.2.12 (Purchasing Agent Support) including all subparagraphs. This shall include a clear understanding of the requirement with supporting details and mitigation of risk.

L-2.2.1.1.2 Staffing Approach. The proposal shall provide a description of the offerors staffing approach for recruiting, hiring, and retaining a qualified workforce with sufficient personnel for PWS performance. The proposal will discuss how quickly labor positions will be filled, and how the workload of vacated positions will be handled until the position is refilled. The proposals must minimally propose to fill labor positions by the 30 and 45 calendar day intervals noted in the PWS respectively for Critical and Non-critical labor positions. Employee retention is a key issue, since employee turnover causes a disruption of support until a replacement employee is provided and becomes fully familiar with performing in the labor position.

L-2.2.1.2 Volume I Chapter II Quality Assurance Surveillance Plan (QASP)

(Requirement removed) ___________________

L-2.2.1.3 Volume I Chapter 3 - Facility Security Clearance & Adequate Accounting System.

This effort has Facility Security Clearance requirements, as detailed upon the Contract Security Classification Specification DD Form

254. Offerors shall attest that the facility security clearance requirement is understood, and will be met at the starting point for performance of the contract. The Government cannot "sponsor" Offerors by waiving the Facility Security Clearance requirement.

The awarded contract for this effort will contain cost reimbursable elements, and therefore the Offeror must have a cost accounting system adequate for accurately recording and reporting cost applicable to the contract. Offerors shall attest that the cost accounting system requirement is understood, and will be met at the starting point for performance of the contract.

The successful Offeror must confirm that they meet all requirements of the DD Form 254 and all provisions of the PWS security requirements at time of award so that at time of contract award, the awardee may immediately begin transitioning and performing. The

Government will neither sponsor prime contractors, nor can the Government wait for prospective contractors to obtain appropriate clearances.

L-2.2.4.2 Volume I Chapter 4 OCI Statement/Risk Mitigation Plan/Separation Letters

If applicable, offerors shall submit an OCI statement, Risk Mitigation Plan, and employment separation letters. The Contracting Officer will review the Risk Mitigation Plan to ensure that OCI risks are neutralized and/or reduced to an acceptable level. In the event that an offeror is the anticipated awardee, yet its Risk Mitigation Plan does not sufficiently reduce OCI risk, the Contracting Officer will notify the offeror, provide the reason(s) why the Risk Mitigation Plan fails to sufficiently reduce OCI risk, and allow the offeror a

5 10

reasonable opportunity to respond. If the offerors response does not neutralize and/or reduce OCI risk to an acceptable level, that offeror will be deemed not eligible for award.

L-2.2.4.3 Volume I Chapter 5 - Identification of Prime and Subcontractors

The following information shall be reported for the prospective Prime Offeror and any subcontractors:

a. Company name

b. Company address

j. Percentage of effort, based on the total cost of the work required in the referenced contract or order, performed by the offeror itself as prime contractor or subcontractor at the time of proposal submission

k. Description of the specific tasks or activities performed by the offeror itself under the contract, and to which PWS paragraph task under W56JSR-18-R-0002 the past performance would be associated.

l. Offerors shall provide a self-assessment for each past performance example. The self-assessment shall address performance, including if the contractor met the schedule and technical requirements within the original estimated cost. If the original cost, schedule, or technical requirements of the contract were not met, the offeror shall provide a brief explanation of the reason(s) the original requirements were not met and any corrective actions taken by the contractor. The offeror shall identify each time the schedule (period of performance) or cost ceiling was revised and provide an explanation of why each revision was necessary.

Offerors shall submit copies of any and all of the following received on any contract within the past twenty-four (24) months, including those not proposed in response to this RFP. There is no page limit for the required copies.

Offerors shall include a narrative explaining each event above, including any corrective actions taken, not to exceed one (1) page per event. If none of the above were received within the past twenty-four (24) months, the offeror shall state so in the proposal.

