Questions received for Solicitation W52P1J-19-T-3014, APE Mobile Ammunition Inspection Trailer
25 June 2019
1. Ref: drawings of shelter. Should we consider this to be a build to print?
Answer: Yes, build to print.
2. Since the shelter has no forklift pockets the shelter will need to be lifted on and off the trailer with a crane. Can you certify that your design can be crane lifted?
Answer: Prints/design have been previously built and have been successfully crane lifted.
3. The dimensions on sheet 1 have issues. Section WALL A shows the container to be 8’-0 ¾” tall from the bottom to the top of the exterior wall. Section WALL B shows the wall to be 9’- 1 9/16”.
Answer: Wall A is actually Interior Wall Elevation, dimensions are correct. Wall B is actually an Interior Wall Elevation with an exterior dimension which should be 8’-3”.
4. Drawings do not show the size or type of material for floor framing (joists or stringers and outside channel or beam).
Answer: As required to support floor loading of 250 PSF.
5. I can only assume the 1/2” x 8” plate steel will be cut to short lengths to well flush with the interior side (top edge) of the floor joists (or stringers) shown on the drawings.
Answer: Yes, this is to strengthen the floor in front of the loading door please note SOW-1965-A002 drawing.
6. The location is not defined for 1/2” x 8” plate steel that is welded to the floor joists (or stringers).
Answer: please reference bottom left hand side note SOW-1965-A002 drawing.
7. Drawings do not show the type or size of material for wall framing (studs).
Answer: As required to support 43 PSF
8. I can only assume the 3/16” x 10” plate steel will be cut to short lengths to weld flush with the interior side of the wall studs that are not shown on the drawings.
Answer: Yes, please note SOW-1965-A002 drawing.
9. Drawings do not show the type or size of material for roof framing (roof rafters).
Answer: As required to support 40 PSF generally and concentrated load of 600 LB over 12” x 24” area where HVAC is mounted.
10. Exterior of container is 9’-2”+ x 8’-10 ½”+ x 25’-5 ½”+,
a. The width is more than the 8’-6” (102”) limit for public road travel.
Answer: Correct, width exceeds the 8’-6” limit for public road travel w/o permit. Exterior dimensions of container to ISO corner fittings are 8’-3” H x 8’-10 ½” W x 25’-5 ½” L.
b. The height of 9’-2” plus a top mount A/C unit, plus a trailer (I have not see a drawing for the trailer, it could be 4’ tall) could put the top clearance at 15’ or more.
Answer: Trailer is drop deck top with 36” deck height for the container. Max overall height is 13’-5” from ground to top of HVAC.
11. The frame drawing does show forklift holes for loading and unloading from the trailer. A crane will have to be used anytime the container is loaded or unloaded.
Answer: No Fork Pockets, unit is crane loaded with 4 leg bridle or spreader bar.
12. I looked on the internet and did not find the A/C called out on sheet 1, I would need more information on this A/C.
Answer: Unit is a Birdwell BTB24X13C1-6-RM-M, XP Rated, Heat Pump, 2 Ton AC, 6 KW Heat, 240V AC.
13. Where does the generator go and how is it fueled (gas, diesel, propane)?
Answer: On raised deck portion at front of trailer, diesel powered, and integral diesel tank in frame below generator/engine.
14. Sheet 1 – difficult to trace Conduit (example: The conduit for the 100 amp, 250VDC receptacle).
Answer: Please note electrical drawing SOW-1965-A002.
15. The spec calls out a specific, Birdwell ECU model. It goes on to provide performance requirements for the ECU in
3.2.20.2 through 3.2.20.8. Has the government done the heat load analysis to verify that the Birdwell unit will provide the required performance?
Answer: No heat load problems have occurred on previous builds and the USG need to keep all APE 1965 specifications the same.
16. The drawing shows a shelter height of 9' 1.56", the air conditioner is 24" and is installed on a 2" curb. The trailer deck height is 36". This totals 171.56" or 14' 3.6" exceeding the 13' 6" overall height. Please explain.
Answer: Drawing dimensions: Trailer height 36" X work container 8' 5" X 24" air conditioner = 161" plus 2" curb = 13' .583" which is under the 13' 6" requirement.
17. The Workshop SOW states the Workshop will be tested to ISO standards. Since this is a build to print, can we assume that the Government has this responsibility? There are numerous tests required on ISO shelters, stacking, racking, corner post pull tests and many others. If we have this responsibility, which specific tests are required?
Answer: Contractor ISO quality standards are what is required, this is not a government function.
18. Paragraph 3.2.13.2 of the Workshop SOW appears to have been cut short. What comes after "If it is not possible for the"?
Answer: See revised SOW dated 25 June 2019.
19. 3.2.18 ‐ Is there 2 grounding plates on each wall or 1 on each wall?
Answer: 2 on Both sides: "The ground system must include at least two (2) grounding plates along both sides of the Workshops where a static discharge‐grounding reel may be attached externally to the Workshops to complete the circuit to an approved earth electrode subsystem without being fed through one of the Workshops doors."
20. The air conditioner specified, with the factory sound attenuation kit is estimated to produce 70‐75dBA @ 3 ft. The SOW calls for 65 dBA anywhere in the work area. Will the sound level requirement be waived in regards to the air conditioner?
Answer: The requirement is 65 dba inside enclosure, not measured outside of enclosure.
