SECTION M - EVALUATION FACTORS FOR AWARD
This acquisition will utilize a Best Value Tradeoff Source Selection Process authorized at FAR 15.101-1, as supplemented; therefore, the
Offeror(s) submitting proposal(s) that are determined to be the most beneficial to the Government given appropriate consideration to the four evaluation factors (Technical, Past Performance, Price, and Small Business Participation) will be awarded.
M.1. Basis for Contract Award
a. The basis for award of a contract resulting from this solicitation will be an integrated assessment of the evaluation results of the
Factors and Subfactors specified in paragraph M.2. Award will be made to the responsible Offeror whose proposal represents the best value to the Government.
b. The evaluation factors for this acquisition are Technical, Past Performance, Price, and Small Business Participation as stated in
Section M.2.
c. The Government will weigh the relative benefits of each proposal. The contract award will be based on an integrated assessment of the
Factors and Subfactors with appropriate consideration given to their respective importance as set forth herein. The Government reserves the right to: limit the competitive range for the purposes of efficiency; make an award to other than the low offer; or to other than the Offeror with the highest technical rating, or make no award should no vendors offer prove to be acceptable based on the criteria set forth in the solicitation. As non-price factors tend to equalize, price will become more of a determinate in the award decision.
Adjectival ratings will be assigned based on the rating that best fits the proposal overall, based on the Governments assessment. The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by
Section L of this solicitation.
d. All proposals received pursuant to this solicitation will be evaluated in the same manner. The result will be a determination of the overall quality of each proposal in terms of its potential to best satisfy the needs of the Government. The Government will make award(s) to the responsible (in accordance with the Federal Acquisition Regulation (FAR)) contractor(s) whose offer conforms to the solicitation and are determined to be the most advantageous to the Government considering cost and non-cost factors with the importance assigned to each.
e. The Government will evaluate the Offerors prices as stated in paragraph M.3.4. Any proposal that is unreasonable in terms of Price may be judged as a failure to comprehend the Governments requirements and may be rejected for that reason.
f. The Past Performance evaluation may use data/information from sources other than those provided with the Offerors proposal (e.g.
Contract Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), past customers, and previous Contracting Officials).
g. The burden of providing thorough and complete information remains with the offerors as required by Section L of this solicitation.
The Government is not obligated to make another request for the required information nor does the Government assume the duty to search for data to fix problems it finds in proposals.
h. The Government will determine responsibility by evaluating the Offeror's property management plan to ensure the ability to comply with FAR 52.245-1 and provide for effective control of the Government property accountable to the resultant contract.
i. The Government may award without discussions; consequently, it is the offerors responsibility to submit a proposal that conforms to all the terms and conditions of the solicitation and contains its best offer. However, the Government reserves the right to conduct discussions if the Contracting Officer determines they are necessary.
M.1.2. Number of Contract Awards
The Government intends to make up to two (2) IDIQ contract awards to the offeror(s) whose proposal is determined to be the best value as a result of this solicitation. The USG reserves the right to make one award (1) if in the best interest of the USG.
With the exception of the minimum guaranteed dollar value, all other amounts represented in this solicitation are estimates only and do not bind the Government in any way. Any award(s) under this solicitation in no way obligates the Government to order additional items or issue additional Delivery Orders beyond the guaranteed minimum for each awardee.
M.1.3. Discussions
a. Each initial offer should contain the Offerors best terms for award of a contract under the solicitation. The Contracting Officer may contact Offerors for clarification, without opening discussions in accordance with FAR 15.306(a). The Government also reserves the right to award a contract without discussions. Thus, it is incumbent on the Offeror to provide a sufficient and adequately detailed proposal.
Do not assume that the Government will ask for clarifications associated with an inadequately detailed proposal.
