Government Clarification May 3, 2016

1) Can you confirm what validity date is required for this proposal?

Validity date for proposal shall be valid from submission to November 30, 2016.

2) Can you confirm what payment terms will apply to the future contract?

Firm Fixed Price – Payment at completion and approval by Government of FAT and payment after quantity due is accepted by Government. No Progress Payments allowed.

3) FAT is requested FOB Destination and production quantities are requested FOB Origin. Can you confirm that FAT prices need to be submitted for FOB Destination?

Yes, FAT prices need to be submitted. FAT samples need to be shipped to Yuma Proving Grounds. FAT report shall be submitted and approved by Procuring Contracting Officer (PCO) at Army Contracting Command (ACC-RI) which is why Solicitation is stated as Destination under FAT. Production Quantity shall be approved by Defense Contracting Management Agency (DCMA) which is why Solicitation is stated as Origin under Production quantity.

4) Can you provide Most probable order quantities per year?

150,000 each

5) CLIN 001 - Production: Can you confirm how many days after FAT approval production quantities are required?

30 Days

6) Is section C-4 applicable at the charge assembly contractor level or the propellant contractor level?

The Government performs the reassessment of M1 propellant.

7) Section D, page 14 "EXCEPTION: The following shall apply: Packed 36 IAW MS27683-2". Please confirm that Pack&Mark drawing is 9381476 rev D instead of MS27683-2?

The Pack&Mark drawing is 9381476 rev D. MS27683-2 is the metal drum to be used.

8) Will there be a contemplation letter requesting a new price proposal for each delivery order?

Yes

9) Page 3, paragraph 12 of the solicitation (referenced above in item 1), states that the 'Delivery production rates shall be as follows.'. However the rate for CLIN 0001 is not provided. For planning purposes we request the following information:

a. Number of days to make the first delivery after FAT Report is approved

30 days

b. Required monthly delivery quantities

25,000 per month

10) The Amendment 0001 to the solicitation revised the FAT samples delivery from 60 days to 150 days.

However, page 3 of the initial solicitation, Item 12 requires the FAT approval to be completed 150 days DAA. Please advise?

Samples shipped to proving grounds 150 days DAA 45 days to shoot/accept 15 days for contractor to provide FAT report 30 days for Gov’t approval 30 days for first delivery
