PROJECT SUMMARY:

The scope of this project is to provide a total replacement of the complete, existing deteriorated 4 ply Built-Up Roofing (BUR) system. The project location is the roof of Building 75 on Rock Island Arsenal (RIA), Rock Island, IL. The roof shall be replaced with an entire new roofing system comprised of a fully adhered, low slope Ethylene Propylene Diene Monomer (EPDM) roofing system with all required roofing components as specified by the roofing system manufacturer. The Contractor shall provide complete demolition and disposal of all existing BUR roofing and support materials. The square footage for complete demolition and re-roof of Building 75 is approximately 21,323 square feet (sf). This project also includes an option for Building 72 Roof, approximately 19,783 sf for complete demolition and disposal of existing roof replace with new roofing system.

PART 1: SPECIFIC PROJECT

1.1 PROJECT DESCRIPTION: The scope of this project consists of the demolition and disposal of approximately +/- 21,323 sf of deteriorating BUR roofing and all associated BUR roofing system components on the roof of Building 75. This requirement is a simple roofing material change (no structural changes), no new design build documentation or engineering is required for installation of the new EPDM roofing system.

As part of the EPDM roof renovation, all the existing roof drain locations will be cleaned and re-used. The existing metal roof drain assemblies will be removed and replaced in kind with a new cast iron roof drains and domes, specifically designed for EPDM retrofit re-roof situations, with the new assembly, matching the original as closely as possible.

1.1.2 The scope of this project requires the Contractor to provide as part of the Base Bid, complete demolition, removal and disposal services for the currently installed BUR roofing system. The Contractor shall properly identify and dispose of any found hazardous materials during the demolition phase. The Department of Public Works/RIA shall supply asbestos sampling/testing reports for Buildings 75 and 72 roofs, see Appendix E. Contractor shall supply all labor and materials to remediate any found issues. The Contractor is required to provide all labor, equipment and materials necessary to accomplish all project related roof demolition and obsolete roof mounted equipment (tagged with orange marking paint) tasks. The Contractor will be required to provide the project Contracting Officer Representative (COR) with a complete scheme (written and/or drawings) of how demolition is to be accomplished, a minimum of 14 calendar days prior to the project kick-off meeting.

1.1.3 This project requires the Contractor to inspect and evaluate the structural soundness of the exposed concrete roof decking after demolition and disposal of the existing BUR roofing and all associated BUR roofing components, after cleaning of the exposed existing decking material. The Contractor is to perform a roof decking inspection and evaluation with the RIA Project COR prior to starting any re-roofing installation or repairs. COR must inspect and approve any roof decking repairs before Contractor may begin installation of EPDM roofing.

1.1.4 As a separate Unit Cost line item in the Base Bid and Bid Option 1, the Contractor shall provide a cost, per square foot, to repair and replace 500 sf of existing damaged structural concrete roof decking. The Contractor shall base costs on repair and replacement of multiple, non-adjacent roof deck sections, as indicated by inspection of the damaged areas, after removal, of the existing roof assembly. The Contractor shall monitor and record square footage of each damaged structural roof section repaired and shall provide written documentation recording quantities and necessary repairs, to COR immediately upon completion of each repair. Final cost for structural concrete roof decking replacement and/or repair will be adjusted (plus or minus) by the difference in actual area of structural concrete roof decking replaced and/or repaired from the 500 sf Base Bid, times the Contractor provided unit costs.

1.1.5 The Contractor shall provide and install a complete new water proof EPDM roofing system with all new associated components, as required per the EPDM roofing manufacturer’s details and specifications. Contractor shall provide a water tight roofing system, with directed, free flowing drainage to existing roof gutter locations.
