Q&A Log for Solicitation Posting W56HZV-21-R-0179
Item #QuestionGovernment Answer
1The requirements for USMC BAG 4 include the below hoses and connection but did not have any additional data package PDFs. We wanted to seek verification that the below products would be technically acceptable for our bid. Can you please advise if these would meet any requirements beyond the listed milspec?

Size 2 1/2 in(NH) x1 1/2 in(NH) Class C Type XV Fire and Water Hose Connection MIL-DTL-52404

Dixon Leader Line Wye ¼ Turn Ball Type Hose Valve, Part number LLBV2515F:Leader Line Wye 1/4 Turn Ball Type Hose Valve | Dixon (dixonvalve.com) < Caution-https://dixonvalve.com/en/products/leader-line-wye-14-turn-ball-type-hose-valve/llbv2515f > Dixon ¼ Turn Plug Type Wye Valve, Part Number S6175: 1/4 Turn Plug Type Wye Valve | Dixon (dixonvalve.com) < Caution-https://dixonvalve.com/en/products/14-turn-plug-type-wye-valve/s6175 >

100' Fire HoseAA59226 3 B 1.5 100
50' Fire HoseAA59226 3 B 1.5 50

300# Single Jacket All Plyester Fire Hose, Part Number A315-50RAF (and A315-100RAF):300# Single Jacket All Polyester Fire Hose | Dixon (dixonvalve.com) < Caution-https://dixonvalve.com/en/products/300-single-jacket-all-polyester-fire-hose/a315-50raf > The Dixon Wye valve indicated does not meet the technical criteria of MIL-DTL-52404 Type XV, Class C. Due to size constraints of the bag, the wye valve is too large for the components to fit.

The Dixon Fire Hose datasheet indicates that they do not meet the 600 Psig burst pressure requirement of A-A-59226. If hose can meet burst requirement and datasheet is incorrect, then it would meet the technical requirements.

For the MIL-DTL-52404 and A-A-59226 spec PDFs, they should be available at https://quicksearch.dla.mil/qsSearch.aspx

2I wanted to make sure before I look elsewhere for the bag. I have been in contact with The suggested source Fire Force Tactical and spoke with Brandy. The facility is closed down for the rest of the year and this bag is possibly being discontinued. My question is was this bag a source product to Fire Force Tactical for the bag or can I use another bag manufacture? The Government reached out to Fireforce and they stated the 1375-515 bag is still available in limited quantities and colors.
3I've reviewed the Q&A responses regarding the 1375-515 bag availability and understand that, per Fire Force, the bag is being phased out and the limited quantity available would be the bag count below leaving too few available for this solicitation. Fire Force also elaborated that no replacement has been in production. Can you advise if the government will be looking for a replacement to the the 1375-515 bag for this project?

Update as of 14 November 2022: Technical Data drawing number 1375-515 has been updated from revision A to revision B, dated 09-NOV-2022. Revision B is uploaded to the solciitation posting on SAM.GOV and should be used in place of revision A for all proposals.

Update as of 19 October 2022: The Government is in process of updating the TDP with more accurate details/specs for the bag and a revised TDP will be posted as soon as possible. The solicitation is also being extended to 17 November 2022 at 5pm EST as a result.

13 October 2022: There is only one vendor on the dwg, so I do not know of a substitute for this particular bag but DRSKO does work with other bag vendors that I believe can match the particular specs on the drawing. The other bag company the Government works with is:

AVALON INDUSTRIES, INC.

2000 E WASHINGTON BLVD

BALTIMORE, MD 21230

CAGE: 64730

4 We found an issue with the technical requirements as cited in the Special Packaging Instructions for each of the kits.

For example, with SPI P1375-512:

reference page 2 of 5 for components:

1. Packing List (See Note 3 on drawing 1375-512), Quantity 1

Drawing 1375-512, Note 3 shows only:

INSERT PACKING LIST IN

MAIN COMPARTMENT’S TOP

ZIPPERED COMPARTMENT.

What requirements apply to the packing list itself? That is, what format/text etc will the government require? Please clarify.

This issue applies to all the NSN’s listed in the solicitation.EA-D-2383 extract has been uploaded to SAM.Gov posting. It shows a sample packing list. The packing list should be adjusted to reflect the items from the TDP for the respective bags. In the event that an item has an associated Material Safety Data Sheet (MSDS) [such as powdered soap], that MSDS should be printed out and placed in the bag as well as noting the MSDS and its location on the packing list. Previous versions of the packin glist have been printed on standard 8.5x11" paper.
5I wanted to reach out and verify that this contract is BAA required or Berry Compliance required?
Yes, that is correct and DFARS clause 252.225-7012 (PREFERENCE FOR CERTAIN DOMESTIC COMMODITIES) is in the solicitation which provides more details.

File details come from the government source that posted it. Updated .
