Facility and the Government will be responsible for forwarding the package(s) to the appropriate personnel. Offerors should ensure that any commercial carrier it uses has a tracking system that can provide documentation that will prove the date and time of delivery to the

Government. If the proposal is hand-carried by other than a commercial carrier, the delivery person (even if an employee of the offeror) must be a US citizen, and must obtain a signed receipt, indicating date and time of delivery, from the Mail Handling Facility personnel. The delivery person must provide the receipt since the Mail Handling Facility personnel do not have them.

*Directions to DTA: From Van Dyke Avenue, travel west on East Eleven Mile road to railroad track. Immediately after crossing railroad track turn right into DTA main gate and follow security officer directions to the Mail Handling Facility (Building 255). It may be necessary for the delivery person to obtain a visitors badge prior to being allowed to enter the installation. If so, the security officer will advise the delivery person of the procedures to follow.

L.2.2.3.1 Exterior envelopes must identify the solicitation number and date specified for receipt of proposals.

L.2.2.3.2 Offerors are cautioned that approval to enter the installation must be obtained prior to the closing date and time for receipt of proposals. L.3 All or None

Offers in response to this solicitation must be submitted for all the requirements identified in the solicitation. Offers submitted for less than all the requirements called for by this solicitation may be rejected or ineligible for award.

L.4 Evaluation Factors

Offeror proposals shall address the following three Factors:

a. Technical Experience

b. Cost/Price

c. Small Business Participation

L.4.1 Volume I - Technical Experience Factor

L.4.1.1 The offeror shall substantiate recent and comparable technical experience by providing the requested information below.

Technical experience shall be from recent contracts, which can include foreign, federal, state, local, and private industry contracts.

The Government will not consider the technical experience of individuals or key personnel. The Government will only consider the corporate technical experience of the prime offeror for Subfactor 1. However, for Subfactors 2 and 3, the Government will consider corporate technical experience of both the prime offeror and any proposed subcontractors.

L.4.1.1.1 For purposes of this Technical Experience Factor, if a joint venture entity is the offeror, the joint venture (JV) members will be considered as the offeror, regardless of how the joint venture is structured. In its proposal, JV offerors shall fully describe which Subfactor statement of work requirements each of the JV members will perform. The Technical Experience volume shall demonstrate how, and the extent to which, the proposed technical experience of the JV members will be utilized if awarded a contract. If a JV

5 19

member's technical experience in the Subfactors below does not align to the tasks they will perform under this effort, the technical experience may be discounted in the evaluation.

L.4.1.1.2 The Government will only consider recent technical experience. Recent technical experience is defined as technical experience performed on a contract determined to be recent. Recent contracts are those performed within five years of the date of issuance of this

Request for Proposal (RFP).

L.4.1.1.3 For the purposes of the Technical Experience Factor, a contract is:

(i) a single task or delivery order placed under a single-award or multiple-award IDIQ task order contract (FAR 16.501-1) that does not contain multiple work directives or similar instruments which contain separate statements of work; or,

(ii) a single work directive or similar instrument which contains a separate statement of work issued under a broader contract; or,

(iii) a single order placed under a basic ordering agreement (BOA) (FAR 16.703); or,

(iv) a single task order placed under a federal supply schedule (FSS) (FAR 8.405-2); or,

(v) a single task order placed under a single-award or multiple-award blanket purchase agreement (BPA) (FAR 8.405-3 or FAR 13.303); or,

(vi) a single Government or private industry contract which does not include any of the types of instruments described in (i)-(v) above.

L.4.1.1.4 The Government will evaluate the offeror's recent technical experience for comparability to the following three Subfactors:

(i) Subfactor 1: Watercraft Vessel Subsystem Design and Development;

(ii) Subfactor 2: Development of drawings in accordance with ASME Y14.100, including applicable appendices and referenced standards, as described in Section M.4.1.3.1; and

(iii) Subfactor 3: Development and delivery of both (a) a Failure Mode, Effects, and Criticality Analysis (FMECA) report for a subsystem of a major component of an end item in accordance with ANSI/AIAA S-102.2.4 Sections 4 and 5; SAE-TA-HB-0007-1, LSA-056**; SAE-GEIA-STD- ___________________________

0007, B Entities; and SAE-TA-STD-0017, Activities 9.5 and 9.8 and (b) a Level of Repair Analysis (LORA) report for a subsystem of a major component of an end item developed in accordance with SAE-AS1390 and SAE-TA-STD-0017, Activity 11.7, as described in Section

M.4.4.1.

