Attachment 0006 Expeditionary Water Packaging System (EWPS)
Product Sample Test Plan
VERSION 3.1
23 Feb 2016
1. Scope. Purpose of this test plan is to provide the Source Selection Evaluation Board (SSEB) with a plan to evaluate a product sample that is representative of the Expeditionary Water Packaging System (EWPS) from prospective contractors. The product sample system shall have the same form, fit, and function as the proposed system.
2. System Description. EWPS is a completely containerized fully automated water packaging system that fills and caps bottles with potable water for individual Soldier consumption. The EWPS features end-to-end automated production (e.g. loading pre-forms, stretch blow molding of pre-forms into bottles, filling, capping, and labeling) within a closed, hygienic environment.
3. Test Site Preparation: Required at test site.
a) The test shall be held at the contractor’s designated facility that will accommodate all Government personnel that are required to attend as well as all contractor personnel with the requisite expertise needed to operate and maintain the system in accordance with this test plan.
b) The contractor is responsible for providing all materials and equipment required for operating the system including but not limited to: Preforms, Caps, Filters, Material Handling Equipment, a Generator that will operate at the required specifications, and Personnel Protective Equipment.
c) The contractor is responsible for disposing of all bottles after completion of the test.
4. Test Procedures:
a) The system shall operate with all necessary bottling production components located within ISO Shelter 1, with the exceptions of the generator and the water holding tanks (if used), for the full production test.
b) The generator will not be Government Furnished for the production test. The offeror is responsible for providing the generator for the test.
5. Test Evaluation Criteria:
a) Each criteria will be evaluated on an Acceptable/Not Acceptable basis. The Government will use the table below (modified to allow note taking) as a record during the Product Sample Test. All criteria listed in the table must be evaluated as Acceptable for a Technically Acceptable determination.