The offeror shall submit and identify the following information for cost reimbursement contract actions within the past twenty-four (24) months in which the offeror did not meet the requirement within the proposed cost (travel and material CLINs excluded), resulting in a cost overrun. The following information shall be provided regardless of whether the cost control issue was caused by the offeror or by the Government.

taken to avoid recurrence. The offeror shall state each time costs incurred were higher than proposed and provide an explanation of why a revision was necessary.

e. For an Offeror that has not had any cost overruns or does not have any awarded Cost Reimbursement contracts, the offeror shall include a declaration affirming that it does not have any Cost Reimbursement task order information to submit which meets the criteria for disclosure on the Cost Control Factor volume.

f. The information described above will be considered by the Government during evaluations. It is imperative, therefore, that the offeror present the required information in a clear and complete manner. Offerors are advised, however, that the Government may contact third parties for cost control information, and the Government reserves the right to use any information received as part of its evaluation.

g. The Government does not assume the duty to search for data to cure problems it finds in cost control proposals. The burden of providing thorough and complete cost control information remains with the offeror. While the Government may elect to consider data obtained from external sources other than the proposal, the burden on providing thorough and complete information rests with the offeror.

Offerors shall state if they have no recent past performance.

L-2.2.3 Volume III, Cost/Price:

The Offeror shall comply with the following instructions:

This volume shall consist of all information required to support proposed costs and prices. Certified cost and pricing data are not currently required; however, the Government reserves the right to request such data prior to award. The information submitted in this volume shall comply with FAR 15.408, Table 15-2, and the requirements set forth below.

Submit the Cost/Price proposal in Microsoft Excel format utilizing Microsoft Office version 2007 or later. Spreadsheets must be provided in an unlocked workbook that includes all formulas and format information. Links to external worksheets or workbooks are unacceptable. Hard numbers are discouraged whenever possible; any cell with a value must be referenced to source documentation contained within the Cost/Price proposal. Print image is not acceptable.

Submitted documents that do not comply with these requirements may be found to be noncompliant; proposal submissions containing non-compliant documents may not be further evaluated and may be found ineligible for award.

L-2.2.3.1 If proposing subcontractors (all tiers), the proposal shall explicitly detail in the Cost/Price proposal the amount of work subcontracted in terms of dollars, percentage of total proposed cost, and type of contract. Subcontractors/Service Vendors may submit information that is proprietary directly to the Government via FBO in the same manner as prime contractors, as described in L-2.2.2 above.

As required, identify the information set forth FAR 52.215-22(c). Be advised that, if applicable, the description of the value-added will be evaluated as part of the technical evaluation. Interdivisional Entities (I/Es) are not considered subcontractors for purposes of

Limitations on Pass-Through Charges Clauses.

L-2.2.3.2 Volume III, Cost/Price shall consist of the following workbooks:

Volume III Chapter 1 - SUMMARY COST PROPOSAL: In accordance with FAR 15.403-1(b), data other than certified cost or pricing data is required to support cost realism. Each Offeror's and subcontractors cost proposal shall be broken out by cost element, as specified in

Table 15-2 of FAR 15.408 The summary cost proposal Microsoft Excel workbook (summary.xls or .xlsx) must consist of a total cost element summary, a detailed cost element worksheet for each CLIN, a direct labor rate worksheet, and an indirect cost rate worksheet.

The set of worksheets should repeat for the Prime and each subcontractor/ interdivisional entity (S/IE).

Each CLIN should have a worksheet detailed by cost element (see worksheet sample below). Instructions for Cost Elements are identified in the following subparagraphs of this section.

Worksheets: Prime offerors and any S/IEs submitting cost data should follow the below sample in providing their cost proposal Excel workbooks (companyname_summary.xls or .xlsx) for submission. Sample worksheets are provided for the CPFF and Cost CLINs. Below the worksheet samples are descriptions of how each cost element should be proposed within the workbook to provide the details necessary to conduct a cost realism analysis of the proposal.

*NOTE: The following worksheet samples are provided as examples and should only be used as a tool in guiding the Offeror in creating a cost proposal. An Offeror may adjust the worksheet(s) as necessary to accommodate the specifics of their proposal (including adding columns).