L.4.1.1.5 The offeror shall submit a completed Attachment 0010 - Technical Experience Matrix, which consists of three tabs (Subfactor 1, Subfactor 2, and Subfactor 3).

L.4.1.1.6 Performance Approach Information (applicable only if proposing subcontractor technical experience): The offeror shall provide a brief written narrative (recommended 1 page or less) describing which Subfactor statement of work activities, listed above in

L.4.1.1.4(ii) or (iii), each of the proposed subcontractors for whom it is submitting technical experience information will perform under this contract. The offeror's written narrative shall also describe how, and the extent to which, the resources of the technical experience of the proposed subcontractors will be utilized for the same Subfactor statement of work activities for this effort. The offeror shall include copies of any signed teaming agreements or contracts with the proposed subcontractor(s) that substantiate the

Subfactor statement of work activities to be performed by the subcontractor under this effort.

L.4.1.1.7 Other Affiliated Entities. If any contract submitted as part of the Technical Experience Factor was performed by an affiliated corporate entity or division other than the offeror that would perform work under this RFP, please identify the entity and how they are related to the offeror, and explain how the resources of the other entity will be utilized in the performance of this effort.

L.4.1.2 Subfactor 1: Watercraft Vessel Subsystem Design and Development.

In order to substantiate technical experience in Watercraft vessel* subsystem design and development, the offeror shall submit up to ___________________ three recent contracts to demonstrate comparable technical experience. For each contract submitted, the offeror shall provide:

L.4.1.2.1 A copy of the recent contract.

L.4.1.2.2 A narrative discussion of how the recent contract's scope of work is comparable, indicating where the applicable Watercraft ___________ vessel* subsystem design and development are located in the provided statement of work the section(s) (i.e., paragraph number, page________ number, etc.). If providing the recent contracts as individual files, Attachment 0010 shall specify the location in the proposal where statement of work information can be found (e.g., filename, document reference, etc.).

L.4.1.3 Subfactor 2: Development of drawings in accordance with ASME Y14.100, including applicable appendices and referenced standards, as described in Section M.4.1.3.1.

6 19

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

L.4.1.3.1 In order to substantiate technical experience in the development of drawings, the offeror shall submit no more than 50 sheets of drawings (artifacts) across, a total of no more than three recent contracts. Drawing size (sheet size) is not restricted. The offeror is encouraged to submit multiple types of drawings (as defined in ASME Y14.24), with emphasis on drawing types that best demonstrate conformance to the specific criteria listed in Section M.4.1.3.1. The contractor may submit individual drawings as multiple drawing types if the drawing meets the requirements of both drawing types (see ASME Y14.24-2012, paragraph 1.8). An example of an individual drawing addressing multiple drawing types is an installation drawing including detailed views of fabricated parts. If drawings are so large as to prevent submittal of various drawing types within the maximum sheet count identified, the offeror may omit from drawings those sheets that do not demonstrate experience comparable to the criteria listed in Section M.4.1.3.1.

L.4.1.3.2 The offeror shall provide a copy of each of the recent contract(s) under which submitted drawings were completed. If the statement of work does not specifically call for the development of drawings, the offeror shall provide a written narrative explaining how the development of the provided drawings was pertinent to the performance of the statement of work.

L.4.1.3.3 The Government will only evaluate the first (up to) 50 sheets of drawings that are associated with the first (up to) three contracts that the offeror specifies in the Subfactor 2 Tab of Attachment 0010.

L.4.1.4 Subfactor 3: Development and delivery of both (a) a FMECA report for a subsystem of a major component of an end item and (b) a

LORA report for a subsystem of a major component of an end item.

L.4.1.4.1 The offeror shall submit no more than one artifact for each of the below, performed on a recent contract:

(i) a FMECA report in accordance with ANSI/AIAA S-102.2.4 Sections 4 and 5; SAE-TA-HB-0007-1, LSA-056**; SAE-GEIA-STD-0007, B Entities; ___________________________ and SAE-TA-STD-0017, Activities 9.5 and 9.8; and

(ii) a LORA report developed in accordance with SAE-AS1390 and SAE-TA-STD-0017, Activity 11.7.
